FAR 13.106 (b) states that, “For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). The following documentation constitutes the rationale for this decision.
DOCUMENTATION:
(1) Requiring Activity:
Requiring Activity Defense Security Services (DSS) Office of the Chief Information Officer (OCIO) 27130 Telegraph Road Quantico, VA 22314

DSS Office of Acquisitions (AQ) 27130 Telegraph Road Quantico, VA 22314
(2) Supplies or services being procured:

Location /Description: DSS Part # QTY
Cisco EX-90; Cisco video telecommunication device. CTS-EX90-K9 16
Cisco Touch display for SX20 CTS-SX20-QS-WMK 16
The DSS OCIO requires the following Cisco products as justified in Section 4 below:
The estimated cost of this acquisition is:
(3) Reason that this is a brand name procurement:
The DSS OCIO requires all DSS VTC devices to be compatible with the existing Cisco VTC infrastructure environment; therefore the hardware purchase of Cisco VTCs is necessary because it is the only product compatible with the existing software and hardware environment as detailed below:
(1) Technology compatibility – The DSS OCIO currently has in excess of 400+ Cisco VTC endpoints that are connected to the Cisco VTC infrastructure. All endpoint devices are required to be registered on both the Cisco Telecommunication Management Server (TMS) and Cisco Video Control Server (VCS). These two infrastructure servers manage all VTC call schedules and VTC calls to all DSS VTC endpoints.
