Question Response
1 RFQ N/A Is there an incumbent? If so, which firm is performing the work or has performed the work?
Yes, Janson Communications, Inc. is the incumbent and they are currently performing the work.
2 RFQ N/A Based on the PWS, it appears as if this is an existing program. If so, how long has it been in existence?
These requirements have been under contract since August 2016.
3 RFQ N/A What is the incumbent contract number and budget?
The current contract number is HQ003418C0008, and the total value of the contract is approximately $425K for 8 months.
4 RFQ N/A Can you provide any insight into the number of items needed to support the program (since we assume this is FFP, it would be helpful information), such as:
* Video vignettes
* Outreach materials
* Marketing documents
Yes, the requirement is planned to be Firm-Fixed Price with a T&M CLIN for travel. Per FAR 8.8 we plan to work with the designated central printing authority at DLA for printing requirements (https://dla.dod.afpims.mil/HQ/InformationOperations/ DocumentServices/DCAO.aspx).
The total requirement value is estimated at approximately $3.5M to $3.7M.
5 RFQ N/A May companies from Outside USA can apply for this? Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)
The Federal Acquisition Regulations do not specifically preclude foreign companies from working with U.S.
Government; however, there may be an issue with the foreign firm obtaining all the correct approvals to perform the work in another foreign country.
Interfacing with the HCI customer team will require in-person interaction. Also, the Performance Work Statement, Section 6.0 requires one on-site personnel.
6 RFQ Page 4 Can we submit the proposals via email? Yes, per Page 4 of the Provisions and Clauses:
Electronic Submission: Submit quotes electronically via email to the following points of contact and include the quotation number, HQ0034-18-R-0176 in the subject line of the email. Hard copy submissions will not be considered or evaluated…

Page 6 Can the Government clarify on Page 6 in the Provisions and Clauses Attachment under “Factor 3: Price,” if the offeror is able to submit alternative hours for the “Estimated Labor Category/Mix” (PWS Page 4)?
For the proposed labor mix under Factor 1 and on Attachment 2 Price Proposal Template, the vendor is able to propose a different labor mix than what is estimated in the table on Page 4 of PWS.
10 Attachment 2 Price Proposal Template
Sheet 1 Is it the Government’s intent to not have the offeror propose Other Direct Costs (ODCs) in accordance with the Pricing Excel Sheet?
No, a separate ODC CLIN is not planned. Anticipated labor categories and hours are provided as an indicator of the scope. Vendors are expected to price in what they believe they need in addition to labor for overhead/G&A costs, except travel which has a separate CLIN. Per FAR 8.8 we plan to work with the designated central printing authority at DLA for printing requirements (https://dla.dod.afpims.mil/HQ/InformationOperations/ DocumentServices/DCAO.aspx).
11 RFQ

The (three) 3 projects under Factor 1(a) and (b) may be the same. The Government will not evaluate whether the projects are the same or different under (a) and (b).

The PWS states, “Enhance and maintain content for the HCI website...” HCI otherwise provides for maintenance and programming for the website.
18 RFQ N/A Would it be possible to obtain any names of individuals who have expressed interest in this on-site position? Is there a list of individuals or companies that have expressed interest in this contract? If so, could we obtain a copy of that list?
The FBO post has been modified to allow vendors to see interested vendors. Note the contractor provides the individual for the on-site requirement. Individuals don’t independently apply for the position to HCI. The incumbent is Janson Communications, Inc.
19 PWS Section 2.2b
Page 2 How many articles and printed materials are anticipated within a year, and what is the estimated word count for each?
Will illustrations be required?
Will information design be required?
Will stock photography be provided by the AWF if required?
See the estimated requirement value in Answer #4 above. The requirement is planned to be Firm-Fixed Price with a T&M CLIN for travel. Per FAR 8.8 we plan to work with the designated central printing authority at DLA for printing requirements.
Implementation support under the PWS Section 2.2 will follow from the HCI-approved strategic communications plan (with plan of action and milestones) under PWS Section 2.1 and required 90 days after the initial coordination meeting with HCI.
HCI anticipates that under Section 2.1, the contractor will include in the strategic communications plan a “range of communications media, innovative, as well as traditional media, that will be utilized for branding and outreach efforts.”
20 PWS Section 2.2c
Page 3 How many video vignettes are anticipated within a year, and what is the estimated length for each?
Regarding the video vignettes, what level of accessibility is required (transcripts, closed-captioning, video/audio description, etc.)?
Will the AWF provide talent for the video vignettes?
Will any scriptwriting be required?

See the estimated requirement value in Answer #4 above. Implementation support under PWS Section 2.2 will follow from the HCI-approved strategic communications plan (with plan of action and milestones) under Section 2.1 and required 90 days after the initial coordination meeting with HCI. The video vignettes must be 508 compliant (Section 508 of the Rehabilitation Act of 1973). Vignettes of acquisition workforce members would be of actual acquisition workforce members, which HCI would arrange and make available. Regarding scriptwriting and animation, HCI anticipates that under Section 2.1, the contractor will include in the strategic communications plan a “range of communications media, innovative, as well as traditional media, that will be utilized for branding and outreach efforts.”
21 PWS Section 2.2d
Page 3 Will AWF stakeholders be implementing the content?
Will the content mirror or be similar to the content produced for PWS Section 2.2.b?
Is any coding/web development required?
Will the AWF require user experience/user interface consulting?
Section 2.2 of the PWS states, “After acceptance of the updated Plan by HCI, the contractor shall support HCI’s efforts to implementation of the Plan.” Yes, the intent is to implement use of the content developed under PWS Section 2.2.b. As stated in Answer #17 above, the PWS (Para 2.2.) states, “Enhance and maintain content for the HCI website…” The contractor-developed content for hosting on the web would require coding. HCI otherwise provides for maintenance and programming for the website. DoD acquisition experience is not required, however, How often are content updates anticipated within a year?
support is required for the interfaces described at PWS
2.2. Paragraphs g, h, and i. The schedule for
deliverables is at PWS Section 3.0.
