Statement of Work for Range Repairs at JFK Airport

1. History / Background:

The Range at JFK Airport contended with positive air pressure and higher than standard lead levels in February 2016, which were evaluated by an independent test laboratory, FOH, and led the Port to close the range until remedies were in place. In April and May, a Mechanical Engineer conducted an air filtration study to determine whether the range was operating under negative air pressure. Subsequent to a successful test, a HEPA filter system was installed, followed by a successful post-installation air filtration test. Once the lead swipe samples were received and reviewed, the Range was re-opened for operations in July. A follow-up review, conducted by an independent laboratory on 5 July, led to the Director Field Operations closing the range due to recurring positive pressure issues. Subsequent repairs were identified by a Customs and Border Protection (CBP)-employed Engineer in September 2016.

2. Scope of Work and Location of Performance:

U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO) needs to procure general contractor and mechanical engineering services to effect repairs to return the JFK Range in Building 77, John F. Kennedy International Airport, Jamaica, NY 11430 to a negative air pressure condition that complies with OSHA Permissible Exposure Limits (PEL) for lead in accordance with the Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (2012 Edition), as well as a fully-operational status.

Bidders should provide separate line item proposal costs for the required tasks listed under Paragraph 2. The required tasks include:

2.1 Procure and install a REX33B Round Centrex Inline Fan w/ Back Draft Damper & Motor Cover 10,000 CFM @ 2.25" SP, 10HP ODP Motor, 460V / 3 Phase / 60 Hz (see Attachment A – PennBarry Centrex Catalog). The existing SX335B 2.0 HP model fan should be removed to support the replacement/installation.

2.2 Fabricate/Replace the current 18.02 sq. ft. HEPA filter system with a 33.3 sq. ft. system.

2.2.1 Fabricate the HEPA filter with no pre-filter. Implement changes to the existing ductwork, as necessary to effectively lower the air velocity to 300FPM. Filter manufacturer recommends the maximum velocity at the filter face should not exceed 300 FPM. The present ductwork is 59” x 44” or 18.02 square feet. With 10,000 CFM going thru this section of duct, its velocity would be 555 FPM. The section that houses the HEPA would have to be enlarged from 18.02 to 33.3 square feet. Post installation physical access to this area will have to be made to determine the proper aspect ratio of the ductwork. A multiple of 22” (filter height) should be considered for one of the duct dimensions.

2.2.2 Provide a magnehelic gauge across each filter section within the filter bank to monitor static pressure drop and an alarm system, visual or audible, to notify that a filter change is needed.

2.2.3 Provide a magnehelic gauge within the range to monitor the room pressure and maintain a negative 0.03” +/- .01”. WG.

2.3 Procure and replace doors and seals as depicted below (see Attachment B – Doors & Seals).

2.3.1 New doors and seals should be installed to both the Range and the Office, which are adjacent to the formal Range.

2.3.1.1 The Range door should have a zero auto door bottom and saddle in the framed threshold, as well as zero adjustable seals around the door itself.

2.3.2 Procure and install a cipher lock as noted in the diagram below.

2.4 Complete the enclosure of the Gun Cleaning “Area” by finishing the adjacent wall with the entry stairwell and finish construction between the “Waiting Area” as depicted in the diagram above, including extending the supply air duct into the newly-enclosed Gun Cleaning “Room.”

2.4.1 A sealed-window (non-opening) and door with seals need to be installed facing into the “Waiting Area” to support secondary separation from the Waiting Area and the formal range.

2.4.2 The Gun Cleaning Room door should have a zero auto door bottom and zero adjustable seals around the door itself.

3. Applicable Deliverable Documents:

3.2 Warranty to be one (1) year on parts and labor warranty for all equipment provided.

3.3 CAD or PowerPoint sketch of the fabricated HEPA filter bank, including depiction on the provided Blueprint at Attachment C (provided upon contract award).

3.4 CAD or PowerPoint sketch of the Gun Cleaning Room enclosure, including depiction at Attachment C – Blueprint (provided upon contract award).

3.5 The contractor shall comply with all federal, state and local building codes, standards and regulations while performing the work through the course of this project, including meeting OSHA Permissible Exposure Limits (PEL) for lead in accordance with the Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (2012 Edition).

3.6 Contractor shall be responsible for all local, state, and Federal permits and licenses and payment of related fees. To include any requirement from the NY Port authority, such stamped engineering drawings or other related documents.

3.7 The contractor will provide all supervision, labor, materials and equipment.

3.8 The contractor shall utilize all protective measures to ensure that no damage occurs to the space and furniture located therein.

3.9 The contractor shall remove the debris associated with the removal of the any equipment and materials that are being replaced.

4. Security:

Vendor’s personnel must be capable of meeting Customs and Border Protection security requirements as well as Port Authority clearance requirements for an International Airport. The Site Survey will require participants to provide specific information 48 hours prior to participation. Contract performance is considered sensitive, but unclassified (SBU) and a security clearance is not required. However, a background check shall be performed by CBP officials prior to allowing any worker on site. The successful contractor will be asked to submit certain information for all personnel that are planned to visit the jobsite location and perform work or other tasks on site. All personnel are required to be cleared by background check prior to entering the site.

5. Special Considerations:

Contractor shall provide qualified personnel to perform work required by this Statement of Work. Personnel shall conduct themselves in a professional and business-like manner. The Contractor shall be responsible for the following:

5.2 Contractor shall be responsible for the safety of all employees and comply with all OSHA, state and local regulations and codes while on site.

5.3 No photographs of any CBP officer shall be allowed at any time.

5.4 No doors are to be temporarily held open during Survey or work activities unless previously cleared by the Port Director or other person in charge of the facility.

5.5 All of the above statements apply to not only the Contractor, but also to any subcontractor to the Contractor.

5.6 All work is to be done during normal business hours.

5.7 Duration: Once an award has been provided, the contractor has 75 days to complete the project. Extensions will be granted for unforeseen conditions, and other factors outside of the contractor’s control.

5.8 Insurance: Contractor must be able to meet the Insurance requirements (see Attachment D – Certificate of Insurance) to work within Building 77, Port of JFK Airport, including the Immunity Clause:

“Additional Insured are: Prologis LP and Its Affiliates’ Operations in the Greater New York Metropolitan Area and Property Manager are additional insured for General Liability. A waiver of subrogation applies in favor of these entities per agreement. The Port Authority of NY & NJ / the City of New York are also listed as Additional Insured. The insurer shall not raise any defense involving in any way the jurisdiction of the Tribunal, immunity of the Authority, governmental nature of the Authority or the provisions of any statutes respecting suits against the Authority without obtaining express advance written permission from the General Counsel of the Authority.”

5.9 Submittals: All Warranties, All Machinery documentation, All User documentation, All Maintenance manuals and Testing and Commissioning documentation.

5.10 Equipment: The contractor shall provide and store all equipment, the materials specified above, and any other materials that are required to complete the project. The materials are required to be kept clean and dry throughout the duration of the project.

5.12 Material Removal: The contractor shall provide dumpsters as necessary to handle any demolition of excess materials from the project. The location of these dumpsters will need to coordinate with the tenant and GSA at the start of the project. The contractor shall be responsible for the transportation of the waste material to a landfill as well as the disposal costs. The contractor shall not stockpile demolition debris for more than 48 hours. See also “Waste Management” and “Disposal” for further requirements.

5.13 Proposal Pricing: When submitting a proposal, provide a cost breakdown for each task into the following categories: Materials, Equipment, and Labor.

5.14 Contractor Use of the Premises: During the period of the project, the contractor will have access to the site only during business hours of 7:00 AM to 6:00 PM on weekdays. No on-site work shall be performed outside these hours on holidays unless otherwise directed by the Contracting Officer. The contractor shall make every effort to cause a minimum of damage to parking lots, any other paved areas, any items that need to be moved during the course of the project, and any areas not included in this scope of work. Any damage caused will be repaired at the contractor’s expense.

5.15 Progress Meetings: Progress meetings are not required for this project. The project manager and building team representative shall make periodic inspections of the work progress.

5.16 Electricity, Water and Gas: The contractor is responsible for making connections to the existing systems. Temporary electrical work shall meet the requirements of NFPA 70-1996 (NEC), Article 305. When temporary connections are removed, restore existing utility services to their original condition.

5.17 Utility Outages and Locates: No utility outages will be approved without the written consent and approval of the project manager. Requests for utility outages (Electrical, telephone, gas, water, chilled water, fire sprinkler system, and fire detection system) must be received 14 days before the outage date.

5.18 Protection of Public: The building site will continue to be used by tenants. The contractor shall fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry. The contractor shall illuminate barricades and obstructions at night and maintain safe building access and egress for tenants.

5.19 Housekeeping: The project site shall be kept in a neat, orderly, and safe condition at all times. The contractor shall provide enough containers for collecting construction debris and construction materials to be recycled. The contractor shall wet down dry material and rubbish to prevent blowing dust and keep volatile \ waste in covered containers.

5.20 Disposal: Unless otherwise specified, all removed material becomes the property of the contractor and shall be disposed of outside Government facilities and land. The contractor shall dispose of refuse at least monthly, in a legal manner, at a public or private dumping area. Document and provide to the contracting Officer the quantity of materials disposed of through recycling and through sanitary landfills (Cy or tons as appropriate). See also “Waste Management”.

5.21 Waste Management: This project shall generate the least amount of waste possible. The contractor shall employ processes which ensure the generation of as little waste as possible and avoid the generation of waste due to over-packaging, error, poor planning/layout, breakage, contamination, damage from weather, etc. of the inevitable waste that is generated, as many as economically feasible shall be reused, salvaged, or recycled. Waste disposal to a landfill shall be minimized t the greatest extent possible. See also “Disposal” for record keeping requirements.

5.22 Transportation and Deliverables: The contractor shall arrange deliveries of materials in accordance with construction schedules: coordinate with COR to avoid conflict with other tenants and other work conditions at the site.

5.23 Cleaning: Before scheduling the final inspection, the Contractor shall establish six items: (1) remove all tools, equipment, surplus material, and rubbish; (2) Restore or refinish, to original condition, surfaces that are damaged due to work of this contract; (3) Remove grease, dirt, stains, foreign materials, and labels from finished surfaces; (4) Thoroughly clean building interiors; (5) Pickup all construction debris from the site; and (6) At time of final inspection, project shall be thoroughly cleaned and ready for use.

5.24 Substantial completion and final Inspection: When project, or designated portion of project is complete, request a final inspection. Upon receipt of request that project is substantially complete, the Contracting Officer Representative will proceed with the inspection within ten days of receipt of request or will advise the contractor of items that prevent the project from being designated substantially complete.
