The following have been modified:

INSTRUCTIONS TO OFFERORS

1. Quotes shall be received in the following e-mail box by 5:30 PM, Eastern Time on Tuesday, September 27, 2016: Kasey.M.Reddick.civ@mail.mil. Please refer to Section M for the evaluation factors for award. By submission of a quote modifications and revisions the offeror is stating that all terms and conditions of the entire solicitation are accepted and applied to their offer unless clearly stated herein. Any amendment issued to this solicitation must be signed and submitted along with the quotes.

This procurement is open market using NAICS code 541519 with a size standard of $27,500,000. Any questions or clarification request must be sent to Kasey.M.Reddick.civ@mail.mil.

2. DSS will evaluate the quoter’s price and technical acceptability.

3. Technical Acceptability: The Quoter shall quote a firm fixed price for the brand name product for the Contract Line Item Numbers (CLINs) in Section B and specifications identified in Section C. Items will be evaluated to determine technical acceptability if the quote is one of the two lowest quotes per clause 52.212-2 in section M of this solicitation.

4. Quoters are required to complete the following blocks on page 1 of Form SF1449, Request for Quotation, and submit along with their quote; blocks 17a, 30a, 30b and 30c. Please include the following information in block 17a; company name, company address, point of contact, phone number, email address and cage code. Quoter must also submit pricing for each CLIN in section B. Submit a unit price and total price for each item included in section B. The travel CLINs (0010 and associated option CLINs) are Not-To-Exceed $5,000 and quoters shall not quote a different price.

6. Quoters are not required to submit past performance references. The Government will review past performance information from sources such as Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), etc. to assess the quoter’s probability of successful performance for this effort based on the quoter’s relevant and recent past performance. Past Performance will be rated on an acceptable or unacceptable basis using the ratings in Section M, Table 2.

7. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database (https://www.sam.gov) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (reference FAR 52.204- 7(b)(1)).

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION FACTORS FOR AWARD

M-1. Price will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process. The award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The Government will evaluate the lowest priced quote for technical acceptability. If it is found acceptable, the Government will evaluate the next lowest priced quote to determine adequate competition.

No other quotes will be evaluated once the lowest and next lowest priced technically acceptable quote is evaluated.

Price must not only be LPTA but the vendor’s price must be determined fair and reasonable.

M-2. Technical capability of the item offered to meet the Government requirement. Technical acceptability is defined as a quote providing for all items in each CLIN, brand name specified or an item equal to the brand name in the solicitation from a quoter with acceptable past performance as defined below. Additionally if a quoter fails to address any other part of the requirement, or submit required documents in accordance with section L, the Government may not give the quote consideration.

Quote must meet the specifications identified in Section C of this solicitation. The assessment of Technical Capability will result in an overall rating as described in Table 1 below.

M-3. The Government will review past performance information from any source (e.g. Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), etc. to assess the vendor’s probability of successful performance for this effort based on the vendor’s relevant and recent past performance. Past Performance will be rated on an acceptable or unacceptable basis using the ratings in Table 2 below.
