Financial Literacy Initiative for Border Patrol Employees
Statement of Work (SOW)
For
Department of the Homeland Security (DHS)
U.S. Customs and Border Protection (CBP)
Office of Border Patrol (OBP)
1. BACKGROUND:
The United States Border Patrol (USBP) is the mobile, uniformed law enforcement arm of the U.S. Customs and Border Protection (CBP) within the Department of Homeland Security (DHS), whose priority mission is to safeguard America by preventing terrorists and terrorists’ weapons from entering the United States between ports of entry. The primary mission of the Border Patrol is to protect our Nation by reducing the likelihood that dangerous people and capabilities enter the United States between the ports of entry. This is accomplished by maintaining surveillance, following up leads, responding to electronic sensor alarms and aircraft sightings, and interpreting and following tracks. Some of the major activities include maintaining traffic checkpoints along highways leading from border areas, conducting city patrol and transportation check, and anti-smuggling investigations. The Border Patrol is specifically responsible for patrolling nearly 6,000 miles of Mexican and Canadian international land borders and over 2,000 miles of coastal waters surrounding the Florida Peninsula and the island of Puerto Rico.
Improving the financial literacy of our employees is part of a holistic approach to deal with the issues of domestic violence, substance abuse, corruption, and suicides. Financial stress or problems are major contributing factors in disciplinary cases involving all of the aforementioned issues.
2. SCOPE:
The Office of Border Patrol (OBP) is seeking to purchase training material known as household financial education or financial literacy training from a contractor knowledgeable and experienced in training and educating individuals and couples on how to better manage their finances by taking easy to understand steps and developing credible and reachable goals.
3. APPLICABLE DOCUMENTS:
The Contractor shall ensure that all Contractor personnel follow and adhere to all policies and procedures established by the Department of Homeland Security and Customs and Border Protection to the items referenced below:
· The Federal Acquisitions Regulations (FAR)
· Homeland Security Acquisition Regulation (HSAR)
· CBP Information Security Policies and Procedures Handbook
· CBP Motor Vehicle Management Handbook
· CBP Personal Property and Asset Management Handbook
· DHS Sensitive System Policy Directive 4300A
· DHS Sensitive System Handbook
· Executive Order (EO) 12866 and EO 13563 for Regulatory Impact Analysis;
· Regulatory Flexibility Act for a regulatory flexibility analysis;
· Unfunded Mandates Reform Act for an unfunded mandates analysis (if needed); and the
· Paperwork Reduction Act.
4. Specific Tasks:
The training material should be comprehensive, useable, adaptable and developed with high quality components in a workbook format with a visual component to enhance the material presented in the workbook. The workbook should be specifically designed for an audience composed of government employees with no or very little financial knowledge. The provider should have a proven track record of success with the training material, and must provide evidence of success. The course should focus on both the short term and the long term financial well-being of the employee with and easy to understand approach to financial matters. The training material must be supported by web-based content that includes items such as interactive forms, podcast audio and/or video versions of the lessons presented, points of contact for further information, and up to date instruction material.
4.1.
Task 1 – Responsive to Clients requests
4.1.1 The contractor shall be responsive to the client’s requests and quickly able to distribute materials to locations without delay at the request of the Point of Contact (POC) at USBP Headquarters.
4.2.
Task 2 – Provide Support and Technical Expertise
4.2.1 The contractor shall provide support and technical expertise to the facilitators to address questions in regards to the material discussed in the workbooks or in any other training material provided by the contractor.
4.3.
Task 3 – Short Term and Long Term Saving Techniques
4.3.1 The contractor shall provide workbooks and other materials which cover short term and long term saving techniques with easy to understand “tips”.
4.4.
Task 4 – Cash Flow and Planning
4.4.1 The workbooks and other materials should cover
household budget techniques (cash flow planning) and how to work towards being debt free.
4.5.
Task 5 – Basic Psychology
4.5.1.
The workbook and other materials should cover the basic psychology on how each of us relate to money.
4.6.
Task 6 – Credit Score and Identity Theft
4.6.1.
The workbook and other materials should cover credit score (“myths and or realities”), how to deal with identity theft and sample letters that an employee can use to send their creditors.
4.7.
Task 7 – Types of Insurance
4.7.1.
The workbook and other materials should cover the different types of insurance available and what they need to cover to be worthwhile.
4.8 Task 8 – Investing for the Future
4.8.1. The workbook and other materials should cover investing for the future including IRAs, Roth IRAs, 529 plans, and the dramatic effects of time and compound interest on savings.
4.9 Task 9 – Federal Retirement and other Accounts
4.9.1.
The workbook and other materials should cover federal retirement and other type of retirement accounts.
4.10 Task 10 – Household Finances
4.10.1. The workbook and other materials should cover mortgage and real estate topics that are directly tied to household finances.
4.11 Task 11 – Practical Exercises for the Participants
4.11.1. The workbook and other materials should have practical exercises for each topic covered to help the participants grasp the concepts being discussed.
4.12 Task 12 – Household Budgeting and Cash flow Planning
4.12.1. The workbook and other materials should have basic and advanced household budgeting forms including detailed monthly cash flow planning with recommended percentages in each category, allocated spending plan for regular and irregular incomes, plus debt management, retirement and college saving forms.
4.13 Task 13 – Web-Based Content
4.13.1. Course material should also be supported by web-based content that includes items such as interactive forms, podcast audio and/or video versions of lessons presented, points of contact for further information, and up to date instruction material.
4.14 Task 14 – Training Hours
4.14.1. The materials delivered to the students should cover all topics mentioned above and must be able to be given in 24-40 training hours.
4.15 Task 15 – Updates to Training Materials
4.15.1. Any updates to the training materials must be provided within 30 days at no cost during the period of performance by the vendor awarded the contract.
4.16 Task 16 – DVD and Facilitator Guide
4.16.1. The contractor will ship 1 DVD and a Facilitator guide or manual using a ratio of 1 facilitator guide or manual and 1 DVD per 20 workbooks shipped.
5. INCENTIVES:
No incentives are currently established for this contract.

8. PLACE OF PERFORMANCE:

9. PERIOD OF PERFORMANCE:
The Period of Performance shall commence upon contract award for one base year with four option years. At the conclusion of the base year or as modified, the Government may extend this order by exercising up to four one year option periods to accommodate additional performance requirements.
10. SPECIAL CONSIDERATIONS:
10.1 Non-Disclosure of Information
Any information made available to the Contractor by the Government shall be used only for the purpose of carrying out the provisions of this task and shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the task. Contractors may be requested to sign Non-Disclosure statements.
10.2 Establishment of Project Control Specialist
The contractor shall establish a Project Control Specialist (PCS) to be assigned to serve as the main point of contact for the COR for the control and coordination of all work performed under this performance work statement. The PCS must have sufficient experience and authority to ensure efficient and timely program execution and must be the single focal point for contractor activity and program deliverables performed under the contract including briefings on MRD assessment findings and recommended modifications to ensure process validity and defensibility. Contact information (i.e. name, telephone numbers, etc.) for the PCS must be supplied to the CO and COR within five (5) days after contract award. If the PCS changes after contract execution, the updated information for the new person shall be provided to the CO and COR within 24 hours of change.
