1. Pricing: Does the Government have a preferred format for an offeror to provide its pricing?

Please reference the CLINS provided on the 1449 with regards to your pricing submission. If you would like to break it out by project feel free to do so but it is not required. In your monthly reports can you also include the following information? The actual number of hours and personnel it takes to complete your each of the programs.

2. Final RFQ, page 8, para 9d, states "Security: All contractors supporting this effort have a current Top Secret security clearance with SCI eligibility." Q&A, dated 19 Sep 14, the Government's answer to Question 41 states " Not all personnel assigned to this project require a TS with SCI eligibility." Please clarify.

A: Not all personnel assigned to this project require a TS with SCI eligibility. The bulk of data collection from public records or open and unclassified sources may possess minimum clearances. Any one assigned or granted access to the analytical model, data aggregate, reports, and processes developed, provided, or utilized must have a Secret clearance at a minimum.

3. Does the Government still intend to award multiple awards as stated in the "draft" RFP? Or is it now the Government's intent to award only a single award IAW the Pricing instructions in the FINAL RFP?

A: The requirement you see if for a single contract with an anticipated award date on or before 30 September. The Government still intends to do a multiple award IDIQ but it has been pushed back to FY 2015.

4. I just saw the updated final RFQ for the 4 programs only. Do you intend for the 4 programs to be the same 4 in the draft solicitation?

A: Yes

5. We saw your most recent post on FedBizOps regarding Solicitation Number: HS0021-14-R-0054 and your need to request pricing on the 4 individual projects vs. the final IDIQ. Can you please confirm that the requests for pricing will be posted as part of the current Synopsis/solicitation or whether they will be posted separately? Please confirm that the 4 individual projects will be competed open market and not restricted to limited competition?

A: The request as I know it right now will be for the 4 under the same number.
