Agenda

2Distribution Statement “A” (Approved for Public Release, Distribution Unlimited)

Formed in 1958 to PREVENT and CREATE strategic surprise

3Distribution Statement “A” (Approved for Public Release, Distribution Unlimited)

DARPA’s mission is to maintain the technological superiority of the U.S. military and prevent technological surprise from harming our national security by sponsoring revolutionary, high-payoff research bridging the gap between fundamental discoveries and their military use.

Over the years, DARPA has worked to enhance our national security by funding research and technology development that not only have improved our military capabilities but have changed the way we live. Since the very beginning, DARPA has been the place for people with innovative ideas that lead to groundbreaking discoveries.

4Distribution Statement “A” (Approved for Public Release, Distribution Unlimited)

Extremely fast-paced, unique mission/environment

• Full spectrum S&T (math, biology, physics, chemistry, cyber, etc.)

• Transition partnerships with Military Services, Defense Agencies, Intelligence Community, and non-DoD entities

• Research efforts across all traditional domains (air, land, sea, space, cyberspace), as well as non-traditional

(neurological/biological)

• Multi-level security protection requirements

• Diverse performer community – DoD, IC, industry, academia, and international

We are a Defense Agency, but …

• Combine aspects of Headquarters and Field (think Air Staff/OPNAV, MAJCOM, and System Program Offices all in one)

• Exercise unique authorities for hiring and contracting

• Execute a rapid acquisition cycle that far exceeds the DoD 5000 Acquisition Milestone standards

PFPA and DARPA Physical Security Services

• PFPA provides the armed security and the ‘outer shell’ protection

• Physical Security Services is responsible for the security within the building

• Operations of the Security Control Center (SCC), alarm response, escorting uncleared visitors

Operate with a sense of urgency and empathy

• Do not be paralyzed by unknowns, have a “can-do” attitude

• Be able to interpret complex issues and develop creative solutions

• Aggressively tackle issue resolution; balancing speed and correctness

• Consequence analysis must be part of our routine thought process

Apply security policy to technologies and capabilities that were never envisioned or were previously thought impossible – no precedence

• Requires innovative approaches and a sound understanding of risk management

Security as an enabler

• The focus is the programs - always

• Never say Never (maybe “no, but…” or “yes, if…”)

• Do not just identify problems, bring solutions

• Use of this CLIN requires government pre-approval

• Based on historical data, surge requirements should not exceed 5% of the total contract effort

• Permanent changes will be negotiated via bi-lateral contract modifications (e.g., new post requirements) and added to FFP Cost Reimbursement - Other Direct Costs

• ODC purchases shall be made in accordance with the FAR and DFARS and pre-approved by the COR o Follow purchasing system requirements required by DFARS 252.244-7001 “Contractor Purchasing System Administration –

14Distribution Statement “A” (Approved for Public Release, Distribution Unlimited)

Uniformed Security Services Pay

• Due to clearance requirements, higher rates are necessary in order to keep turn-over rates low

• Expectation for pay is closer to the rate for armed guards

Employee turn-over rates must be kept low

• DARPA’s fast paced mission cannot afford high turnover

Historical/anecdotal data for Surge, off-hour events, etc.

• Will be compiled and included in solicitation if available

Transition Periods – to be revised/clarified in Final RFP

• Transition-in is 3-week period prior to full staff being required

• Transition-out is contained in last exercised option
