Controlled Unclassified Information Guide
Short-Range Independent Microrobotic Platforms (SHRIMP)
Program Manager: Dr. Ronald Polcawich
Program Security Officer: Mr. Gregory Woosley
Date: July 6, 2018
Amendment 1 as amended on August 13, 2018
CUI Guide Short-Range Independent Microrobotic Platforms
Version 1.0, 2017-1120 Page 2 of 3
1 Background The goal of SHRIMP is to develop the necessary actuator, power, and platform technologies to demonstrate untethered multi-functional mm-to-cm scale robotic platforms. The objective is to realize short range micro-to-milli robotic platforms capable of performing complex tasks for disaster and emergency relief activities, as well as inspection of hazardous environments that are inaccessible to larger robotic platforms. Achieving this goal requires research breakthroughs in:
• Technical Area 1 (TA1): Actuator technologies to increase force generation, efficiency, strength-to-weight ratio, and maximum work density;
• Technical Area 2 (TA2): Power storage devices and power conversion circuitry to maximize sustained operating power for high-voltage actuation mechanisms; and
• Technical Area 3 (TA3): Untethered mobility, stability, control, maneuverability, and dexterity.
2 Purpose This Guide identifies those aspects of the program that performers must handle as Controlled Technical Information (CTI). In addition, each performer must determine and assert the export controls (either Export Administration Regulations or International Traffic in Arms Regulations) relevant to their project.
Questions concerning the content and interpretation of this Guide and/or recommendations for changes due to current conditions, progress made in program research, scientific technological developments, advances in state of the art, or other factors should be directed to the DARPA Program Manager. All users of this Guide are encouraged to assist in improving its currency and adequacy.
3 Definition of Controlled Technical Information for the Program DARPA will segregate all Government furnished information into appropriately-marked CTI and non-CTI datasets. Performers will generate CTI when they use any CTI data as inputs to or for testing of their development efforts. Service-specific and joint DOD planning doctrine publications that are available for download from the internet and are marked Distribution A are considered non-CTI datasets. Performers uncertain about whether a given dataset contains CTI should request guidance from DARPA. The following subsections identify technologies and other work products that performers should consider CTI.
3.1 Combined TA1 and TA2 Phase 3 Entries
• All entries that have untethered ambulation (e.g. ground or air mobility) will be considered similar to TA3 untethered mobility platforms and therefore must follow the restrictions in Section 3.3.
3.2 TA3 Tethered Mobility Platforms
• All platforms exhibiting multi-mode mobility (e.g. crawling and jumping or crawling and flying) that are relying on tethering for power are considered CTI.
• All platforms exhibiting multi-functions (e.g. mobility combined with collision avoidance or detection sensors) that are relying on tethering for power are considered CTI.
• All detailed design data (e.g. detailed CAD drawings, bill of materials, assembly instructions, performance simulations, etc.) of platforms considered CTI are considered
CTI.
CUI Guide Short-Range Independent Microrobotic Platforms
Version 1.0, 2017-1120 Page 3 of 3
• All specific details of communications, control and/or preprogramming of the platforms considered CTI are considered CTI.
3.3 TA3 Untethered Mobility Platforms
• All detailed untethered design data (e.g. detailed CAD drawings, bill of materials, assembly instructions, performance simulations, etc.) are considered CTI.
• All detailed untethered performance data (e.g. runtime, range, speed, etc.) are CTI when tied to a specific operating environment (e.g. “range of X on a flat surface A”, “speed of Y when moving on a surface B”, etc.).
• All specific details of communications, control and/or preprogramming of the untethered platform are considered CTI.
• Note: A platform with untethered mobility capability operating with a tether will be considered an untethered mobility platform.
4 Safeguarding CTI The Contractor shall protect CTI in accordance with DFARS 252.204-7012. Contractor information systems shall be subject to the security requirements in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 “Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations”. DARPA can provide guidance on how to implement 800-171 controls. As part of their efforts on this program, TA3 performers and any TA1 and TA2 performers that fall into Section 3.1 must be able to meet all CTI safeguarding requirements.
5 Aspects of the program that will not generate CTI DARPA considers that the foundational research aspects of materials and mechanisms of TA1 and power systems of TA2 are not CTI. Furthermore, algorithms developed in TA1 and TA2 of this program are not CTI when realized in source code or executable formats, or when documented in written reports. The outputs and work products resulting from application of algorithms to militarily relevant use-cases should be treated as CTI as described in section 3 above.
Specifically by Technical Area, the following work products are not CTI:
5.1 TA1 Actuator Materials and Actuator Mechanism Development
• All aspects of Phase 1 and 2 of TA1.
5.2 TA2 Integrated Multi-Mode Power Solutions
• All aspects of Phase 1 and 2 of TA2.
5.3 TA3 Tethered Mobility Platforms
• All platforms with single functions or single-mode mobility that rely on tethering for power and other functions (e.g. control).
6 Publication Academic performers on this program may publish papers describing scientific or engineering advances that are general in nature and adhere to the guidance above. Non-academic performers shall submit any publications to DARPA’s DISTAR process for pre-publication review. All performers desiring to publish papers that may contain CTI as defined in this document shall submit them in advance to the DISTAR process in accordance with their contractual requirements.
