# RFP Section Remarks Question MDA Response 1 B Should the Surge CLIN, currently only listed for the base year, be listed in and for each Option Year?
No. The Surge CLIN can be exercised more than once and once the surge effort is exercised, the value of the Surge CLIN ceiling will be decreased while the applicable Labor CLIN ceiling is increased. Using the CLIN in this manner means that it can apply to Base and Option Period Labor CLINs.
2 L.9.1, L.9.2, M-7.1 Section L.9.1 states that a Small Business SubK Plan is required only for large business offerors.
Section L.9.2 states that a Small Business Participation Plan, which is distinct from the Small Business SubK Plan, is required yet there is no reference as to whether this is only for large business offerors, small business offerors, or both. Section L.9.2 further states the Small Business Participation Plan must be consistant with and refer to the Small Business SubK Plan which is possible for large business offerors, yet not for small business offerors since small business offerors do not submit a Small Business SubK Plan. And, Section M-7.1 states that Small Business SubK Plans and Small Business Participation Plans will be evaluated for "each" offeror, with no reference to limiting applicability to only large businesses or small businesses.
Please clarify requirements for submission of Small Business Subcontracting Plans and Small Business Participation Plans, particularly regarding requirements and/or exclusions for large business offerors and small business offerors.
A Small Business Subcontracting Plan is only required for Large Business offerors while a Small Business Participation Plan is required for all offerors. Section L-9.0 Volume V: Small Business and Section M-7.0 Factor F4: Small Business will be updated in an amendment to the RFP to clarify the requirements for submission of a Small Business Subcontracting Plan and a Small Business Participation Plan.
3 L-1.5e(3), Table L- 1, L-6.0, M-4.0
Section L.-1.5e(3) states that offerors do not need to submit an OCI Management Plan where offerors determine that neither actual nor potential OCI issues exist. Section L-6.0 and Table L-1 list OCI Management Plans as a required Volume for the proposal (Volume II). Section M-4.0 states that OCI Management Plans for "each" offeror will be evaluated, with no reference to OCI Management Plans being exempted for any offerors.
Please clarify requirements and/or any exemptions for submission of OCI Management Plans.
Section L-1.5e(3) does not state that offerors do not need to submit an OCI Management Plan. Rather, L-15e(3) states: "If an offeror determines that an actual or potential OCI does not exist, it shall include a statement to that effect as part of its proposal, and does not need to submit an OCI Mitigation Plan with its propsal." Note the distinction between OCI Mitiigation Plan and OCI Management Plan. An OCI Management Plan is required.
4 L-1.5e, Attachment L-05, and Section L writ large
There is no prescribed location within the proposal cited for placement of completed OCI Disclosure forms (Attachment L-05).
Please specify the volume in which OCI Disclosure forms are to be included, when submitted with the proposal. Include any requirements for specific location within a particular volume, use of separate tabs, etc.
OCI disclosure forms, attachment L-05, should be submitted as part of Volume VII - Contract Documentation Tab 4: OCI Mitigation Plan.
