Limited Source Justification

I. Contracting Activity

Defense Security Services (DSS) Office of the Chief Information Officer (OCIO) 27130 Telegraph Road Quantico, VA 22314

II. Description of the Action being approved

Award of a purchase order for a single source acquisition of Trusted Systems 9U IPS container, Safe Guard, and KVM Guard products is conducted under the authority of the Multiple Award Schedule (MAS) Program.

III. Description of Supplies

DSS requires the following three products:

The total estimated price for the order is for the Base Period and Option 1 (the optional CLIN total does not include the shipping cost).

IV. Rationale Justifying Limited Source.

This is a project to pilot the Small Office SIPR Solution in 4 DSS offices around the country to bring direct SIPR access to mission partners in smaller offices without building the spaces out to Secret Open Storage specifications. This will save the agency several hundred thousand dollars, and provide the same essential access to SIPR that the mission requires. This will also save the personnel coordinating the build out efforts a considerable amount of man hours in initiating, planning, executing, and closing individual Secret Open Storage builds.

Based on the market research, Trusted Systems is the only vendor who meets the requirement. They are a small business in good standing, according to www.sam.gov;

their container meets GSA certification AA-C-2786; and their products the only one that meet the needs of the agency. They are the only container manufacturer that has a flat bottom design lowering the floor loading to 117lbs/sq.ft. Their container also comes prewired and terminated to connectors, so that the agency does not have to contract an electrician to finish out the wiring. Keeping the equipment cooled that is stored in the container is essential, so their active cooling system that actually blows cool air in with one fan and pulls warm air out with the other fan is superior to the competition which merely pulls warm air out. They also use filters that can be washed instead of replaced, and these filters are placed in a better location to prevent pulling dirt and other debris into the container, as well as eliminating the need to pull all equipment out to replace/clean the filter. Their container comes standard with a slide out 9Ux20” equipment rack.

Trusted Systems also offers Safe Guard that meets the DSS IT and physical security requirements for remote access to and control of equipment housed inside the container.

Their KVM Guard product controls access to the elevated network classification through a switch, increasing IT/physical security and minimizing insider threat. The other two competitors do not offer products that meet the DSS requirements.

V. Best Value Determination

There are no other manufacturers who have a product offering to meet the DSS requirements.

VI. Market Research

Various methods were used to arrive at the market research findings. Techniques included: Internet searches, attendance at a cybersecurity conference to identify potential vendors, and a visit to one of the vendor’s facilities to evaluate their product first hand.

VII. Other Facts/Price Reasonableness

VIII. Actions to Remove Barriers to Future Competition.

There will arise the need for additional setups in the future, when this pilot program proves the setup successful. As long as Trusted Systems is the only vendor who manufactures IPS containers to meet DSS requirements, as well as the monitor and control products for the internal equipment and the desktop interface, they will be who DSS has to go to for IPS container needs.
