QUESTION: Item 1: Do they really need 50x? 90% low power microscopy is conducted at 20x-30x. Most field microscopes are single objective 20x and ideal for Grades 1-2. 50x = higher cost ANSWER: 20X up to 50X is acceptable (see expanded detailed description)

QUESTION: Item 2: Are they prepared to consider a Dino-Lite digital microscopes as this is the only way to achieve their specification. Traditional upright digital stereo microscopes only achieve 45x-50x or double that with a 2.0x barlow lens.

QUESTION: Item3: Are they willing to consider a standard microscope plus digital microscope camera as opposed to an integrated digital microscope? The advantage is that a new camera can be attached at any time - bearing in mind that camera technology improves every 5 months while microscopes change every 500 years! The disadvantage is that the microscope camera can walk!

QUESTION: Item 5: Impossible to quote on as does not specify compound or stereo microscope. I suspect that they require a compound microscope, but they need to specify objectives required etc.

QUESTION: Regarding item 0001; can you tell me if the description is describing a stereo microscope or a compound scope. Asking for 50x in a field/classroom scope for grades 1-2 is very demanding ANSWER: Can be either; must be a simple introductory microscope that meets specified requirements. (see expanded detailed description)

QUESTION: Can you describe “detachable scope that attached to a stable removable base”? I believe you’re asking for a stereo microscope head that attaches and detaches from a portable stand?

ANSWER: Yes, microscope head detaches for outside use and can be reattached to a stable base for inside use. (see expanded detailed description)

QUESTION: I just wanted to know if you have product reference numbers for the items requested.

ANSWER: No

QUESTION: Do you know when the items are expected for delivery?

ANSWER: Delivery shall be no later than 15 November 2010.

QUESTION: I also need to know if the specification can be slightly different as far as magnification goes; for example, instead of 10X to 200X can it be 20X to 225X?

ANSWER: Must be at low as 10x and high or higher than 200x (see expanded detailed description)

QUESTION: there is a major discrepancy between page 5, item # 0005 and the distribution list. Page 5 states 6 units but the distribution list adds up to 61 units. I think the 1 was left out of 61 on page 5 ANSWER: The Quantity for Line Item 0005 is 61.

QUESTION: How long will vendor have from time of order receipt to deliver the microscopes to the respective locations?

ANSWER: Delivery shall be no later than 15 November 2010.

QUESTION: Will the contract consist of ONE order requiring delivery of ALL microscopes to each location at ONE time, or might there be multiple orders requiring multiple deliveries?

ANSWER: There will be one order for a one-time delivery. See Attachment A for distribution, addresses and quantities.

QUESTION: Line Item 0001 specifies a 50x objective only: Is the one 50x magnification the sole objective/lens requirement or should Line Item 0001 be a compound microscope? Is there a monocular/binocular requirement for Line Item 0001?

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award firm fixed price purchase order(s) resulting from this solicitation to the responsible offeror(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered at a price that is both fair and reasonable to the Government. The Government will not pay a price it considers to be disproportionate to the benefits associated with the proposed services. The Government may make multiple awards based on lowest total price including shipping for each line item. If multiple awards are made, no award will be made for less than $3,000.00.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
