ACQUISITION
DIRECTORATE
DEPARTMENT OF DEFENSE
WASHINGTON HEADQUARTERS SERVICES
1155 DEFENSE PENTAGON
WASHINGTON, DC 20301-1155
JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION
TRAINING AND RANGES SUPPORT SERVICES
UNDER FEDERAL ACQUISITION REGULATION SUBPART 8.4
1. AGENCY AND CONTRACTING ACTIVITY:
Agency:
The Department of Defense (DoD), Office of the Under Secretary of Defense for Personnel and Readiness, Force Education and Training
(FE&T)
Contracting Activity:
The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD)
2. DESCRIPTION OF ACTION:
WHS/AD proposes to issue a short-term sole source bridge contract to the incumbent, Booz Allen Hamilton (BAH) Inc. under GSA Federal Supply Schedule (FSS) No.
GS-10F-0146V. The government anticipates awarding a Firm Fixed Price (FFP) contract.
3. DESCRIPTION OF REQUIRED SERVICES:
The Office of the Under Secretary of Defense for Personnel & Readiness (OUSD/P&R), Force Education and Training (FE&T). The Contractor will conduct research, analysis, and administrative support activities to enable OSD congressional reporting efforts, range information enterprise integration, and overall range sustainment comprehensive planning in order to rebuild military readiness by improving training capabilities to prepare for conflict with a strategic competitor.
The overall objective of the follow on bridge contract is to continue the following services without interruption:
• Develop a new DoD training strategy centered on conflict with a strategic competitor.
• Address training requirements across the five warfare domains.
• Identify the capabilities required to implement the training strategy.
• Increase readiness of the Total Force through enhanced training.
• Determine the right blend of live and synthetic training.
• Manage electromagnetic spectrum competition to favor national defense.
• Address the security challenge foreign land use control poses to live training.
• Improve range oversight and reporting.
The period of performance is for a six month period of performance from June 16, 2019 through December 16, 2019. The total estimated value of the effort is approximately $303,218.00 (with a potential variance of +/- 5%).
4. IDENTIFICATION OF THE STATUTORY AUTHORITY:
FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies of services are unique or highly specialized;
5. THE NATURE OF THE ACQUISITION REQUIRES US OF THE AUTHORITY CITED:
Failure to award this follow-on bridge contract to BAH will result in substantial duplication of costs to the Government and significantly detract from FE&T’s ability to meet required timelines for Congressional reporting. The substantial duplication of cost is estimated at $300K, which is not expected to be recovered through competition. The estimated $300K includes 2,400 additional labor hours for approximately 7 contract personnel needed from another vendor to provide a full range of technical and administrative support. Awarding services to a contractor other than BAH would involve multiple transitions between potential vendors (incumbent vendor, temporary vendor, and new long term vendor) which involves the Government paying multiple vendors for the transition of different contracts for continuous support. These multiple transitions involve additional resources and unnecessary costs for the Government, and can cause unacceptable risks, delays and interruptions in services and Congressional reporting requirements. In order to accomplish the work within the allotted schedule, the follow-on effort must seamlessly follow the initial effort to maintain continuity of support services. Therefore, a bridge contract to BAH is needed to continue providing support services while the Government is working a long-term competitive acquisition. A work stoppage in administrative support is unacceptable. In order to maintain continuity of services, a bridge contract is the most logical and cost effective solution to the Government.
6. BEST VALUE DETERMINATION:
A determination of a fair and reasonable price will be made prior to award. Actions anticipated to ensure reasonableness of the price will be accomplished with the procedures and criteria contained under FAR 8.405-2(d).
The Contracting Officer will evaluate the proposal in conjunction with the requiring activity to ensure that the overall price for the order represents the best value. The agency will also request additional discounts as required by FAR 8.404(d), Pricing, and ensure that the labor mix and level of effort are reasonable in accordance with FAR 8.405-2(d).
7. DESCRIPTION OF MARKET RESEARCH CONDUCTED: Currently, the Government is working a competitive procurement.
8. OTHER SUPPORTING FACTS: N/A
9. ACTIONS TO REMOVE OR OVERSOME ANY BARRIERS THAT LEAD TO THE
RESTRICTED CONSIDERATION BEFORE ANY SUBESQUENT ACQUISITION FOR
THE SUPPLIES OR SERVICES IS MADE: No barriers currently exist. A competitive acquisition will be conducted by the Government and the period of performance for the new award will begin in December 2019.
10. If this acquisition is for new work as a logical follow-on to an original Federal Supply Schedule (FSS), was the original order placed in accordance with the applicable FSS ordering procedures?
