PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) College Credit Recommendations

Vision Statement

To maintain and expand the number of Defense Acquisition University (DAU) training courses that carry College Credit Recommendations that are recognized and may be applied towards undergraduate and/or advanced degree programs at accredited colleges and universities throughout the United States.

1 Introduction

This procurement will provide course evaluation services to the DAU. Through this procurement, DAU intends to increase the number of DAU training courses that qualify for and are recommended for college (semester) credit hours in order to: facilitate members of the Defense Acquisition Workforce in meeting the education requirements for: Defense Acquisition Corps membership; certification in select acquisition career fields; related educational goals; and to promote the expansion of the DAU Strategic Partnership program.

1.1 Mission

The mission of DAU is to "provide a global learning environment to develop qualified acquisition, requirements and contingency professionals who deliver and sustain effective and affordable warfighting capabilities."

1.2 Background

1.2.1 DAU was created with the passage of The Defense Acquisition Workforce Improvement Act (DAWIA) in 1990, specifically §1746 of 10 USC. Included in DAWIA is the requirement of the Secretary of Defense, acting through the Under Secretary of Defense for Acquisition, Technology, and Logistics, (UDS(AT&L)) to ensure appropriate career paths for civilian and military personnel who wish to pursue careers in acquisition are identified in terms of the education, training, experience, and assignments necessary for career progression of civilians and members of the armed forces to the most senior acquisition positions. The USD(AT&L) implemented a certification program and working through assigned career field (functional) leaders, set forth with specific requirements in terms of DAU training, experience and in some career fields, education required to be certified. Additionally, DAWIA created the Defense Acquisition Corps in §1731 with specific education requirements identified in §1732. The evaluation of DAU training courses for semester college credit recommendations facilitates workforce members meeting these education requirements.

1.3 Scope

1.3.1 The contractor shall be responsible for: evaluating a variety of DAU training courses that are delivered via distance learning and/or residential resources for the purpose of making semester college credit recommendations; maintaining records and files on these evaluations and recommendations; publicizing these recommendations; and actively assisting colleges, universities, students, and other appropriate agencies and representatives in understanding and using the credit recommendations and evaluations.

1.3.2 The contractor will provide a transcript service accessible to personnel who complete DAU training.

2 General Requirements This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

2.2 Business Relations

2.2.1 The contractor shall successfully integrate and coordinate all activity needed to execute the requirement.

The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.2.2 The contractor shall establish or have direct access to a policy-making commission to provide national-level, professional guidance to the project staff. The commission must be generally representative of postsecondary education in the United States and will consist of persons who serve as executive officers of academic and professional organizations, staff, or administrators of regionally accredited institutions or statewide systems of higher education, or have comparable professional status. At least two-fifths of the members of this commission or advisory committee shall represent accredited institutions or professional organizations directly involved with or participating in the voluntary education programs of the Military Services. The Commission shall meet periodically.

The purpose of the Commission is to ensure the efforts of the Contractor receives the support and approval of agencies and institutions which are representative of postsecondary education, nationwide; ensure the Contractor follows educationally sound and acceptable procedures; and provides a forum where civilian and military educators can consider the issues involved with the tasks of this statement of work.

2.3 Contract Administration

The contractor shall respond to Government requests for contractual actions within 10 calendar days. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders.

2.4 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

2.5 Location and Hours of Work

Accomplishment of the results contained in this PWS may be accomplished at various contractor, subcontractor facilities (mainly in the continental United States) or wherever appropriate internet access can be obtained by the contractor or subcontractors. Normal workdays for the DAU points of contact or the Contracting Officers Representative (COR) are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day, 40 hours per week. Core hours of work are from 0900 to 1500 EST daily. The contractor may permit work to be accomplished at any time conducive to the contractor or subcontractor however, if the contractor needs real time communications with the DAU point of contact or the COR, those real time communications should occur during normal work hours.

3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.

3.1 Evaluation of DAU Training Courses

3.2.1 The Contractor shall conduct virtual reviews of DAU training courses available to the Defense Acquisition Workforce and industry personnel supporting the Department in groupings of no more than six (6) individual training courses. The courses may be grouped into no more than two separate general areas of academic instruction, e.g., 3 courses related to information technology and 3 courses related to contracting or any other combination to generate 6 courses for a review. The purpose of the evaluation is to translate the successful completion of the DAU courses and the demonstrated educational attainment into postsecondary semester college credit recommendations.

3.2.2 Evaluations will be conducted by teams, of at least two (2) evaluators per academic area, selected by the contractor, who are subject-matter specialists in the academic area(s) under consideration. As appropriate, evaluators will be selected from accredited colleges and universities, professional associations, regional accrediting associations, state departments of education, and state credentialing, licensing, and certifying agencies.

3.2.3 Evaluators shall have formal training and/or experience in the area to be evaluated. At a minimum, the evaluators should have at least five (5) years teaching experience, and/or curriculum development specific to the academic area of the course and occupational learning outcomes. Evaluation of distance learning courseware will also have a background in distance learning curriculum development and/or delivery. Evaluation teams shall be comprised of members representing a wide variety of postsecondary institutions. The contractor shall determine the qualification of the proposed evaluators and ensure they meet the minimum requirements set above. The contractor shall provide training and orientation of the evaluation process and reporting procedures to the evaluators.

3.2.1 Within 21 calendar days of contract award and the exercise any option years, the contractor will provide a listing of all active, inactive and expired credit recommendations for review by DAU to determine which ones, if any, should be moved from the active listing and placed into inactive status. DAU will provide feedback to the contractor within 21 calendar days after receipt. The number of active courses to be displayed in the National Guide (the contractor’s public listing of courses with credit recommendations) after DAU provides feedback will determine the annual maintenance fee for billing purposes. See paragraph 7 for definition of active, inactive and expired.

3.3 Coordinating Reviews and Results

3.3.1 Each review period will be established as separate optional CLINs which can be exercised at any time during the contract period. The period of performance of the review CLIN cannot exceed nine (9) months past the termination of the contract.

3.3.2 The contracting officer’s representative (COR) will coordinate each review period with the contractor by providing at least 45 days’ notice of intent to submit to a review. Typically, a review period will start on a Monday and end on the following Friday. Included in the notice will be a listing of courses intended for the review.

3.3.3 Contractor has 14 calendar days (two weeks) from the submission of the courses for a review to accept or reject the composition of courses based on whether or not the review can reasonably be conducted by one or two review teams. If the composition of courses is such that it would require the constitution of more than two teams of subject matter experts to properly conduct the review, the Contractor may reject the request and advise DAU of the discrepancy so that a substitute course(s) may be identified.

3.3.4 At least 14 calendar days (two weeks) prior to the start of a review, DAU will complete and deliver to the contractor, the contractor’s course data review forms, or facsimile, for each course to be reviewed.

3.3.6 DAU will support the execution of a review by providing technical assistance for access issues the evaluators may encounter as well as respond to evaluator inquiries regarding the courseware under review.

3.3.7 The preliminary results of an evaluation will be delivered to DAU at the conclusion of the evaluation period. See paragraph 5 for report details.

3.3.8 The reviews final report is to be completed and delivered to DAU within 21 days after the review period has ended. See paragraph 5 for report details. DAU will review the report for accuracy of course information and accept or reject the report within 7 days of receipt. If rejected, DAU will provide necessary feedback to correct the report.

3.3.9 Credit recommendations will be expressed in terms of semester credit hours and further articulated as lower division or upper division for undergraduate work and/or graduate level along with an appropriate area or academic field of study.

3.3.9.1 For any course that receives a conditional recommendation, the contractor will describe the corrective action required and provide DAU 90 calendar days from acceptance of the final report to take corrective action and notify the contractor that the deficiency has been corrected. The contractor at that time will accept the notification or cause the review team to determine if the corrective action was adequate in order to remove the condition and assign the recommendation.

3.3.10 Credit recommendations will be published, accessible (at no cost) to the public within 21 calendar days after government acceptance of the final report and include: The DAU Course ID and Title, the contractors ID; the Credit Recommendation as outlined in the task as well as: a synopsis of the learning outcomes; instructional methods; related competencies and effective dates of the credit recommendation.

3.3.11 Credit recommendations are to be in force for 60 calendar months. The starting date will typically be the 1st day of the month the review was conducted. Upon request of DAU, the contractor may consider a start date no more than six (6) prior to the month of the review.

3.3.12 Within 45 calendar days of a change to an active DAU course with credit recommendations, DAU will report to the contractor, in writing, all changes made to course identifying information, delivery methods, as well as any substantive changes in course outcomes, design, and/or assessment methodology. Within 30 days after notification, the contractor in turn determine if a Technical Review is required in order to update the credit recommendation.

3.3.13 The contractor reserves the right to review any program, at no cost to the government, and terminate their recommendation upon finding that the program or its course offerings have substantially changed or are inconsistent with the contractors standards. The contractor will provide such determination in writing with the termination date and the justification for termination. DAU will then take appropriate steps to remove and/or appropriately update any public notices regarding the impacted course(s).
