3. REQUIREMENTS:

3.1 Manage and dispose of all hazardous waste listed in 3.5 in accordance with 2.1 and 2.2.

3.1.1 When a Navy generator number is required by this Work Item, submit the original of 2.3 to the SUPERVISOR for assignment of Environmental Protection Agency (EPA) or delegated state environmental agency identification number.

3.1.2 Manage and transport for Navy disposal, Navy-generated

hazardous waste listed in 3.5 in accordance with 2.1 and 2.2, as designated by the SUPERVISOR.

3.1.3 Submit one legible copy of 2.3 signed by the owner or operator of the disposal facility to the SUPERVISOR within 48 hours of receipt from owner or operator of disposal facility.

3.2 Complete documentation required by 2.1 and 2.2, using EPA or delegated state environmental agency identification number in accordance with 2.4.

3.3 If the contractor, while performing work at a Government facility, cannot obtain a separate generator identification number from the state in which the availability will be performed, the contractor shall notify the SUPERVISOR within three business days of receipt of written notification by the state. After obtaining approval of the SUPERVISOR, the contractor shall use the Navy site generator identification number and insert in the remarks block the contractor generator identification number issued for the site where his main facilities are located.

3.4 If, for availabilities at a contractor-owned or controlled facility, the Navy cannot obtain a separate generator identification number for use

at a contractor facility, the Navy shall notify the contractor within three business days of receipt of notification by the state. The contractor shall dispose of hazardous waste in accordance with 2.1, 2.2, and 3.2.3.

3.5.1 Provide 0 dollars for managing and disposing of all hazwaste listed in 3.5. Total cost greater or less than dollar amount when authorized will be the subject of an equitable adjustment.

3.6 Notify the SUPERVISOR at least one working day prior to shipment of hazardous waste for disposal.

3.7 Submit one legible copy, in approved transferrable media, of a report identifying type, amount, and disposal cost of waste listed in 3.5 that was removed during the performance of this Job Order to the

SUPERVISOR.

3.7.1 The report shall include analysis or other method used to identify the waste and state whether each listed waste was hazardous (with generator assignment), non-hazardous, or did not exist.

3.7.1.1 Chemical analysis shall be accomplished by laboratories with state or EPA approved quality assurance programs.

3.7.2 The contractor shall make an effort to minimize hazardous waste generation by reducing the volume or toxicity by neutralizing, recycling, or otherwise removing it from the requirements of Subtitle C of 2.1 and include a description of such efforts in the report.

3.8 Nothing contained in this Work Item shall relieve the contractor from complying with applicable federal, state, and local laws, codes, ordinances, and regulations, including the obtaining of licenses and permits in connection with hazardous waste handling and disposal in the performance of this contract.

4. NOTES:

4.1 The waste listed in 3.5 is based on the best information available at the time of preparation of the solicitation. Hazardous waste generated during the actual performance of the work may vary in type or amount from waste listed in 3.5 which may result in renegotiation for credit or increase pursuant to Paragraph (b) of 2.4. The contractor is expected to use best management practice to identify and dispose of all hazardous waste. Some of the substances listed in 3.5 may be neutralized, recycled, or otherwise removed from the requirements of

Subtitle C of 2.1. Inclusion of these substances in the waste listed in

3.5 does not preclude the contractor from taking action consistent with

2.1 to reduce or eliminate the hazardous constituents of any waste required to be disposed of under the contract in accordance with 2.2.

Processes that add hazardous constituents to the bilges may require that bilge water be disposed of as a hazardous waste.

4.1.1 The types and amounts of wastes listed in 3.5 are estimates of waste to be disposed of under this contract as required by 2.4. They are not estimates of the amount of the work involved in generating that waste. The work requirements of each individual Work Item specify the actual work to be accomplished.

4.2 Hazardous wastes are determined by one or more of the following methods:

4.2.1 Chemical analysis which shows that the material

characteristics of ignitability, corrosivity, reactivity, and/or toxicity (Toxicity Characteristic Leachate Procedure - TCLP) exceed the limits for that material in 40 CFR 261.20 Subpart C.

4.2.2 Reference to a Material Safety Data Sheet (MSDS).

4.2.3 Applying knowledge of the hazardous characteristics of the waste in light of the materials or the process used.

4.3 Asbestos, bilge water, oil/water including sludge, debris and other contaminants, sludge which includes solids and sludge from ballast tanks, CHT tanks, voids, oily waste tanks, fuel ballast tanks, fuel oil tanks, skegs (West coast), PCB's (Maryland), etc., apply only in those states listing them as hazardous waste. When an availability is to be performed in a state where these items are hazardous waste, an estimate of the amount to be generated shall be included in 3.5.

3. REQUIREMENTS:

3.1 All removed fasteners shall be replaced with new corrosion resistant steel (CRES), ASTM A276, Type 316 fasteners, unless otherwise specified.

All nuts shall be self-locking type, unless otherwise specified. One CRES washer shall be used under each bolt head and under each nut. Bolt/stud length shall not exceed less than 1-1/2 threads or more than 5 threads beyond the nut with full thread engagement. For each vessel listed in 1.3, using 2.2 through 2.27 as guidance.

3.1.1 Apply anti-seize compound, Loctite 34026 marine grade anti-seize or equal to all stainless-steel threaded fasteners.

3.2 All equipment mounted to aluminum shall have corrosion protection tape (3M Scotchrap #51) installed between the mating surfaces unless otherwise noted for each vessel listed in 1.3.

3.3 Retain all removed items for disposition instructions by SUPERVISOR.

At the discretion of SUPERVISOR, box all removed items for turnover upon boat/trailer turnover for each vessel listed in 1.3.

3.4 Accomplish the requirements of 009-90 of 2.1 for diagnostic testing, 300 hour maintenance and engine removal/replacement.

(V)(G) "OPERATIONAL TEST"

3.5 Accomplish an operational test on the existing engines for the vessel listed in 1.3.1 prior to removals. An authorized Evinrude technician shall perform diagnostic testing and resolve any service codes.

3.5.1 Submit one legible copy, in hard copy or approved

transferrable media, of a report listing results of the requirements of 3.5 to the SUPERVISOR.

3.6 Accomplish 300-hour maintenance service on both engines on the vessel listed in 1.3.1 (Evinrude engine serial numbers 05476502 and 05481333) to include replacing all items recommended by the 300-hour maintenance schedule in accordance with Reference 2.22 and to include replacing the water pump and all the anodes on the engines.

3.6.1 After all repairs are completed preserve engines and prepare for long term storage and mount in crates supplied with the new engines for turnover to LOGSU-3.

3.7 Remove existing and install new port and starboard engines (Evinrude part number H250ZAH and H250ZCAH), two (2) G2 black panels (Evinrude part number A030101-11), tie bar kit for 27” to 29” centerline length (Evinrude part number 766568), two (2) water pressure sensor kits (Evinrude part number 5008640), port and starboard propellers (Evinrude part numbers 177320 and 177321), two (2) propeller hubs (Evinrude part number 767683), and two (2) steering brackets (Evinrude part number 768606) for each vessel listed in 1.3, in accordance with 2.22.

3.7.1 Remove existing and install new port and starboard engine cable protective hoses in accordance with 2.22. Template exact size, length and configuration from existing boat conditions.

3.7.2 Technical Representative shall update the engines software to the current version.

3.8 Remove existing engine control cables, binnacle, gauges, engine harnesses, engine GPS antenna, and associated hardware and install new dual engine rigging kit (Evinrude part number 769910), “Y” battery harness (Evinrude part number 587230), 4.3” display (Evinrude part number 769943), 4.3” display cover (Evinrude part number 768400), dual binnacle trim plate (Evinrude part number 765079), 16ft network cable for GPS antenna (Evinrude part number 769961) and all associated equipment, cabling and hardware to convert boat to G2 engines for each vessel listed in 1.3, in accordance with 2.22.

3.8.1 The new trim plate shall be painted black.

3.8.2 A GPS antenna is provided as part of Evinrude part number 769943 and shall be installed on the starboard side of the hardtop, outboard of the radar scanner.

3.8.3 Remove existing kill switch, run/stop toggle switches, ignition switch and associated cabling and install new kill switch (Sierra part number MP40970-1), start/stop toggle switches (Eaton part number 8500K2), ignition switch (Honeywell part number 1TL1-2D), and cabling using 2.11, 2.19 and manufacturer’s instructions.

3.8.3.1 The new kill switch, run/stop toggle switches and

ignition switch shall be connected to the G2 system vice using the key switch panel using 2.11, 2.19 and manufacturer’s instructions.

3.8.3.2 Connect switches to the engine wiring harness using

Deutsch connectors vice cutting the harness.

3.8.4 All harnesses installed shall be procured in accordance with appropriate length for boat. No connections shall take place in bilge bottom.

3.8.5 Technical Representative shall update the display software to the current version.

3.9 Remove existing steering wheel, steering tilt helm pump, power steering pump and hydraulic hoses and install new steering wheel, cap, and steering tilt helm pump (Teleflex part number HH6543) and hydraulic hoses using the same size and type of that removed for each vessel listed in 1.3, in accordance with 2.22 and manufacturer’s instructions. Template exact size, length, configuration and location from existing boat conditions. New hydraulic hoses shall be routed to new starboard G2

engine in accordance with 2.22.

3.9.1 Do not procure and install power steering pump.

3.9.2 All hoses installed shall be procured in accordance with appropriate length for boat. No connections shall take place in bilge bottom.

3.9.3 Fill and bleed the hydraulic steering system and refill to proper level with new steering fluid in accordance with 2.22 and manufacturer’s instructions.

3.10 Dress and secure all engine and steering control system

hoses/cables throughout the boat, including chaffing protection at all penetrations for each vessel listed in 1.3.

3.11 Installation, setup and pre-delivery inspections of Evinrude engine related work shall be completed by an onsite certified Evinrude technician for each vessel listed in 1.3.

3.12 Drain, clean, ventilate, certify gas free, and inspect fuel tank on each vessel listed in 1.3, in accordance with the requirements of 2.27.

3.12.1 Clean interior surfaces free of loose rust, dirt, grease, lint and other foreign matter.

3.12.2 Submit one legible copy, in hard copy or approved

transferrable media, of a report listing type, extent and locations of defects found in 3.12 to the SUPERVISOR, within 3 days of inspection completion.

(V)(G) "CLEANLINESS INSPECTION"

3.13 Accomplish a visual inspection after cleaning of interior surfaces of each fuel tank cleaned in 3.12. Method for inspection shall be visual and by use of a borescope. Accept criteria for cleanliness shall be in accordance with paragraph 3.12.1.

(V)(G) "PRELIMINARY FUEL TANK PRESSURE TEST"

3.14 Accomplish a pressure test of the fuel tank of each vessel listed in 1.3, within the first 10 days of the start of the availability. 3.14.1 Upon completion of the preliminary tank test, blank all tank openings until final installation of fuel system fittings, hoses and hardware to prevent foreign object entry.

3.14.2 Submit one legible copy, in hard copy or approved

sounding rod, fuel vent, fuel supply, fuel fill hoses, hose clamps, cable clams, fuel gaskets, water filter separator housings and filters, fuel shut-off valves, gauges, carbon canister and fuel tank fittings.

3.15.1 Do not procure and install in-line fuel ball pumps.

3.16 Remove existing and install two (2) new remote oil tanks (Evinrude part number 5008572), oil level converter kits with senders (Evinrude part number 764274), system hoses, associated fittings, hose clamps, and engine oil (Evinrude part number XD100) at the engines and remote tanks for each vessel listed in 1.3, in accordance with 2.22.

3.16.1 The new oil level converter kits shall be connected to the new G2 dual binnacle, channels 3 and 4, in accordance with 2.22 and manufacturer’s instructions.

3.17 Double CRES 316 stainless steel hose clamps shall be installed at any hose to fitting connection for the oil and fuel system for each vessel listed in 1.3.

3.18 Dress and secure all fuel and oil system hoses throughout the boat, including chaffing protection at all penetrations for each vessel listed in 1.3.

3.19 All fuel and oil hoses shall be templated from existing, shall meet appropriate length for vessel and continuous from fitting to fitting for each vessel listed in 1.3. No connections shall take place in bilge bottom.

(V)(G) "FINAL FUEL TANK PRESSURE TEST"

3.20 After fuel tank installations are complete, accomplish a final pressure test for each vessel listed in 1.3. Pressure test fuel tank to 2 PSI, holding pressure for 10 minutes. Pressure shall not exceed 2.5 PSI.

Allowable Pressure drop: NONE. Apply a soapy solution that is non-corrosive and non-toxic solution to inspect for leakage. Inspect all seams and attachments for leakage. Record test results.

3.20.1 Upon successful completion of the final tank test, all tank fittings shall be blanked until final installation of fuel system fittings, hoses and hardware has been completed to prevent foreign object entry into the fuel system.

3.20.2 Submit one legible copy, in hard copy or approved

transferrable media, of a report listing results of the requirements of 3.20 and 3.20.1 to the SUPERVISOR.

(V)(G) "FINAL VISUAL INSPECTION"

3.21 Completion walk thru with the SUPERVISOR prior to accomplishing Customer waterborne trials, for each vessel listed in 1.3. Contractor shall have all work and discrepancy work list compete, all electrical/electronic, and steering, propulsion equipment and safety systems tested satisfactory prior to waterborne Customer Trials. Provide a complete list of equipment that has been successfully tested prior to waterborne trials to the SUPERVISOR.

(V)(G) "WATERBORNE TRIALS"

3.22 Provide qualified personnel to operate each vessel listed in 1.3.

Provide 250 gallons of fuel for each vessel prior to waterborne trials.

Accomplish a two-hour waterborne trial for each vessel to test engines, all electrical and mechanical equipment. The Contactor shall conduct independent waterborne trials prior to customer acceptance trials to verify all work has been accomplished successfully and all systems/components are operating properly. The contractor shall top off the fuel tank between each waterborne trial.

3.22.1 Contractor shall provide a QA inspection report certifying each waterborne trial completion, and work completion, including any discrepancies identified during each waterborne trial.

3.22.2 Submit one legible copy, in approved transferrable media, of a report listing results of the requirements of 3.22 and 3.22.1 to the SUPERVISOR within 2 days of each waterborne trial completion.

3.23 Clean and degrease the bilge of each vessel listed in 1.3.

Thoroughly wash-down each vessel and bilge with soap and fresh water, rinse the seawater from all components after each water trial has been performed. Flush engine cooling system with freshwater after each water trial has been performed. NO WATER IS TO BE LEFT IN THE BILGES. CLEANING

IS TO BE ACCOMPLISHED AFTER ALL TRIALS AND PRIOR TO FINAL ACCEPTANCE.

3. REQUIREMENTS:

(V)(G) "PRELIMINARY ELECTRICAL INSPECTION AND OPERATIONAL TEST"

3.1 Accomplish a complete inspection, and an operational test of all installed mechanical and electrical equipment, including electrical components, lighting, navigational equipment, wiring/cabling, pumps, piping, hoses and label plates, using 2.2 through 2.25 as guidance, for each vessel listed in 1.3, and the locations identified in 1.2. Record results.

3.1.1 Submit one legible copy, in approved transferable media, of a report listing the results of the inspection and testing requirements of 3.1 to the SUPERVISOR, within 5 days of testing.

3.1.1.1 The report shall include electrical/mechanical component item number, as identified on its associated reference, reference number, component location, condition, and the testing results of each component tested.

3.2 Prior to component removal, record each component name, as identified on its associated reference, reference number, location, and electrical connection (Disconnect Log) for the vessel listed in 1.3.1.

3.2.1 Retain all removed items, the SUPERVISOR shall determine disposition. At the discretion of SUPERVISOR, box all removed items for turnover upon boat/trailer turnover to the GOVERNMENT.

3.2.1.1 Submit one legible copy, in approved transferable media, of a report listing the results of the requirements of 3.2 to the

SUPERVISOR.

3.3 All new electrical installations shall meet the electrical installation requirements of 2.2, 2.3, 2.11, 2.12, 2.13, 2.22 and 2.23 for the vessel listed in 1.3.

3.3.1 No electrical connections shall take place in the bilge bottom.

3.3.2 All new electrical connections shall have heat shrink style

connections or shall have heat-shrink tubing installed on terminal ends to weatherize.

3.3.3 All new battery and main power connections shall have

protective boots installed.

3.3.4 All new equipment, electrical components, label plates, cable markers, and wire markers, shall be installed, and wire ways and cableways shall be strapped and installed in accordance with 2.2, 2.3, 2.11, 2.12, 2.13, 2.22 and 2.23 prior to operational testing.

3.3.4.1 All new cabling shall be labeled to include circuit

identification at each end.

3.3.4.2 All new wiring shall be labeled to include component

identification on each wire connection/termination point.

3.3.5 Coat all electrical terminals and connections, including, battery switch terminals, engine positive and negative terminals, battery connection terminals, gauge terminals, positive and negative terminal blocks, negative bus terminals, circuit breaker connections, switch connections, reset push buttons, receptacles, connectors using No-Ox (NSN 8030-00-598-5915), using 2.2, 2.3, 2.11, 2.12, 2.13, 2.22 and 2.23 for guidance.

3.3.6 Groom, dress and secure all cabling and wiring to ensure wire/cable runs do not interfere with access to components that are removable.

3.3.7 Install chafe protection to wires/cables entering cableways.

3.3.8 Split Conduit shall be installed for all cableways, where previously installed.

3.3.9 Ensure all new cable penetrations are packed properly

throughout the boat in accordance with manufacturer’s instructions.

3.4 All new equipment mounted to aluminum shall have corrosion protection tape (3M Scotchrap #51) installed between the mating surfaces unless otherwise noted for the vessel listed in 1.3.1.

3.5 All new threaded fasteners shall be corrosion resistant steel (CRES), ASTM A276, Type 316, unless otherwise specified. All nuts shall be self-locking, unless otherwise specified. One CRES washer shall be used under each bolt head and under each nut. Bolt/stud thread protrusion shall not extend less than 1-1/2 threads or more than 5 threads beyond the nut with full thread engagement. For the vessel listed in 1.3.1.

3.5.1 Apply anti-seize compound, Loctite 34026 marine grade anti-seize or equal to all new stainless-steel threaded fasteners.

3.6 Remove existing and install new batteries for the vessel listed in 1.3.1, in accordance with 2.11. Install new battery connection hardware using standard nuts and lock washers.

3.7 Accomplish the requirements of 009-90 of 2.1, for replacement of the Furuno Navigation System, for the vessel listed in 1.3.1, in accordance with the manufacturer’s instructions.

3.7.1.4 GPS receiver shall be mounted on the port side of the hardtop, outboard of the radar scanner and connected directly to the NMEA 2000 backbone in the console, in accordance with the manufacturer’s instructions.

3.7.1.5 Install four (4) new spare label plates at the NMEA

terminal strip inside the console for removed heading output wiring using the same size and type of that removed.

(V)(G) "VISUAL INSPECTION"

3.7.1.6 An authorized Furuno technician shall verify

installation and calibration of all navigation related work.

3.7.2 Install new bus extender (Maretron Part Number NBE100) in the console in order to separate the engine NMEA 2000 from the Furuno NMEA 2000, for the vessel listed in 1.3.1, in accordance with the manufacturer’s instructions.

3.8 Remove existing and install new forward and aft bilge pump system, including, bilge pumps, float switches, NEMA boxes, label plates, associated cabling, hoses, hose clamps and overboard thru-hull fittings using the same size and type of that removed for the vessel listed in 1.3, in accordance with 2.11 and 2.12.

3.8.1 Double CRES316 stainless steel hose clamps shall be installed at any hose to fitting connection.

3.8.2 Dress and secure all bilge system hoses throughout the boat, including chaffing protection at all penetrations.

3.8.3 All bilge hoses installed shall be template from existing, insuring appropriate length for boat and continuous from fitting to fitting.

3.8.4 Perform manual/auto function bilge test to ensure the float switch operated properly.

3.9 Remove existing and install new fuel sending unit in the fuel tank using the same size and type of that removed for each vessel listed in 1.3, in accordance with 2.13 and manufacturer’s instructions.

3.10 Remove existing 5A circuit breaker and install new 10A circuit breaker (Airpax part number IUGNF66-33485-10) and wiring for Evinrude power and connect to Distribution Panel DP-1, circuit J1 for each vessel listed in 1.3. The power for the NMEA backbone shall be connected to the engine wiring harness in accordance with 2.22.

3.11 Install two (2) new underwater lights (OceanLED part number 012305B), cable (LSDSGU-9) and splices for each vessel listed in 1.3, in accordance with 2.2 and manufacturer’s instructions. Underwater lighting shall be connected to Distribution Panel DP-1, circuit K1. Underwater lighting circuit shall be located on the port and starboard side of the engine bracket in accordance with 2.21.

3.12 Remove existing and install new label plates at the breakers listed below using the same size and type of that removed for the vessel listed in 1.3.

3.25 Properly mount the ICOM VHF radio in the console for vessel listed in 1.3.2, in accordance with 2.11 and manufacturer's instructions.

3.26 Install new port Tiger Communications headset helmet jack dust cap for each vessel listed in 1.3, using the same size and type of that removed.

3.27 Install new port Tiger Communications pushbutton cover for each vessel listed in 1.3, using the same size and type of that removed.
