DOD Rapid Innovation Fund – Amendment 0001 8

Requirement#: TRANSCOM-17-BAA-RIF-0003 Sponsor: Air Mobility Command (AMC)/A3C Title: Information Assurance (IA)/Cyber Protection for Mobility Air Force (MAF) Aircraft Military System or Acquisition Program Customer: Airlift and Tanker Aircraft. HQ AMC A5/8. Air Force Life Cycle Management Center (AFLCMC) Mobility Directorate Description: AMC/A3 requests an AF-approved Information Assurance (IA) and Cyber Security solution for protecting C2 information using text chat, email, and web-browsing applications by MAF aircrew operating MAF aircraft. The small business solution would provide IA/cyber protection for all devices leaving the airplane. Examples would include electronic flight bag, Real Time Information in the Cockpit (RTIC) when installed on MAF aircraft and utilizing military satellite communications (MILSATCOM) aircraft radios (e.g., Mobile User Objective System [MUOS] and/or wideband high frequency [WBHF]) for SECRET Internet Protocol Router Network (SIPRNet) connectivity to the Department of Defense Information Network (DoDIN). IA/cyber solution would allow MAF aircrew to connect to DoD-hosted text chat, email, and web-browsing applications. AMC would like the IA/cyber solution to be scalable, be hosted by aircrew mobile devices (e.g., classified laptop computers) connected to commercial SATCOM radios (e.g., Iridium, Inmarsat, Swift Broadband) on MAF aircraft. MAF aircraft would include: C-17, C-130J, C-130H, C-5, KC-135, and KC-10.

MAF aircrew and aircraft operate in contested, congested and dynamic global and geographic theater environments. MAF aircrew and aircraft are operating in higher threat environments as they provide more direct support to the warfighter. The limited, unprotected communications -usually only voice - from C2 agencies to MAF aircraft put the mission at risk of failure. Often aircrew receive changes to weather, threat conditions, diplomatic clearances, airfield restrictions, and mission tasks too late to positively influence the desired objectives. Voice communications are hampered by incomplete global coverage, tenuous connectivity, and lacks protection for sensitive, controlled unclassified and classified mission information. The need for secure airborne communications accessible through classified networked data capabilities on MAF aircraft has grown out of recent operational experience and humanitarian support missions.

Missions flown by MAF airlift and tanker aircraft must operate in the same airspace as joint and coalition combat air forces and in airspace controlled by military and civil aviation authorities

(CAA).
