Project/Program Name: 2019 DoD Warrior Games, Tampa Convention Center (TCC) Security Services (Allied Universal)

Section B: Description of the Supplies/Services Required

U.S. Special Operations Command (USSOCOM) will host the 2019 Department of Defense (DoD) Warrior Games June 21-30 in Tampa Bay, Florida. A few events will take place in downtown Tampa, FL on 22-28 June 2019 at the Tampa Convention Center (TCC) 333 S Franklin St, Tampa, FL 33602. Approximately 300 wounded, ill, injured service members and veterans will participate in these competitions. The athletes will represent the United States Army, Marine Corps, Navy, Air Force, and Special Operations Command. Athletes from the United Kingdom Armed Forces, Australian Defense Force, Canadian Armed Forces, Armed Forces of the Netherlands, and the Danish Armed Forces will also compete.

There is an increased threat stream and Force Protection Condition during Warrior Games 21-30 June 2019. With a lack of jurisdiction and organic capabilities, USSOCOM will depend on Allied Universal Security (Allied) to fill these Force Protection Conditions postures. The Allied teams present a unique and critical skill set for searching for any weapons, ammunition, explosives, knives, other prohibited items or threats in and around the TCC. The Allied teams will be tasked with conducting random patrols, conducting badge checks, bag inspections and access control throughout the venue area that the Warrior Games will be utilizing in and around the convention center. Allied will provide crowd control at the main entry points of access the Warrior Games areas. In the case of an increased threat or suspicious activity, Allied will initiate their predetermined security protocol and secure the area, athletes and attempt to preserve life and limb of all personnel in the vicinity.

A corresponding Purchase Order will be created with one CLIN (0001) for Attached to the order will be a Statement of Work and a detailed schedule identifying the dates, locations and positions to be funded under CLIN 0001.

Section C: Justification for Soliciting from a Single Source

Tampa Police Department (TPD) is the only local agency with law enforcement jurisdiction over the TCC. TPD services will be used to provide security and law enforcement support, but they cannot provide all security services.

The TCC maintains an exclusive in-house agreement with Allied to supplement and enhance security needs. Allied is the only in-house provider permitted to conduct security services at the TCC.

Section D: Efforts to Obtain Competition

Market Research indicates TPD is the sole local law enforcement agency with jurisdiction over the TCC and Allied Security has an exclusive agreement with the TCC for security services.

Section E: Steps to Preclude Future Single Source Awards

Allied is the sole in-house provider for security services at the TCC so no steps that can be currently taken to preclude future sole source awards for security services at the TCC.

I have determined, in accordance with 10 USC 2304(f) as implemented in FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
