OFFICE OF FIELD OPERATIONS

STATEMENT OF WORK

LODGING FOR DETAINEES

U.S. Customs and Border Protection, Area Port of Laredo Office

BACKGROUND:

US Customs and Border Protection (CBP) Area Port of Laredo is responsible for the temporary housing of persons detained by Customs and Border protection. The port provides temporary housing by providing overnight lodging of detainees awaiting prosecution.

SCOPE:

The CBP Area Port of Laredo Office has a requirement for the detention of individuals awaiting prosecution crossing the border from Mexico into the United States. The Contractor shall be responsible for providing lodging accommodations to house the detainees until final prosecution determination is concluded.

SPECIFIC TASKS:

CBP will be responsible for transporting the detainee individuals to the lodging facility. CBP will off-load the detainees from the transport vehicle. CBP shall provide an adequate security detail during transportation of the detainees both at the loading point and at the off-loading destination.

The Contractor shall allow CBP Officers to bring a vehicle into the facility to off-load the detainees to be lodged in a controlled facility. The Contractor shall take possession of the detainees until such time as the pending prosecution status is determined. CBP will again provide transportation and an adequate security detail for the pick up of detainees for final processing.

Detainees will be treated in accordance with the requirements of the USCIS and US Marshals Service regulations cited above.

All detainees processed under this contract will be 18 years of age or older. CBP requires lodging for both male and female detainees.

DELIVERABLES AND DELIVERY SCHEDULE:

CBP will call the vendor on an as-needed basis to determine whether there is space available for our detainees.

GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

CBP will provide no equipment in this contract. CBP will transport and provide a security detail for the detainees as outlined in Specific Tasks shown above. CBP will provide information on the number of male and female detainees when placing a call to the vendor to request services. CBP will also call the vendor to provide notification when detainees are ready for final processing and removal from the vendor facility.

PLACE OF PERFORMANCE:

The place of performance shall be located within the United States and shall be within fifty (50) miles of the Laredo Ports of Entry located at:

1. Juarez/Lincoln (Bridge #2)

700 Zaragoza

Laredo, Texas 78044-3130 and

2. Gateway to the Americas (Bridge #1)

PERIOD OF PERFORMANCE:

The period of performance shall be a twelve (12) month base period and four (4) twelve (12) month option periods. Option periods may be exercised at the discretion of the Government.

CONTRACT TYPE

The Government intends to issue a single award, Blanket Purchase Agreement (BPA) pursuant to Federal Acquisition Regulation (FAR) subpart 13.303. Firm Fixed Price task orders will be issued against the BPA.

SECURITY: The work of this contract will be unclassified.

The employees who handle the detainees under this contract must be sworn officers.

SPECIAL CONSIDERATIONS:

Electronic invoicing is required because it facilitates faster processing of payments. Electronic invoices will be sent to both the Laredo Port of Entry and the CBP payment office simultaneously. Email addresses for both will be provided upon contract award.

All invoices submitted shall be a proper invoice. A proper invoice is defined under Federal Acquisition Regulation (FAR) 52.232-25(a) (3).

A proper invoice must include the following items as a minimum:

· Name and address of the Contractor

· Invoice date and invoice number (contractor should date invoices as close to the date of the e-mail transmission)

· Contract Number

· Description, quantity, unit of measure, unit price, and extended price of services performed

· Payment terms (e.g., discount for prompt payment)

· Name and address of contractor official to whom payment is to be sent (must be the same as that in the contract or in a proper notice of assignment)

· Name (where practicable), title, phone number and mailing address of person to notify in the event of a defective invoice.

· Taxpayer Identification Number (TIN)

Payment will be made via electronic funds transfer (EFT).
