STATEMENT OF WORK

DSS SIPR Cabling Requirements

San Antonio Field Office

1. OBJECTIVE

The Defense Security Service (DSS) requires the purchase and installation of office data cabling, jack boxes and jacks for our field office located at 1777 NE Loop 410, Suite 801, San Antonio, TX 78217.

2. SCOPE OF WORK

Office Cabling Requirements

Rack Mounted LAN Patch Panel

One (1) 48 port shielded Cat5e Ethernet patch panel must be installed to the top of the secure two post floor mounted server rack for red shielded cabling. This patch panel will be the termination point for all red shielded Cat5e Ethernet cable runs throughout the office. Cable runs will be installed from the permanent side of this patch panel out to the designated office workstations where red data drops are depicted. If the red drops need to be placed on a perimeter wall adjacent to another suite, the hallway, or the outside, a Panduit-type solution will need to be furnished and installed by the vendor on those affected walls. Cable management equipment capable of efficiently organizing patch cables up to 5 feet long must be installed for use with the patch panels. All Ports must be labeled sequentially to match their respective appearance at the workstations. Fifteen (15) feet of cable length must be left neatly coiled in the ceiling above the rack in case the racks will need to be moved around to different locations within LAN room in the future. Each patch panel will be numbered sequentially to match its respective appearance at the workstations in the respective offices.

One (1) Ninety-six (96) port cat5e Ethernet patch panel must be installed to the top of the “Blue” two post floor mounted server rack. This patch panel will be the termination point for all Blue Cat5e Ethernet cable runs throughout the office. Cable runs will be installed from the permanent side of this patch panel out to the designated office workstations. Cable management equipment capable of efficiently organizing patch cables up to 5 feet long must be installed for use with the patch panel. The ports will be labeled sequentially to their corresponding drop location at the workstations.

Cable Infrastructure Installation and Associated Cable Runs

Red, shielded, plenum rated Cat5e Ethernet cables must be run from the newly installed data patch panel located in the LAN Room to each workstation and location in the office designated with “red data drops” These cables must be terminated and mounted at desktop level at each cubicle workstation and 18” from the floor in the offices and hallways. Red drops can only share faceplates with other red drops, and can never share a faceplate with any other power or signaling cabling. The connectors on the “Red Data” cables must be metallically shielded. The wall jacks must have a red bezel cap comparable to the one depicted in figure 1. There must always be at least a 12 inch space differential between the red Ethernet cables and any other signaling or power cables.

Blue and Grey Cat5e plenum rated Ethernet cables must be run from the newly installed data patch panels located in the LAN Room to each workstation/faceplate and location in the office designated with “blue or grey data drops”. These cables must be terminated and mounted at floor level at each cubicle workstation and 18” from the floor in the offices and hallways. If placement of red cables in cubicle furniture must be altered, please contact Marcus Evans for instructions.

12” space differential must be maintained between all red shielded cables and any other signaling (voice and data) or power cables throughout the entire office. All cabling must be run within the DSS space, meaning no cabling can be located outside the perimeter walls of the Suite or outside window. This is due to strict security guidelines.

Blue Cat5e Ethernet cables must be run from the installed two post floor mounted server rack through the ceiling, to the jack box at each workstation. These cables must be terminated at desktop level at each workstation in the office.

Must always maintain at least a 12” space differential between the installed red Ethernet cables, from the patch panel through termination at the jack box.

A Power Connect Track conduit will be used in the conference room floor to run the drops from the wall to the conference room table, where they will terminate to a junction box containing four RJ45 modular drops.

The vendor will be responsible for testing all installed cabling to ensure that it meets Cat5e speed specifications. A testing report listing each cable run and the result of the test must be provided to the

DSS.

The vendor will also be responsible for labeling each installed drop and new patch panel port in a manner that allows identification of which patch panel port matches which workstation drop. The contracting vendor must provide a cut sheet detailing which port maps to which workstation drop. DSS requests an electronic copy as well as a printed drawing.

The vendor must notify DSS before the ceiling tiles are put back in place and walls are sealed up to verify cabling is compliant with the statement of work.

The vendor will be responsible for conducting a site survey in order to determine the requirements for additional cable runs, modular jack boxes, modular jacks and patch panels. The site visit will be May 29, 2014, starting at 9:30. All Vendors who which to attend the site visit needs to contact Shirley Green by email shirley.green@dss.mil. The vendor must email the following information; the Company’s Name, Point of Contact’s Name, email and phone name to attend the site visit.

Cabling Requirements

• All cable runs must be concealed from view with the exception of the cabling terminating in the

LAN room.

• Cable will be run through existing conduits, walls or ceilings when possible, maintaining at least a 12” space differential between the red Ethernet cables.

• Cable raceways and other cable concealment devices must match the color and aesthetic attributes of its surroundings.

• Each individual cable run/drop (from the patch panels out to the workstations) will be run and installed as a single cable, dedicated to one jack port at the faceplate/jack box.

• Thirty (30) 15 feet “Blue” Cat5e Ethernet patch cables with connectors must be purchased and placed in the LAN room for DSS use.

• Ninety (90) 7 feet “Blue” Cat5e Ethernet patch cables with connectors must be purchased and placed in the LAN room for DSS use.

• Ninety (90) 3 feet “Blue” Cat5e Ethernet patch cables with connectors must be purchased and placed in the LAN room for DSS use.

• Fifteen (15) 15 feet “RED” shielded Cat5e Ethernet patch cables with connectors must be purchased and placed in the LAN room for DSS use.

• Twenty (20) 7 foot “WHITE” RJ45 cables with connectors must be purchased and placed in the LAN room for DSS use.

Jack Boxes, Face Plates and Jack Ports

• All jack boxes and faceplates must be modular.

• All modular faceplates must be capable of accepting six modular jack ports.

• Modular jack ports must be installed in the associated modular face plates.

• All Data jack ports must be RJ-45 and Cat 5e certified.

• The Data cable/faceplate/jack box installation location will be positioned in accordance with the site diagram at the workstation mounted at desktop or workstation level.

• All jack ports must be labeled with their corresponding location on the patch panel.

Other Information A complete quote is defined as the submission of:

1. Experience examples: The quoter shall submit up to two experience examples describing the performance of similar work. Each example shall not exceed two pages each. Failure to clearly demonstrate the relevance of the work performed to the tasks in the SOW may result in an unfavorable evaluation.

2. Price. The quoter shall submit a price for each CLIN in Section B.

3. Representations: The quoter shall submit the required Sea Transportation and Felony Conviction representations prior to the issuance of the purchase order.

Security: The contractors supporting this effort will be escorted at all times in the building.

Hours of Installation: Installation will occur Monday - Friday. The hours of installation/jobsite accessibility will be determined after the contract is awarded, however, hours are likely to be 7-3:30, or 8-4:30. Re-cabling schedule and times will be coordinated with the Field Chief, vendor and IT project manager during the kick off meeting (post-award). The awardee will not be authorized to perform these duties during evening hours or on weekends. The exact schedule will be determined by the Field Chief, vendor and IT Project Manager during the kick off meeting.

Period of performance: The government anticipates project completion 30 days after date of award.

Submission of Quotes: Quotes must be submitted via email Shirley.green@dss.mil not later than 2pm Eastern Standard Time (EST) of closing date. All quotes received after 2pm EST will be considered late and may not be reviewed by the Government. Information other than what is requested will not be reviewed or evaluated by the Government.

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) experience;

(ii) price;

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SUBMISSION OF INVOICES

a. The contractor must submit invoices in Wide Area Work Flow (WAWF) in accordance with DFAR clause 252.232-7003, “Electronic Submission of Payment Requests and Receiving Reports”. Invoices must have the payment address identified in the contract/order form and must be attached in WAWF to be accepted by the Acceptor/Inspector office. IF AN INVOICE IS NOT ATTACHED, IT WILL BE REJECTED. Invoices must be submitted as an “Invoice 2 in 1” for services or “Combo” for supplies.

b. In addition to the requirements of the Prompt Payment clause, the contractor must include the contract line item number (CLIN) and if applicable, the subcontract line item number (SubCLIN) as identified in the contract/order. Invoices must reflect how the CLIN(s) and SubCLIN(s) are structured in Section B of the contract/order.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items.
