ATTACHMENT 1

STATEMENT OF WORK (SOW)

Veterinary Services

1. OBJECTIVE: The purpose of this procurement is to secure veterinary services that will most effectively support the United States Customs and Border Protection (CBP) Canine Enforcement Program and the mission of CBP.

2. SCOPE OF WORK: As needed, the contractor(s) shall provide all of the labor, materials, supervision, and facilities necessary to satisfy the veterinary requirements of the Canine Enforcement Program, Customs & Border Protection at the location identified.

The number of canines to be served is two (2). This number may fluctuate with canine assignments. The canines’ work address is:

2.1 The contractor shall ensure that only authorized hospital personnel have access to CBP canines. Access to and contact with CBP canines by the general public and other animals including, but not limited to, privately kenneled animals is strictly prohibited at all times. The Government has a right to inspect the facility prior to award, and after the award to ensure compliance with the requirements listed on this SOW.

2.2 The contractor shall ensure that hospital personnel do not identify or point out to anyone the identity and location/runs of CBP canines. At any time, information about the CBP canines should not be disseminated to anyone, other than CBP Canine Enforcement Officers (CEO).

GENERAL REQUIREMENTS:

3. DELIVERABLES: The contractor shall provide basic care and veterinary services as needed to include, but not limited to: heartworm test, physical exams, immunizations, sick call diagnosis/treatment, radiology, grooming, dental care (including anesthesia), flea/tick treatment, surgery, laboratory services, necropsy and medical records administration. Non-routine services shall be provided as directed by the technically qualified canine officer. The physical location of the facility should not be no more than 40 miles from:

3.1 Anesthesia: During all dental cleanings and general anesthesia, all canines will be intubated to protect the airway from debris or regurgitation.

3.2 Flea treatment: All CBP canines will be treated monthly with Frontline Plus to prevent fleas and ticks. In areas with high numbers of ticks, Frontline Plus can be applied as often as every 21 days. In addition, a Preventive collar may be useful in these areas.

4. RECORD KEEPING: The contractor will keep a record of all CBP canines served at the facility during each 30-day/monthly billing cycle. If requested, the copies shall be made available to the Government.

5. DELIVERY SCHEDULE:

5.1 Extent of obligation - The Government is obligated only to the extent of authorized purchases actually made under the BPA.

5.2 Purchase limitation - The dollar limitation for each individual purchase under the BPA is $2,500.00 per call.

5.3 Individuals authorized to purchase under the BPA – Customs and Border Protection, Rio Grande City POE-OFO, Federal Employees.

6. PERIOD OF PERFORMANCE:

The period of performance shall be 24 months, or when the BPA ceiling threshold if any is reached whichever is sooner. The BPA shall be reviewed annually and modified for updates as necessary.
