1 BACKGROUND
U.S. Customs and Border Protection (CBP), Office of Information and Technology, Field Support Northeast, is responsible for the procurement and installation management of Remote Video Surveillance System (RVSS) initiated projects for the Border Patrol Buffalo Sector.
The RVSS used to monitor the Lower Niagara River utilizes three (3) towers and one (1) building top placed at strategically advantageous locations. Each of the towers house a suite of four cameras (2 day and 2 night), for a total of 16 cameras for the entire Lower River.
In sum, Buffalo Sector requires the successful vendor to purchase, install, and test a new digital microwave backbone in order to fix the current Remote Video Surveillance System used to monitor the Lower Niagara River.
The RVSS there is no longer fully operational and thusly presents a significant risk to national border security. The RVSS was built in 2000 and the equipment is now over 15 years old. The components that make up the RVSS, such as: transmitters, receivers, 1st and 2nd down converters, wayside units and power supplies are proprietary and obsolete. Effecting repairs to maintain full functionality is not possible as replacement parts are unavailable.
In detail, the RVSS consoles are past the end of their life cycle. The control system uses an obsolete protocol (RS-422 and Windows 2000 server) which make system level replacements difficult and expensive. When in need of repair the transmitters, receivers, 1st and 2nd down converters, Betatech controllers, power supplies, matrix switcher need to be sent to Albuquerque, New Mexico to be serviced. Spare equipment, components and parts are not readily available, some not at all. Often time repairs take weeks, during which those particular camera feed(s) are down.
The current system requires a transmitter/receiver pair for every feed on every hop. This requires 22 non-redundant transmitters and 22 non-redundant receivers for 8 camera feeds. If any fail the camera feed is lost. If the 4 control transmitters/receivers fail, control is lost over all towers. As a comparison, the new system would have 10 camera feeds with 16 transmitters and receivers of which half are redundant back-ups.
In addition, the current analog system cannot accommodate new technology due to low bandwidth capabilities. Currently, RADAR is being integrated into the RVSS that monitors Lake Erie. However, with the current RVSS such integration is not possible on Lake Ontario due to the antiquated system on the Lower River.
Lastly it should be noted that multiple, local OIT personnel are trained and have experience with the requested system so additional training would not be required to support this structure. As mentioned, Buffalo Sector is also installing a new RADAR system utilizing the compatible microwave equipment. Thus, acquisition of the requested backbone will provide a uniform platform to support both microwave systems. The current towers are still serviceable and would be able to accommodate the more modern and lighter equipment requested.
2 SCOPE
This Statement of Work (SOW) describes the products and execution requirements relating to the purchase and installation of a Digital Microwave System to fix the legacy RVSS. It includes the product specifications, general design considerations, and installation guidelines connected thereto.
The work package contained herein consists of furnishing all labor, equipment, materials and supplies, and performing all services necessary to complete the installation of the new Digital Microwave System in compliance with the specifications provided as a part hereof and/or resulting therefrom.
All parts, sections, and items of this SOW must be addressed and responded to by the vendor. Any exception to any part, section or item, taken by the vendor must be clearly identified and include a proposed alternate solution.
It is the intent of CBP to procure commercially available equipment detailed in Section 5.2 to support the U. S. Border Patrol, Buffalo Sector and is compatible with existing CBP/BP equipment.

4 SPECIFIC TASKS
The specific site requirements for the work to be performed by the vendor are delineated in Section 7 of this SOW.
4.1 Program Management
The vendor shall exercise technical direction and control of the engineering, manufacturing, and test effort required to produce the equipment. This requirement includes the necessary management support tasks related to production, configuration control, risk management, testing, quality assurance, and data management required to carry out that task and comply with this SOW. The vendor shall adhere to all federal, state and local government agencies standards and specifications.
4.2 Testing
The Contractor shall test and certify the functionality of the product prior to delivery. Such tests shall include but are not limited to : (i) a 100 MB Throughput Test and (ii) demonstrating full remote full systems controls of assigned network cameras (i.e., full remote pan-tilt controls, full Day/ Night (IR) camera zoom and focus functionality).
To be acceptable, the tests shall ensure that all assigned RVSS cameras and equipment are attached to the new digital microwave system and that such microwave transmits the assigned signals to designated receivers achieving 100% of the maximum efficiency according to all equipment manufacture’s advertised capabilities.
4.3 Delivery
The vendor shall deliver the equipment outlined in Section 5.2. Delivery is expected within 30 days after the award date.
4.4 Documentation
The vendor shall be responsible for issuing existing documents as requested by CBP. See Section 5.5.
4.5 Site Cleanup
The vendor shall be responsible for the removal of all debris and older equipment resulting from vendor work efforts, each day. The vendor shall transport and return all Government Owned Equipment to 201 Land Blvd on Grand Island, NY. Vendor shall dispose obsolete, non-functioning equipment at the direction of the COTR.
4.6 Facility Damage
The vendor shall be responsible for any damage incurred while in the process of performing work, including but not limited to building components, hardware, and/or equipment.
4.7 Licenses and Permits
The vendor shall be responsible for obtaining and maintaining all required federal, state and/or local licenses and privilege permits.
4.8 Site Access
The vendor shall be responsible for coordinating with the CBP on-site representative concerning site access privileges and required individual safety training.
4.9 Warranty
The vendor shall provide a minimum one-year warranty on all parts and labor, effective from the date of the completion of installation.
5 DELIVERABLES AND DELIVERY SCHEDULE
5.1 Equipment
The successful installation vendor will replace the old analog microwave back-haul with a new Aviat IP-based system as procured by the installation vendor. Specifically, the Aviat ODU 600. Other parts and equipment known to be associated with this system are contained in Addendum B. As stated below, it is the vendor’s responsibility to ensure that all parts and equipment associated with the installation of the Aviat ODU 600 Digital Microwave Transmission System are procured at vendor’s expense. The vendor shall ensure that any shortfalls are identified to the contracting officer BEFORE commencement of any reimbursable work. Cost overruns identified after contract award and work authorization will not be the responsibility of the vendor.
5.2 Sole Source Equipment Justification
The Aviat ODU 600 Digital Microwave System is required over competitor products for the following reasons:
· Seamless Interoperability. Currently, Buffalo Sector employs Aviat-based systems to support other RVSS along the regional border and to transmit signals that support the Maritime Detection Program (MDP) and associated RADAR feeds.
· Future Interoperability. Future MDP products are being developed to specifically integrate with Aviat based systems.
· Training for Maintenance and Repairs Not Required. Current CBP OIT employees are fully trained on the Aviat system which obviates the need to train federal employees on other manufacture’s equipment. In addition, the Agency is attempting to enter an inter-agency agreement with the FAA for maintenance and repairs of Aviat-based systems in the region. Having one standard system in the region has obvious benefits.
· Replacement Parts on hand. Because the Agency already owns and operates Aviat-based equipment, it has a suite of replacement parts on hand. Keeping with one system maintains and creates supply chain efficiencies.
Aviat microwave equipment has shown to be extremely reliable and capable of expansion with no modification. Bandwidths of 100 megabits per second are available which has allowed us to expand our current RVSS and add RADAR. The system has a standby transmitter that will be used if the primary microwave fails. (This microwave system is already supported by our supply warehouse so we wouldn’t need to develop new maintenance strategies.)
The vendor shall deliver, install, test and optimize the equipment listed in Addendum B. The equipment shall be installed at each RVSS site. However, prior to installation and commencement of any reimbursable work, the vendor shall review the equipment listed in Addendum B and ensure that it is complete and sufficient for its intended purpose. All project shortfalls must be identified by the vendor to the contracting officer before the commencement of any reimbursable work.
The vendor will provide all operation and maintenance manuals, warranty information and an as-built drawing of the system. The vendor will demonstrate operation and system check out upon completion of work.
5.3 Installation Description
Installation of a linked four segment point-to-point microwave network using Aviat ODU 600 microwave product. The radio segments will using a Hot Standby configuration.
The segments will be Sector HQ to the RVS site at the Wrobel Building in Niagara Falls, Wrobel Building to Ledges RVS site in Lewiston, Ledges to RVSS at Joseph Davis State park and Ledges to RVS site at the Fort Niagara State Boat Launch. At each RVS site (Wrobel, Ledges, Joseph Davis State Park and Fort Niagara State Park) there will be two KBC ENC-H-A video encoders to convert composite video to Ethernet. At Sector HQ there will be 8 KBC DEC-A video decoders to convert the video signals from Ethernet back to composite video. At each site there will be a 422 to Ethernet data conversion at Sector HQ we will have a TP Link 16 port data switch. The work will include all necessary microwave electronics, hardware and ancillary equipment, as well as the necessary labor to integrate and install this network.
The Buffalo Sector HQ installation will include, Aviate Eclipse 8 GHz microwave radio ODU, AC/DC Power supply, KBC Decoders, TP Link Switch and applicable hardware.
The Wrobel Building installation will include a matching 8 GHz Aviat Eclipse microwave radio ODU to complete the Sector HQ to Wrobel hop. The installation will include a 15 GHz Aviat Eclipse microwave radio ODU to service the Ledges hop. The installation will include the radio systems ODU’s, AC/DC Power supplies, two (2) KBC ENC-H-A applicable connecting cabling, applicable hardware and 422 to Ethernet conversion.
The Ledges installation will include the paired 15 GHz Aviat Eclipse microwave radio ODU to complete the Wrobel to Ledges hop. This will also include the installation of two 15 GHz Aviat Eclipse microwave radio ODU to service both Joe Davis State Park and the Boat Launch hops. The installation shall include installation of the radio systems ODU’s, AC/DC Power Supply’s, two (2) KBC ENC-H-A Encoders, applicable connecting cabling, applicable hardware and 422 to Ethernet conversion.
The Joe Davis State Park installation will include the paired 15 GHz Aviat Eclipse microwave radio ODU from Ledges. The installation shall include the 15 GHz Aviat Eclipse microwave radio ODU ODU, AC/DC Power supply, two (2) KBC ENC-H-A Encoders, applicable connecting cabling, applicable hardware and 422 to Ethernet conversion.
The Fort Niagara Boat Launch installation will include the paired 15 GHz Aviat Eclipse microwave radio ODU from Ledges. The installation shall include the 15 GHz Aviat Eclipse microwave radio ODU ODU, AC/DC Power supply, two (2) KBC ENC-H-A Encoders, applicable connecting cabling, applicable hardware and 422 to Ethernet conversion.
The installation will be designed to connect with existing waveguides and will utilize existing microwave antennas and be housed in existing cabinets and shelters. The control of the cameras and pan/tilt will utilize existing control equipment. The video and control hand off will be in the dispatch equipment room for the Sector HQ site and at the cabinets of the RVS sites.
All engineering, equipment installation, testing, cut over, optimization and provisioning.

5.5 Data
As referenced in section 4.4 above the Contractor shall provide copies of the documents listed below. The documents are deliverables under the contract and shall be delivered at the time of product delivery:

b. Equipment Specifications
GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
The Government does not anticipate providing any Government Furnished Equipment (GFE)—it is the responsibility of the installation vendor to procure said new equipment from its provider of choice and to properly install and test the same.
PLACE OF PERFORMANCE
The place of performance shall be within the U.S. Border Patrol Buffalo Sector AOR as outlined below and in Section 5.3.

6 PERIOD OF PERFORMANCE
The period of performance shall be within 30 days from the date of contract award.
7 SECURITY
CBP will consider only U.S. Citizens and Lawful Permanent Residents for employment under this contract.
If a prospective employee is found to be ineligible for access to Government facilities, said prospective employee shall not be assigned to work under this contract.
CBP reserves the right and prerogative to deny and/or restrict the facility access of any vendor employee whose actions are in conflict with the Standards of Conduct, 5 CFR 2635 and 5 CFR 3801, or whom CBP determines to present a risk of compromising sensitive Government information to which he or she would have access under this contract.
The vendor shall agree that each employee working on this contract shall have a Social Security Card issued and approved by the Social Security Administration. The vendor shall be responsible to the Government for acts and omissions of its own employees and for any Sub-vendors (s) and their employees.
Subject to existing law, regulations and/or other provisions of this contract, illegal or undocumented aliens shall not be employed by the vendor, or be permitted to work on the contract. The vendor shall ensure that this provision is expressly incorporated into any and all subcontracts.
There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.
8 SPECIAL CONSIDERATIONS
8.1 Changes to the SOW
No changes to this SOW or cost increases shall be incurred without prior approval of the Contracting Officer as coordinated by the Contracting Officer’s Representative (COR). Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
8.2 Travel
Any and all travel costs shall be the responsibility of the installation vendor and will not be reimbursed by the Government.
8.3 Points of Contact
All contract questions and concerns shall be directed to the point of contact as designated below. The Contracting Officer is the only individual with the authority to amend this contract.

8.4 Invoice Instructions
The contractor shall submit one invoice for the final cost.
Invoices shall be electronically transmitted to the Contracting Officer’s Representative (COR), Technical Point of Contact, their budget/procurement officer listed in Section 10.3, and National Finance Center (NFC) via e-mail to CBPinvoices@dhs.gov.
- Order number;
- Description of services provided for a specified time period;
- Unit price and total amount of each item;
- Discount terms, Company name, telephone number, taxpayer’s identification number; and
- Complete mailing address to which payment will be remitted.
Only the Contracting Officer has the authority to represent the Government in cases where the task order requires a change in the terms and conditions, delivery schedule, scope of work and/or price of the products and/or services under this task order.
NOTE: This purchase is not applicable for the Section 508 Compliance.

�Quick question, if there are (3) towers and each of the towers house a suite of four cameras (2 day and 2 night). Wouldn’t the total amount of camaeras be 12 instead of 16 for the entire Lower River?
If I am missing something please disregard, but the way it reads it seems like there should be only 12 total.
�Is there a reason this is underlined?
�Would the Government like specify in the SOW, if the system goes down in the future what kind of turnaround time they desire.
This statement reads like the Government is not satisfied with repairs taking weeks.
�The statement “shall include but are not limited to” is very vague when dealing with a SOW. Recommend deleting this statement or changing the sentence to read differently.
