About this file
This document contains an amendment to a Broad Agency Announcement and related questions and answers. The Defense Advanced Research Projects Agency seeks proposals to develop an innovative payload delivery device to fit inside a government-provided module for extra-large unmanned underwater vehicles through a three-phase program totaling 45 months. Phase 1 involves designing and building the payload delivery device, while Phases 2 and 3 focus on integration and testing after payload delivery device installation in the unmanned underwater vehicle. The amendment increases the supporting documentation threshold for material costs from $2,000 to $5,000. Multiple awards are anticipated for the initial Phase 1 base period.

Amendment 0001 to DARPA BAA HR001117S0022, Hunter
The purpose of Amendment 0001 to DARPA BAA HR001117S0022, Hunter is to make the following changes:
A. Revise the following information on page 20 in section 4.3.2.2 of the BAA:
Original:
The proposer should include supporting cost and pricing information in sufficient detail to substantiate the summary cost estimates and should include a description of the method used to estimate costs and supporting documentation. The basis of estimate (BOE) should include a description of the method used to estimate costs and supporting documentation. Supporting documentation is required for all proposed materials with a total cost >$2K. Material BOE should include bills of material for commercial and non-commercial items, and vendor quotes, past purchase orders or past invoices to support the proposed prices of materials, including an explanation of any adjustment factors applied, such as engineering estimates and complexity factors. For example, if the cost of a proposed material or equipment is based on a similar-to item from another past or current program, the proposer should provide a copy of the original purchase order for that similar-to item, an explanation of any engineering estimate or complexity factor applied, and a breakdown of any non-recurring/recurring engineering (NRE/RE) costs (i.e., estimated NRE labor hours) proposed by the vendor to modify the design of the material or equipment for the purposes of this effort. The BOE and other supporting cost narrative may be provided in the proposer’s format; however, the MS Excel spreadsheet with embedded PDF, MS or Excel files is preferred. The proposer shall also include in its proposed cost the identification and cost of any Government furnished equipment or facilities required to complete the effort. List the item/facility, the estimated cost, basis for the estimate, location and GFE POC at location. These items should be priced separately because the Government may determine it is more efficient to fund them outside the agreement.
Revised:

B. Incorporate Questions and Answers (see below).
Hunter Questions and Answers
1. Section 4.3.2.2, page 20 of the BAA states “Supporting documentation is required for all proposed materials with a total cost > $2K.” Appendix 4 of the BAA, Volume 2, Cost Proposal Checklist and Sample Templates, Item 6 states: “Does your cost proposal include vendor quotes or written engineering estimates (basis of estimates) for all material and equipment with a unit price exceeding $5,000?” What is the correct amount?
ANSWER: Per Amendment 0001 to this BAA (HR0001117S0022) as well as Appendix 4 of the BAA, Volume 2, Cost Proposal Checklist and Sample Templates, Item 6, >$5k is the correct threshold.
2. What is the duration of a long-term deployment of XLUUV?
ANSWER: For the purpose of the Hunter program, XLUUV deployment endurance may be up to six months duration.
3. Will DARPA provide all interface and design information of the mobile HYDRA payload module (modified payload bay) and XLUUV?
ANSWER: DARPA will provide information needed to submit a proposal for the program in the BAA and the classified data package sent on CD to all qualified requestors. Additional information will be provided to selected proposers at contract award.
4. Are multiple awards anticipated in Hunter Phase I?
ANSWER: Yes, multiple awards are anticipated in the Phase 1 base period, as noted in the Hunter BAA sections Part I and Part II.2. A single performer may be awarded the Phase 1 option.
5. What data/property rights for the Hunter Carriage and its components will DARPA require in the proposal?
ANSWER: No specific intellectual property (IP) rights are specified by DARPA. BAA sections
4.3.2.1 and 8.1 address the intellectual property documentation requested from proposers in their proposal submissions and BAA section 5.1.2 addresses proposal evaluation of IP rights with respect to DARPA’s mission.
6. Is a fully executed Teaming Agreement required to be incorporated in the submitted proposal?
ANSWER: No; however, as requested in the BAA, subcontractor proposals are required and the prime contractor is responsible for compiling and providing subcontractor proposals as part of their submission.
