STATEMENT OF REQUIREMENTS

HOSPITAL TELEVISION

SERVICES

USA MEDDAC - AK

FORT WAINWRIGHT, ALASKA

March 10, 2022

1.0 PROJECT DESCRIPTION: Contractor shall provide a standalone system that will provide television to the Bassett Army Community Hospital BLDG 4076 located on Fort Wainwright, Alaska. Required service has to be non-streaming or WIFI due to enhance security on Military Installations. Contractor will be required to provide this service in designated areas in the facility, and they are:

a. In - patient rooms in the Mother Newborn Unit (MNU) – 12 Rooms

b. In – Patient rooms in the Medical Surgical Unit (MSU) – 23 Rooms

c. Four (4) waiting areas (Pharmacy, Family Practice, Emergency Department, and LAB/XRAY.

d. An additional 11 areas will be as follows:

a. 1st Floor – ENT waiting area, RAD breakroom. (2)

b. 2nd Floor – Dental Clinic waiting area, Dental Clinic breakroom, Protection Division, Human Resources waiting area, APU/PACU waiting area, OR breakroom, MNU breakroom. (7)

c. 3rd Floor – Command waiting, DCA office. (2)

1.1 The contractor will be required to supply additional COAX in the building if what is currently in place does not adequacy provide the television signal to each television. The contractor is also required to provide a standalone system to receive information from their product sending it directly to televisions located within the areas listed above. If for any reason, the contractor has to create any additional penetrations on the exterior or interior of the facility they will be responsible for sealing those penetrations with the proper fire protection.

a. There will be no changes made to the television services in any of the listed locations without prior approval of the Contracting Officer (KO). If the vendor makes any changes without obtaining prior approval from the KO, the government will not be responsible for the associated charges.

b. The contractor is not responsible for providing the televisions they are furnished by MEDDAC, and already in the areas requiring connection.

c. The contractor shall provide continuous access to television services throughout the period of performance.

2.0 The service that is to be provided for the hospital will have a mixture of news and entertainment without access to any of the specialty movie channels such as; HBO/Starz/Cinemax or any other channels that would be an additional cost for the government. At a minimum, the contractor must provide the following programming:

a. 1 Food channel; 1 History channel; 1 Science Fiction channel; 3 Family Friendly channels; 2 Sports channels; 2 National News channels; 2 Local News channels; 2 Cartoon channels; 2 True Crime channels; ABC; CBS; CW; NBC channels.

b. The desired number of channels is at least 40, and they will have to include the types of programs listed above.

2.1 All work, will be performed by trained employees during regular working hours Monday – Friday 0800 – 1500. Contractor will provide Call Center Coverage. Contractor will be required to replace any defective equipment during the life of the contract.

2.2 Contractors will be issued MEDDAC Visitors ID badges if they are required to be in the building longer than 2 hours. These badges shall be worn at all times while working in MEDDAC facilities.

a. At no time can any pictures of ANY MEDDAC-AK Facilities be published on any social media places without approval from our Emergency Manager Ralph Wineland 907-361-5873, or our Security Chief Ray Heuer 907-361-5207.

2.3 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

2.4 Antiterrorism Requirements. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. 2.5 iWATCH. The Contractor and all associated sub‐contractors shall brief all employees on the local iWATCH, Corps Watch, or See Something, Say Something program (training standards provided by the requiring activity Antiterrorism Officer). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the KO.

2.6 Operations Security (OPSEC) Training. Operations Security Level I OPSEC must complete annual OPSEC awareness training which is available at: https://securityawareness.usalearning.gov/opsec/.

3.0 PAYMENTS: Contractor shall use WAWF and input invoices as a 2-in-1 invoice.
