JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION < SAT
FOR SOLE SOURCE JUSTIFICATION
Domain Tools with IRIS Investigation Platform with +API

REFERENCES:
• FAR subpart 13.106-1(b) states that, “For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). The following documentation constitutes the rationale for this decision.

(2) Supplies or services being procured:
The DSS has a requirement to develop a tool suite for predicting cyber anomalies for the protection of the entire United States (US) cleared industrial base. This project directly supports the analysis of pertinent threat indicators for alerting and timely notifications.
DSS CI CD continues to supports the counterintelligence mission in cyberspace. The success of its mission is heavily reliant on the availability of up-to-date data pertinent to systems resources registration information for the timely analysis and correlation of logical domains to infrastructure of physical interests. Domain Tools with IRIS Investigation Platform with +API meets this requirement by producing comprehensive searches of protocol strings to correlate records of interest. Typical searches include the query for “whois” records of domains and internet protocols (IP) addresses, the registrant strings associated with those domains and IPs if available, and separately searching the historical databases holding outdated records of interest.

(3) Reason that this is a sole source procurement (i.e., proposed contractor's unique qualifications, etc.):
This requirement is a recompete to an original contract HS0021-15-P-0083 that was placed in accordance with FAR Part 13 procedures and was not issued under sole source or brand name procedures. Domain Tools Iris Investigation Platform is acquired directly through its developer and vendor, Domain Tools, LLC; there are no authorized resellers. See Section 4 below for additional market research details.
Domain Tools with IRIS Investigation Platform with +API
DSS currently has a contract with Domain Tools, LLC, HS0021-15-P-0083, for a total contract value of The current contract does not include the IRIS Investigation Platform with +API. This contract was a 100% small business set-aside and was competed between four resellers. The resulting awardee was Domain Tools, LLC.
For CI CD to find a tool suite for predicting cyber anomalies for the protection of the entire US cleared industrial base, which Domain Tools, LLC currently provides, would require over a year of re-engineering and implementation of the existing infrastructure and software to accommodate a new solution, which hasn’t been found, as well as a re-procurement of any ongoing maintenance costs and the total replacement costs compared to the estimated costs for proposed award. Consequently, the renewal of the existing tool represents the most cost effective approach for DSS, ensuring continuity of operations without interruption.
(4) Market survey (indicate if any other firms were contacted or expressed interest)
Market research was conducted for the purpose of seeking as many potential sources as possible.
Domain Tools, LLC is the sole manufacturer and provider of the Domain Tools with IRIS Investigation Platform with +API. There are not multiple distributors with the required tool suite available on the open market. An RFQ will be posted on FedBizOpps. Competition will not be sought among authorized resellers, as the vendor does not have any authorized resellers.
A search of the entire Dynamic Small Business database through http://web.sba.gov/pro-net/search/dsp_quicksearch.cfm was performed and zero results were found using the keywords of “domain tools and/or Iris Investigation Platform”. In addition, Google web research was conducted for any potential vendors having the Domain Tools capability was performed and over 1,600 results were generated. A review of the results consisted of articles, descriptions, training and references to the company Domain Tools, LLC; there was no resellers of the capability found. Domain Tools Iris Investigation Platform is acquired directly through its developer and vendor, Domain Tools, LLC.
There are no authorized resellers of the Iris tool. The same keywords were used to search for potential sellers advertising on the GSA Advantage Websites at https://www.gsaadvantage.com and at https://www.gsaadvantage.gov; the search engines yielded zero hits in return.
Based on additional market research there are no other authorized resellers for Domain Tools.
(5) Technical requirements personnel certification
I hereby certify that this justification is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.

(6) Price Reasonableness Determination:
In determining a fair and reasonable price, the Contracting Officer will evaluate a more detailed breakdown from a formal Independent Government Cost Estimate (IGCE) in comparison to historical information and open market pricing for the main Domain Tool requirement. The estimated labor will be compared to established pricing on the current DSS contract.
The IRIS Investigation Platform with +API product is not available from authorized resellers, therefore, the Contracting Officer will find other Government contracts, if necessary, to assist in determining the pricing fair and reasonable, ensuring that Domain Tools, LLC has provided the best value for DSS.
(7) Contracting Officer’s certification
