SECTION I: DESCRIPTION OF AGREEMENT
Scope Under this firm fixed price Blanket Purchase Agreement (BPA), the vendor shall provide single and dual purpose canines to the Pentagon Force Protection Agency’s (PFPA) Pentagon Police Directorate (PPD) Canine Unit. The PFPA has established canine classifications, discussed under the Section III Statement of Work, to be provided by the vendor if and when ordered by PFPA All Contract Line Item Numbers (CLINs) seen below will be activated by means of BPA Calls (or “Orders”).
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13.303 and 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis / solicitation shall be posted on FEDBIZOPPS.
1. The solicitation number is HQ0034-18-T-0017 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89. Offerors must be registered on System for Award Management (SAM).
2. It is the responsibility of the Contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: www.farsite.hill.af.mil.
3. This acquisition is a 100% set aside for small businesses. The associated North American Industrial Classification Systems (NAICS) code for this procurement is 112990: “All Other Animal Production” with an associated small business size standard of $.075M.
Each BPA Call will specify the specific canine classification and quantity to be ordered. Over the next five years it is estimated that a total quantity of 20 canines may be ordered with a ceiling price of $500,000. The final quantity will be determined by programmatic need and may be significantly higher or lower than the estimated total quantity.
Extent of Obligation
The Government is obligated only to the extent of authorized purchases actually made under the BPA. There is no guarantee that a BPA holder will be awarded an order.
Purchase Limitation and Individuals Authorized to Purchase
Should the combined value of all call orders issued under this BPA reach $500,000 at any time during the period of performance, no additional call orders will be issued unless the agreement is modified. Unless otherwise identified, each individual call order shall not exceed $50,000.00.

All BPA Calls resulting from this BPA will be firm fixed price. The BPA unit prices are ceiling prices. Pricing on orders may end up lower than the established unit pricing, but cannot be higher. All delivery/retrieval costs are to be included in the unit prices.

SECTION III: STATEMENT OF WORK
1. Background: The Pentagon Force Protection Agency’s (PFPA) Pentagon Police Directorate (PPD) Canine Unit acquires, trains, and deploys canine teams in explosive detection and patrol. The canines support our core mission to secure modes of transportation, ingress/egress access areas, parcel detection, building searches, and a host of other high profile inspections at designated locations within the National Capital Region (NCR). Canine teams consist of canines paired with handlers to provide mobile, fixed, and flexible deterrence, apprehension and explosive detection capabilities. Utilization of explosive detection and dual-purpose canine teams strengthens and enhances overall security. The capability of the PFPA/PPD Canine Team Program is vital to national security for this facility as well as surrounding NCR resources. Proper selection, socialization and training are paramount in order to establish and maintain successful PPD explosive detection and patrol canine teams.
2. Objectives: PFPA intends to establish a Blanket Purchase Agreement (BPA) for the acquisition of selection tested (green) explosive detection and patrol canines.
3. Canine Requirements (General): Canines that successful at explosives detection in active and dynamic environments are a specialized product. There is a clear distinction that separates these canines from typical pet populations or canines used/trained for tasks in a more controlled and repeatable environment. This specialization is even more pronounced in canines utilized to search personnel wearing hidden improvised explosive devices.
4. Scope: The Contractor shall provide the following canine acquisition services when necessary:
· Single-purpose green explosive detection canine for explosive odor recognition capable of forensic explosive detection for area, route, vehicle, and building clearance. Green explosive detection canines shall have a basic imprint of at least one explosive odor.
· Dual-purpose green explosive detection/patrol canine.
· Single-purpose green person-borne improvised explosive (PBIED) device detection canine. Green PBIED detection canine shall be able to be imprinted and be of a sporting breed (German shorthaired pointer, Retriever, etc.) with a strong hunt and drive.
· Contractor shall be within a 400 mile radius of the Pentagon Reservation.
The Contractor shall provide canines that pass PFPA/PPD assessment and selection criteria for breed, physical appearance, weight and health standards. The Contractor shall provide all necessary labor, equipment, gear, training aids, tools, materials, supervision, transportation, fulfilment of training for selected canines and other items/services necessary to facilitate the procurement of canines for PFPA/PPD. A full medical examination will be conducted within 30 days of PFPA picking up the canines to include X-Rays, bloodwork, urine and fecal exams, and inoculation records. The Contractor shall provide medical records that result from medical examinations in both hard and electronic form.
5. Contractor Responsibilities:
5.1 Canine Acquisition
The Contractor shall provide:
· Single-purpose green basic imprinted (one odor) explosive detection canine.
· Dual-purpose green basic imprinted (one odor) explosive detection/patrol canine.
· Single-purpose green basic imprinted (one odor) PBIED detection canine.
· Dual purpose green basic imprinted (one odor) narcotics detection/patrol canine.
Selected canines shall have and be capable of the following:
· Single-purpose green explosive detection canines shall have a basic imprint of at least one explosive odor. Canines shall have explosive odor recognition capable of forensic explosive detection for area, route, vehicle, and building clearance.
· Dual-purpose green explosive detection/patrol canine shall have a basic imprint of at least one explosive odor. Canines shall be capable of being trained for patrol and explosive detection.
· Single-purpose green PBIED detection canines shall be able to be imprinted and be of a sporting breed (German Shorthaired Pointer, Retriever, etc.) with a strong hunt and drive. Canines shall be capable of being trained to detect PBIEDs and vapor wake.
· Dual-purpose green narcotics detection/patrol canine shall have a basic imprint of at least one narcotics odor. Canines shall be capable of being trained for patrol and narcotics detection.
5.1.1 Canine Acceptance Criteria
A. Physical
1) Breed: Breeds historically selected for detection purposes come from the sporting, herding, hound and working categories.
2) Age: The adult dog should be 12 to 36 months of age at time of the evaluation.
3) Weight/Height: Weight must be proportional to the canine’s frame and skeletal size. An objective rating system to measure body condition (weight for frame) should be used. (Development and Validation of body condition score system for canines: a clinical tool. La Flamme Canine practice 1997 Vol 22 pages 10-15.)
4) Sex: Males and females are acceptable. Canines of either sex have shown good ability in detection work. Females shall be spayed and fully healed before the canine can be accepted for selection.
5) Color: Any color typical for the breed is acceptable.
6) Identification: To ensure proper identification, all canines submitted for evaluation must have a collar/harness with the canine’s name affixed to it. The collar/harness must be strong enough to restrain the canine. A computer microchip/tattoo, for identification purposes, shall be implanted in each canine.
B. Temperament
A potential canine should be even tempered and demonstrate a confident outgoing investigative attitude. The temperament is in direct connection and control of the intent, motivation, attitude, performance, response and reaction. Canines must be able to tolerate a variety of work conditions appropriate to the task. Unacceptable temperament flaws include: a variety of fears, poor past experiences from which the canine has not recovered, unwarranted aggression or shyness and an over or under reaction to external stimuli.
C. Evaluation Standards
Evaluation of adult canines should take place between 12 and 36 months of age because this is when canines are normally behaviorally and socially mature. Evaluation should be conducted by the buyer or their representative and be carried out in an environment unfamiliar to the canine, but indicative of the type where the canine will be operating after training. The supplier should not normally be present during the evaluation. PFPA shall be allowed to take canines off the Contractor’s facilities to test and evaluate. PFPA reserves the right to take a Veterinarian or other personnel from allied agencies for the evaluation.
D. Behavioral - Single-Purpose Green Explosive Detection Canines
Explosive trained canines shall be able to search buildings, vehicles, luggage/parcels, lockers, open area interdiction, long range, buried items, IED's and more. The canine shall be pre- imprinted to detect explosive odors.
Listed below are several tests that provide insight into a candidate’s suitability:
1. Environmental soundness
The canine will be evaluated on normal reactions to commonly encountered environments. It should have confidence in all areas and after one or two exposures will start to demonstrate marked improved confidence. The canine should display independence and continuity of focus without constant handler reinforcement, as well as, demonstrating levels of concentration. The canine will be walked through an environmental conditioning area which will contain different examples of flooring and footing (various types of tile, carpet, wood, ceramic, etc.), open and closed stairs, temperatures, light values (from bright light to totally dark), open and confined areas, with and without obstacles, and various noise distracters.
2. Search and retrieve/food drive
The canine will be evaluated to assess its ability to hunt and retrieve/food drive in different environmental conditions. An example test might be, throwing a reward item for recovery on grass, solid wood floor, steel decking, or open stairs. Where the throws are indoors, the evaluations are done in full light to complete darkness. The canine will also be tested with a fake throw where the canine thinks that the item has been thrown when it has not, which will evaluate the hunt drive. A further evaluation of the hunt drive will be outside where the item is thrown into long grass and also both upwind and downwind. The canine change in behavior when the canine can see the reward and is able to anticipate the hunt, the speed with which the canine goes out for the reward as well as the speed of approach and of the strike (pick up) will be evaluated. The canine will be evaluated on its determination to retain the reward after recovery. This evaluation is the measurement of the canine’s need, drive and desire to obtain its reward in the variable conditions. The canine’s performance is graded on the intensity to obtain the reward (speed and possession; persistence to obtain the reward).
3. Sociability The canine will be evaluated on its reaction to people, canines and other animals as appropriate. The canine must not show abnormal aggression, submission, fear and potential for distraction. This test will be done with and without the canine’s expected detection reward (ball, Kong, towel, food). An example of a test could be: The canine is led by its handler through a minimum of two people and the canine should move between the people without overt response, without showing avoidance-behavior or aggression. Curious sniffing is evaluated as a completely natural social behavior and therefore is considered as harmless as ignoring of the passive person group. An excessive avoidance behavior and an excessive aggressive response will be deemed as a negative. The canine will also be evaluated on its ability to recover its primary reward (ball, Kong, towel, food) in and around people. The reward will be thrown near them and the evaluation will assess the canine’s ability to not be distracted by those standing around the reward.
4. Tracking
The canine will be evaluated on whether or not it has any natural tracking ability or any previous training. The canine will be evaluated on its desire/ability to use nose, interest level, desire to pursue the track and tenacity to stay with it to the end. An example of the evaluation could be: The track would be laid in an open field free from distractions and with grass up to six inches in height. The quarry will walk in a straight line, downwind, for approximately 200 feet, lay a ball at the end and return to the start, double laying it. The track can be marked by scuffing it but the handler must know where the track is. It is then aged for 10 minutes. The canine is cast over the track without encouragement to see if it will indicate and pursue on its own. If the canine does not, then some direction can be given.
Desirable evaluation outcomes may include but are not limited to:
· Stable and outgoing in any environment.
· Should have an excellent retrieve/hunt drive on a thrown or hidden object.
· Concentration and maintenance of focus over time with the canine’s attention on the object, regardless of area and other distractions.
· The canine should maintain strong drive throughout the entire evaluation.
· The canine should demonstrate independent sniffing behavior.
Undesirable canine outcomes may include but are not limited to:
· Chases but does not search for the object, will not search/hunt for the object, gives up the search easily and will not chase a moving object.
· Chases but leaves for distractions, such as animal contamination (e.g., urine/feces, other people or casual items in area, a piece of paper on ground).
· Distracted/overwhelmed by the environmental conditions.
· Behaves in a shy, nervous and overly aggressive manner.
· Failure to search, hunt for the odor/object, and find the odor/object.
· Shows a lack of search intensity and stamina.
· Diminishing interest in the reward during the evaluation.
· Overly aggressive canines that are unable to work around people and other canines.
· Exhibits excessive panting that is not due to heat or exercise Low drive, no desire to complete the task and easily distracted by noise, people, and other canines.
E. Behavioral - Dual-Purpose Green Explosive Detection/Patrol Canines
Dual-Purpose Explosive Detection/Patrol Canines shall also meet requirements in paragraph D above.
The dual-purpose explosive detection/patrol canines shall be able to search buildings, vehicles, luggage/parcels, lockers, open area interdiction, long range, buried items, IED's and more. The canine shall possess the ability to detect explosive odors. The canine shall also be able to be trained to search for, detain, and when necessary, physically apprehend non-compliant subjects. To be effective in this task, the canine must exhibit strong desire to hunt for people and an unwavering ability to engage in physical combat with a violent subject. Dual-purpose canines shall have strong defense capabilities and strong social skills towards handler and public. The canine must be strong and capable in area searches, obedience and apprehension skills/work, in addition to the requirements of explosive trained canines.
F. Behavioral - Single-Purpose Green PBIED Detection Canines
Single-purpose PBIED detection canines shall also meet requirements in paragraph D above.
G. Medical
All canines must be in excellent health with no acute or chronic disease or condition, which could either hamper their ability to perform or would be excessively costly to treat. At the time of evaluation, each canine must be medically able to enter training. The cost of medical examinations performed by private veterinarians is not reimbursed by the government. Canines shall be social with people and shall be able to tolerate medical examination procedures. Canines shall also be medically cleared within 30 days prior to the PFPA picking up.
Prior to delivering canines, Contractor shall submit quality radiographs of hips as well as diagnostic elbow for evaluation of elbow and hip conformation. This may help the Contractor determine whether to present the canine for evaluation. Minimum data imprinted (“flashed”) permanently on the radiograph at the time of exposure will include canine identification (name, tattoo/brand number, and/or microchip number), whelping date (or age at time of radiographic examination), and date of examination. Radiographs will be reviewed by an independent board of certified veterinary radiologists. If further evaluation is warranted, evaluations may be completed at the discretion of the veterinarian or the canine may be deemed unacceptable.
Contractor shall provide copies of all medical records for candidate canines including registrations, pre-purchase X-Rays, up to date X-Rays, and current examinations (no more than 30 days old) at time of PFPA/PPD selection. Medical records will include blood, urine, fecal and physical exams. Immunizations and preventative medications are required for evaluation and procurement. All canines at minimum must either have been vaccinated (essential in the case of Rabies) or have a titer indication showing that a particular vaccination was not needed within the previous 12 months for:
1. Rabies – vaccination in accordance with state and local laws
2. Canine distemper (CDV)
3. Canine adenovirus (type 2) (CAV-2) (Canine Hepatitis)
4. Parvovirus (CPV-2)
5. Leptospirosis
6. Heartworm medication
The following should appear on all medical record documentation at minimum:
1. Dog identification
2. Name
3. Tattoo number
4. Microchip number
5. Whelping date
6. Date of examination or entry
7. Name and signature of examining veterinarian
8. Sex and reproductive status
9. Breed
10. Color pattern
11. Contact information for owner
The following areas will be evaluated during the physical examination:
1. Gait: All canines shall display normal mobility at a walk and run
2. Skin and Coat: Skin and coat must be healthy in appearance, displaying no evidence of chronic dermatitis, allergies, infections, injuries or marked external parasite infestation (e.g., ticks, mange, fleas, etc.). Full healthy coat of fur, intact ears, eyes, teeth, legs, tail, & genitals.
3. Oral Cavity: Canines shall have normal dentition and dental occlusion
4. Heart and Lungs: Heart sounds, heart rate, heart rhythm, lung sounds, etc. and in general, the cardiovascular and respiratory system must be normal at rest and upon exercise.
5. Heartworms: All canines submitted for purchase shall be free of heartworm infection (Dirofilaria immitis).
6. Reproductive and Urinary System: Intact or neutered reproductive system, monorchidism or cryptorchidism, urinalysis collection of urine sample, urine specific gravity, fecal collection, urinary tract anatomy, and urinary tract function. Canines shall be free of parasites and canines that are monorchidic or cryptorchidic will not be considered.

8. Nervous System and Senses, and Sensory Organs
9. Eyes, Adenexa, Ears and Nose: Canines shall have functional vision and hearing. Shall have normal anatomy of ears and nose, including nasopharynx.
10. Hematology and Blood Chemistry: Collection of blood sample for routine testing to include blood count.
11. Skeletal Radiology: Early signs of degenerative joint disease is not acceptable.
5.2 General Requirements
The Contractor shall be within a 400 mile radius of the Pentagon Reservation.
The Contractor shall maintain a sufficient stock of equipment and gear necessary to complete all requirements of this SOW to include active explosive materials which are included in the canine training regimen.
The Contractor shall have a kennel and boarding facility which is clean and sanitary complying with applicable local, state, and federal regulations and standards; and have a large outdoor exercise area for canines to be exercised and trained daily during kennel stays.
The Contractor shall provide veterinarian-approved transportation kennels, equipment storage, and an approved storage facility for Government-owned weapons and ammunition.
The Contractor shall provide, or have access to, the following items in order for PFPA/PPD representatives to conduct selection testing: dark rooms, stairs (various degrees), ramps, slick floors, open fields, vehicles (various sizes), other canines, box room with explosive odor aids and a training area facility (buildings, warehouse, etc.).
The Contractor shall be able to provide PFPA/PPD and support personnel the ability to access off site areas for further testing if required.
The Contractor shall use a 1:3 ratio to establish the quantity necessary for candidate selection; i.e., the Contractor should have three candidates for a requirement for one canine and six candidates for a requirement for two canines, etc. Candidate canines available for selection shall be either police type sporting or working canine breeds. Upon PFPA approval of Canine Delivery Order, PFPA will provide notification to the Contractor, 30 days prior to selection, of specific type of breed required for each particular selection.
The Contractor shall provide a one year, no questions asked return policy for disqualified canines. The Contractor shall provide all services and make all arrangements required to return a disqualified canine to include pickup or transport. The prospective Contractor shall provide candidates for immediate canine replacement at the time a disqualified canine is returned. Replacement canines must match the same criteria as that of an initial canine candidate.
6. Blanket Purchase Agreement Post Award:
6.1 Canine Delivery Order for Canine Acquisition
A. PFPA shall request the specific types of breed and canines from the Contractor 30 days prior to selection.
B. The Contractor shall provide qualified candidates of each type of breed and canine specified.
C. PFPA shall travel to the Contractor’s facility and/or nearby city to perform evaluations.
D. The initial examination and evaluation process could be between 1 – 1 ½ days for each selection.
E. The Contractor shall be notified of the total quantity and name/number of each canine PFPA shall select.
F. PFPA shall issue a delivery order and take possession of selected canine at that time.
6.2 Canine Returns
A. PFPA shall transport canines that have failed to meet the specified requirements under the warranty period to the Contractor when canine exchange examination can be scheduled.
B. The Contractor is responsible for transportation charges from the Pentagon Reservation, 9000 Defense Pentagon, Washington, DC 20301-9000 when immediate return is required by PFPA.
C. The Contractor shall refund the purchase price and is responsible for return transportation when the Contractor does not have sufficient stock for a replacement within 60 days of exchange request.
7 General Information:
7.1 Period of Performance
The agreement will have an ordering period of five (5) years.
7.2 Place of Performance
All work under this contract shall be performed at the Contractor’s facilities or other agreed locations (e.g., off-site evaluation locations, Pentagon, etc.).
7.3 Contracting Officer Representative
The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies. A letter of designation will be issued to the COR, a copy of which is sent to the Contractor, stating the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

BPA INFORMATION
Blanket Purchase Agreement (BPA) Terms and Conditions
1. Authority: This Blanket Purchase Agreement is entered into under the authority of 10 USC 2304 and the Federal Acquisition Regulation Part 13.303, Blanket Purchase Agreement.
2. Description of Agreement: The Contractor shall provide Canine Acquisition and Training for the Pentagon Force Protection Agency (PFPA). The Contractor shall provide the supplies and services for PFPA in accordance with the Statement of Work (SOW) and Bid Schedule Products Price List. A Blanket Purchase Agreement will be awarded with an ordering period of 5 years.
3. Extent of Obligation: The Government is obligated only to the extent of authorized purchases actually made under the BPA. Funds will be obligated on individual call orders placed against the BPA. In accordance with FAR 16.702(c), no monetary obligation in the form of a minimum guarantee or otherwise will be made with the establishment of the BPA. Additionally, all call orders will be placed over the phone or via email. The Government reserves the right to cancel this BPA at any time, and is bound only to the extent the Contractor must be given thirty (30) days written notification prior to exercising this right.
4. Authorized BPA Users/Callers: For decentralized BPA’s, individuals authorized to place call orders against this BPA shall be appointed and identified to the Contractor in writing. The appointment letter shall identify individuals either by title of position or by name of individual. The letter will include organizational component, and the dollar limitation per purchase for each position title. For centralized BPA’s, all call orders will be generated from the contracting office.
5. Purchase Limitation: This BPA will have a performance period of five (5) years from the time of agreement. The combined value of all call orders (Master BPA Limit) issued under this BPA will not exceed $500,000. Should the combined value of all call orders issued under this BPA reach $500,000 at any time during the period of performance, no additional call orders will be issued unless the agreement is modified. Unless otherwise identified, each individual call order shall not exceed $50,000.00.
6. Delivery Tickets: The Contractor shall ensure all shipments under the agreement, shall be accompanied by delivery tickets that shall contain the following minimum information:
(i) Name of supplier.
(ii) BPA number.
(iii) Date of purchase.
(iv) Purchase number.
(v) Itemized list of supplies or services furnished.
(vi) Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information).
(vii) Date of delivery or shipment.
7. Invoices: Fast payment procedures for supplies and services are based on the Contractor’s submission of an invoice constituting certification that the Contractor has delivered the supplies to a point of receipt by the Government and shall replace, repair or correct supplies not received at destination, damaged in transit or not conforming to purchase agreements.

In addition, the Reseller shall follow the terms of DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. The Reseller shall submit an original invoice through Wide Area Work Flow (WAWF) in accordance with the order instructions. Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.
8. Issuance of Calls: Call orders will be solicited from the awardee of the BPA in accordance with FAR 13.303-2(a) (3) and procedures described herein. The Government may utilize Request for Quotation (RFQ) procedures which may require the contractor to submit a price quote and delivery schedule for an anticipated Call Orders award. Upon issuing an RFQ for Call Orders, the BPA holder will typically have two (2) to five (5) days to submit its quote, depending on complexity.
9. Obligation of Funds: Funds will be obligated on individual BPA Call Orders placed against the respective BPA(s). In accordance with FAR 13.303-3(a) (2), the Government is obligated only to the extent of authorized purchases actually made under the BPA.
10. BPA Pricing: Prices to the Government are in accordance with the price submitted by the Contractor and approved by the Contracting Officer. Prices shall be updated yearly by the anniversary of the BPA issuance, as needed, and evaluated for fair and reasonableness by the Contracting Officer. Prices shall not escalate during the term of the BPA. The Government reserves the right to add new canines or additional services to the BPA during the term of this Agreement. If at any time during the period of performance a new item should be added, new prices shall be submitted. Please allow up to 5 calendar days grace period between submissions of the new prices, if any.

CLAUSES INCORPORATED BY FULL TEXT
52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015)
A single award base Blanket Purchase Agreement (BPA) will be established as a result of this solicitation. The BPA will provide for centralized ordering for the Pentagon Force Protection Agency (PFPA). This procurement is being conducted in accordance with the provisions of
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

Additional copies will be issued for a fee.

(j) Data Universal Numbering System (DUNS) Number. (Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database. The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror's name and address. The DUNS +4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the offeror to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. An offeror located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The offeror should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office.
(k) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.
(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

52.212-2 EVALUATION--COMMERCIAL ITEMS ADDENDUM (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Government intends to award a single Blanket Purchase Agreement (BPA) from this solicitation to the offer received in response to the solicitation that represents the overall best value.

The BPA resulting from this solicitation shall be Firm-Fixed Price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
