About this file

This document is a Request for Proposal (RFP) Appendix file for a California county seeking Classification, Compensation, and Executive Recruitment Services. The RFP consists of multiple appendices (A-D) that require potential vendors to provide detailed information about their qualifications, methodology, and experience in conducting classification and compensation studies, as well as executive recruitment services. The project aims to address changes in county operations and staffing by evaluating work types, scopes, and performance levels.

The appendices require bidders to provide comprehensive information including business details, years of experience, state registration status, potential litigation history, and references. Key submission requirements include describing methodologies for classification and compensation studies, demonstrating strategies for stakeholder engagement, providing examples of comparable government projects, detailing staff qualifications, and explaining communication protocols. Vendors must submit a minimum of three reference letters and complete an anti-collusion statement. The RFP emphasizes the need for proposals that balance market competitiveness, internal equity, and fiscal sustainability while maintaining objectivity in public sector recruitment and organizational assessment.
