SOURCES SOUGHT
A. Purpose:
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking firms doing business in North American Industry Classification System (NAICS) code 611430- Professional development training.
B. Introduction/Background:
The Immediate Office of the Secretary of Defense is the principal staff element to the Secretary of Defense in the exercise of policy development, planning, resource management, and fiscal and program evaluation responsibilities. This organization includes the Offices of the Secretary and Deputy Secretary of Defense, the Executive Secretariat and such other staff offices, which the Secretary designates to assist in carrying out assigned responsibilities. The Director, Secretary of Defense Communication (SDC) is responsible for ensuring the Secretary of Defense can perform his mission essential functions regardless of location and threat scenario. Through this official and his staff, support activities will be assigned and controlled.
C. Objective: The overall objective is to obtain on-site training for SecDef Cables personnel on various aspects of emergency conferencing capabilities required by the Secretary of Defense.
WHS/AD seeks responses from firms to include small businesses in all socio-economic categories. Successful firms must demonstrate in their response the ability to perform the following:
Provide training in accordance with the manual, Emergency Action Procedures of the Chairman of the Joint Chiefs of Staff, Volume VI, title: Emergency Conferences, (Volume VI) and other appropriate references on the following topics:
1) Nuclear command and control (NC2) operations
2) Volume VI conferencing
3) Role of the National Military Command Center (NMCC) in conferencing
4) Functionality of the Defense Red Switch Network (DRSN) Integrated Services Telephone (IST) and Enhanced Communications Console (ECC)
5) Features of the devices
6) Conference building
7) Proper handling and security
D. Response Requirements:
Responses to this notice must include:
1. Company name, address and phone number
2. Contractor and Government Entity (CAGE) code and DUNS number
3. Primary Point of Contact name, phone and email address
4. A summary description that demonstrates the ability to meet the aforementioned objectives. Respondents should provide complete responses to each objective addressed above.
5. If respondent has a government contract vehicle such as a Federal Supply Schedule or other government-wide use contract that would address the scope of this requirement, please indicate contract number in your response.
6. Questions Submission: Interest offerors must submit any questions concerning this Sources Sought Notice no later than 11:00am (EST), Thursday, August 20, 2015.
E. Deadline:
The Government requests interested parties to submit a letter of interest and statement of current ability to supply the above service via email with the subject line “SecDef Training Requirement” to John W. Crawford at john.w.crawford1.civ@mail.mil by 11:00 am (EST), Friday, August 21, 2015.

This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. Failure to submit information in sufficient detail may result in considering a firm as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriate for this requirement. Respondents are advised that the Government be under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
At this time, no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION and DO NOT SUBMIT OFFERS.
