This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2017-599 and the solicitation is issued as a request for quotation (RFQ).
This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items;
and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 01-19-2017.

(v) Refer to the attached Purchase Description for project requirements.
The National Center for Advancing Translational Sciences (NCATS) has invested hundreds of thousands of dollars in several acoustic dispensing instruments. These instruments are capable of transferring small volumes of liquid (in the nL range) from a source plate to a destination of plate of any well density. These capabilities have enabled the establishment of Matrix screening where multiple compounds or drugs are screened against one another in a dose response fashion. Over time this has become a standard method of screening at NCATS and is one of the core technologies provided by the Research Service and Support (RSS) group. Over time, the adoption of acoustic dispensing has grown beyond just being used for Matrix screening to a variety of other applications, increasing the need for a diverse set of instruments to keep up with growing demand. This demand became even more pressing upon completion of the NIH Small Molecule Repository contract (HHSN271201200003I-HHSN27100001) with the work previously being performed by Evotec Inc. now becoming the responsibility of NCATS.
A key piece of equipment put into use during the course of the contract was a LabCyte Echo acoustic dispenser which has now become a critical component of a variety of RSS operations involving the creation of assay ready plates.
The purpose of this acquisition is to obtain a fully automated robotic workstation capable of performing cherry-picking, dose-response (in both single and multiple agent fashion), reformatting and replication of compound libraries using acoustic dispense technology into SBS-standard microplates.
(vi) Refer to attached Purchase Description and Evaluation Criteria documents for additional details.
(vii) Anticipated period of performance: Work to begin 30 days ARO
(viii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.
