Statement of Work For

Solar Light Tower Upgrade Kits

1. BACKGROUND:

The Customs and Border Protection (CBP), United States Border Patrol, Tucson Sector (TCA) currently possesses 35 Solar Light Tower (SLT) model 800 series from Progress Solar Solutions, LLC that do not meet field requirements for continuous operations. Progress Solar Solutions, LLC is an independent company that serves as a sole source for the manufacture of these light towers.

In order to offset the power consumption to charging rate factored against operational periods and mission requirements, the service must consider increasing the charging capability.

This can be achieved by replacing the current SLT 800 units with the SLT 1200 units or upgrading the current units SLT 800 units with SLT 1200 retrofit kits that will allow the same charging capability of the larger unit. In either case the outcome would be using a system that provides the better charging system for continuous all night use for seven nights a week year-round.

The SLT 1200 units currently charge 50% faster than the SLT 800 series supplying a total 6568 watt hours on a 24 volt system. The battery AH has been increased to 840 to 980 amps for the SLT 1200 series capable of providing 160 amps (10 amps per battery) of charging current to its power source.

This has been accomplished with the addition of the four extra 100 watt solar panels allowing the SLT 1200 to produce 1200 watts of solar power for 58.4 volts at 44.5 amps.

TCA has requested that each unit be updated to the SLT 1200 series as a replacement to the SLT 800 series for Tucson’s unique environment.

2. SCOPE:

It is the intent of CBP to procure commercially available equipment detailed in Section 5.1 to support the Border Patrol Stations located at Ajo, Douglas, Tucson, and Willcox Arizona.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used wherever practicable.

4. SPECIFIC TASKS:

The contractor shall complete the following tasks as required to comply with this SOW.

4.1 Program Management.

The contractor shall exercise technical direction and control of the, engineering, manufacturing, and test effort required to produce the equipment. This requirement includes the necessary management support tasks related to production, configuration control, risk management, testing, quality assurance, and data management required to carry out that task and comply with this SOW.

4.2 Testing.

The contractor shall test and functionality certify all equipment upon completion of installation of each upgrade kit to ensure continuous uninterrupted power for operational periods without sunlight.

4.3 Delivery.

The contractor shall deliver the equipment outlined in Section 5.1.

4.4 Documentation.

The contractor shall be responsible for issuing existing documents as requested by CBP. (See section 5.3)

5. DELIVERABLES AND DELIVERY SCHEDULE:

5.1 Equipment.

The contractor shall deliver equipment as outlined in the table below. The equipment shall be delivered to the address provided.

5.2 Shipping Address.

5.3 Data.

As referenced in section 4.3 above the contractor shall provide copies of the documents listed below.

One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the COR no later than thirty days after contract award:

a. Operations Manual

b. Equipment Specification

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government will provide an overhead covered area at each respective site location in order to complete the installation of upgrade kits. The overhead covered location will have access to electrical power, water and restroom facilities.

7. PLACE OF PERFORMANCE:

The place of performance shall be conducted on site within Tucson Sector at respective facilities.

Progress Solar Solutions, LLC will provide personnel to complete the installation of the upgrade kits at the following locations.

Ajo Border Patrol Station 11 units 850 Arizona Highway 85 Ajo, Arizona 85321

Douglas Border Patrol Station 7 units 1608 North Kings Highway Douglas, Arizona 85607

Tucson Border Patrol Station 7 units 2430 South Swan Road Tucson, Arizona 85711

Willcox Border Patrol Station 10 units 200 W Downen Street Willcox, Arizona 85643

8. PERIOD OF PERFORMANCE:

All retrofits shall be completed within six months of contract award.

9. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

10. SPECIAL CONSIDERATIONS:

10.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the COR. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.

10.2 Travel

Travel to respective site locations will be the responsibility of Progress Solar Solutions, LLC. All expenses associated with travel will be the sole responsibility of Progress Solar Solutions, LLC.
