JUSTIFICATION AND APPROVAL
1. Contracting Office – Defense Commissary Agency, IT Contracting Branch, Ft. Lee, VA
2. Type of Contract Action – This is a new firm-fixed price contract using Surcharge funds.
3. Description of Supplies/Services – This requirement is for the purchase of brand-name Vocollect hardware/software support. The estimated value for a one year contract is
4. Authority Cited - FAR 13.106-1(b), Soliciting from a single source
5. Reason for Authority Cited – DeCA already owns the Vocollect hardware and software.
The maintenance is required to ensure DeCA is operating off the latest version of software and to provide efficient repair/replacement of hardware as needed.
Changing brand-names and current architecture would incur additional costs and train-up period to DeCA. Brand-name is essential to WMS requirements and market research indicates other products do not meet agency needs. The life-cycle cost of this contract is $6,390,405. DeCA has already purchased 120+ of the Vocollect Talkman T5 devices at a price of $1,876.00 each for a total of $225,120 and has also purchased 120+ of the Vocollect SR-30 and SR-20 headset devices at a price of $291.00 each for a total of $34,920.00.
The Vocollect T5 Voice RF-HHTs have a proprietary connector for connecting headsets. Most commercial noise-cancelling headsets are equipped with normal audio connectors that cannot be directly connected to the T5 devices. A customized adapter would be required to connect headsets that are not equipped with the proprietary connector. From previous experience, these customized adapters are expensive and have a short life span. The Vocollect headsets are manufactured to specifically work with the T5 devices and will provide better long-term performance.
All RF-HHT functionality must be supported on handheld devices to be specified by DeCA. The hardware and software shall operate in a network environment that is compliant with DoD network policies and conform to the DeCA specifications for Local Area Network (LAN) and Wireless Local Area Network (WLAN). The WLAN devices must be compliant with the 802.11i, FIPS 140-2, and WPA2 specifications. All network enabled devices must be compliant with the TPC/IP protocol and Internet Protocol Version 6 (IPV6). This warrants that each hardware and software item delivered shall be able to accurately transmit, receive, process, and function correctly using the IPV6.
6. Efforts to Obtain Competition – The solicitation will be posted to FedBizOpps and offers from all Vocollect sellers will be considered for award.
7. Fair and Reasonable Cost Determination – Price will be determined fair and reasonable prior to award.

8. Market Research and Interested Sources – Market research was conducted by Jim Croom, Program Manager, from LEIP Division, DeCA, for other resellers from 2011 thru 2015. Market research also included gathering data from several vendors’ websites and previous acquisitions.
The market research revealed that the COTS product is readily available only on open market from resellers of the hardware/software. Multiple authorized resellers of Vocollect include but are not limited to Vocollect, Dematic, Vitech, and Manhattan Associates.
9. Actions to Increase/Foster Competition – DeCA will assess the opportunity for a competitive acquisition should future opportunities emerge. Future needs will be re-assessed when the current equipment becomes obsolete and needs to be replaced, to include consideration for use of other vendors.
10. Other Factors – Acquisition history:
