5. Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited.
The mission of U. S. Customs and Border Protection (CBP) Air and Marine Operation (AMO) is to protect the American people and the Nations critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs, and other contraband toward or across the borders of the United States. To meet its mission, AMO utilizes a unique combination of authorities, capabilities, and expertise in the air and maritime environments.
AMO is required to be able to fly day and night in support of operational requirements and requires helicopter landing platforms that are safe for pilots and maintenance personnel.
AMO requires ten (10) new lander platforms that are Buy American Act compliant, electric, do not require the use of tugs to transport and have added safety features that would reduce the opportunity to damage aircraft. Materiel Readiness needs electric landers that are maneuverable and that do not require the use of tugs. Through market research, Materiel Readiness has identified Heliwagon as the only manufacturer that would meet agency requirements. Heliwagon supplies landers that are electric, have lights installed, are highly maneuverable, low profile and have added safety features that would reduce the opportunity to damage aircraft. This is the only helicopter mover that is not required to be pushed under the aircraft. Using the Heliwagon lander will prevent damaging the camera and communication antenna.

Sole Source Justification for Simplified Acquisitions exceeding the SAT including brand name Rev. 4/2022 compliance with the Buy American Act, Heliwagons landing platform is the only product that meets the Buy American Act domestic end product requirements of FAR 25.101(a).
