Q1) Will the new SMART boards purchase be installed as stand-alone systems or integrated with existing GFE A/V systems? If so will the Government provide equipment lists in advance of the install?
A1a) This varies based on the individual school requirements.
A1b) If this option is selected, the Government will provide equipment lists in advance of the install.
Q2) What type of material are the walls made from? i.e. drywall, concrete block?
A2) Wall construction varies based upon the individual school. Wall construction may be gypsum board, CMU or reinforced concrete.
Q3) What type of material are the ceilings made from?
A3) Ceiling material varies based upon the individual school. Generally schools have dropped ceilings with acoustical tile, which may or may not be accessible.
Q4) Is the portal required to authenticate the authority to place orders?
A4) Offerors are requested to provide their best approach for meeting or validating this requirement.
Q5) Is the Government going to provide a list of authenticated personnel?
A5) If required, the Government will provide a list of authorized personnel, but offerors are requested to provide and explain their approach for the handling of this type of action.
Q6) Will the specific format of the Monthly History Report be provided by the Government or can it be provided in contractor’s format provided it includes: date of order, copy of order, order amount and shipping amount, of all online orders?
A6) The Contractor can propose a format which is subject to approval and adjustment by the Government representative.
Q7) What is the average ceiling height?
A7) Ceiling height varies based upon the individual school. Generally classroom ceilings are 8 – 10 ft high. Other areas may have higher ceilings with varying heights.
Q8) What are the working hours of the facility to be installed?
A8) Working hours vary school-by-school. Generally 0800 – 1600.
Q9) Is there a Security Clearance needed for onsite personnel?
A9) No. Generally, contract personnel for product installation will need to provide documents in advance before base access can be granted. This action will be coordinated with the Government representative before the start of work.
Q10) Is there onsite storage of equipment and tools available?
A10) Contractor should be prepared to provide their own tools. Storage space varies from school to school and storage space cannot be guaranteed.
Q11) What is the completion date of the project from start to finish?
A11) This is a firm-fixed price requirements contract. As DoDEA Pacific customers have requirements for SMART technologies and products, we will place a delivery order against the resultant contract so each project will have its own start and finish date.
Q12) Is there a designated location of the display to be installed in each room? Will the contractor be responsible for evacuating existing equipment if any?
A12a) No, this varies classroom by classroom. Each school will designate the location of equipment.
A12b) The contractor may be responsible for removing existing equipment that may be mounted in a particular location. The disposal of the equipment will be handled by the Government.
Q13) How will the system be used? Class size and typical operation?
A13) The systems will be used in a variety of ways. Generally, the products will be mounted in a classroom for teacher and student use. A typical classroom has 25-30 students.
Q14) What is the installation schedule and availability?
A14) Installation shall occur as needed in accordance with paragraph 6.0 of the specifications document.
Q15) What is the distance between the local PC and SMART board?
A15) This varies school to school.
Q16) Are there minimum requirements for the contractor provided warranty or will support of the manufacture warranty be sufficient?
A16) Please see paragraph 5.0 of the Specifications Document in Section C of the solicitation.
In addition, please see Section L, Technical Proposal Submittal Requirements at Factor 3, Technical Capability, Item 3) which states that the Offeror shall provide a written description of their proposed warranty service.
Q17) If the contractor is to provide warranty service beyond the manufacture how many years are required?
A17) Please see response to Question 16) above.
Q18) Are there any page limitations on the technical or price proposal?
A18) The submission must provide sufficient information in order for the Government to assess the Offeror’s level of experience and capability to successfully perform the requirements off the contract. No pages limitations have been stated.
Q19) Under the Installation (As-Needed) CLIN should estimated travel costs such as flights and per diem be calculated in as well?
A19) If the offeror proposes travel and per diem as part of their approach to performing the as-needed installation requirements, then the offeror should incorporate whatever costs are deemed appropriate.
Q20) What level of operational functionality is the Government anticipating the ordering website to have at the proposal stage? We understand that the full functionality to meet specification paragraph 2.1 requirements will be required within 60 days of award. However, we are wondering how developed the website must be pre-award for proposal purposes?
A20) Offerors need to demonstrate that they can launch and sustain an on-line ordering website. Please see Section L of the solicitation at Factor 1 – Technical Capability, Item 2) which details information concerning the website requirement.
Q21) Is there a font size or style requirement?
A21) The text font size shall be no smaller than size 11. This will be amended in the solicitation.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
ADDENDUM
FAR 52.212-1, paragraph (b) is supplemented and paragraph (c) is replaced as follows:
(b) General Instructions to Offerors
1) The following instructions to offerors are to ensure submission of information necessary for the Government to fully understand and evaluate proposals. Offerors are cautioned to follow the detailed instructions carefully and provide technical information that clearly shows that the deliverables provided meet the Specifications Document in this Solicitation as the Government reserves the right to make award based on initial offers received without discussions of such offers. To aid in the evaluation process, proposals shall be complete, comprehensive, and clearly presented.
2) Proposal Submission. Proposals shall be submitted via e-mail to the Contract Specialist, Georgette Hendricksen at the following address: E-Mail Address:

Documents shall be compatible with Windows 7, Microsoft Office 2010, and Acrobat X pro. Offerors may submit an electronic version of proposals via compact disc(s).
The type of text font for proposal submissions shall be no smaller than font size 11.
NOTICE: DoDEA Pacific has a size limitation of 10 MB for each email to a DoDEA Pacific e-Mail addressee. The offeror is solely responsible for ensuring that the offeror's proposal or correspondence successfully transmits to, and is received by, its intended DoDEA Pacific e-Mail addressee. The offeror is advised to immediately contact the intended email addressee for acknowledgement of email receipt.
3) Content of Proposal. As a minimum, offerors must submit the following along with their proposal.
a. The signed and dated Standard Form (SF) 1449; page 1, blocks 30a, 30b, and
30c,
b. Technical Proposal,
c. Past Performance Information,
d. Attachment 1- ELINs completely filled out,
e. A complete copy of all Representations and Certification (52.212-3) or statement that Reps and Certs are in ORCA. (Reference Section K of this document).
f. A complete offeror’s information sheet (as provided in Section K in this solicitation).
4) Special Proposal Instruction: All information must be in English to be considered for award.
5) Signed and dated proposals must be submitted before the local date and time Japan Standard Time (JST) specified in Block 8 of SF-1449.
6) Period of Acceptance of Offers. The offeror agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of the price proposal.
7) System for Award Management (SAM): Active SAM registration is required for both current and potential contractors in order to be awarded contracts by the U.S. Government. Visit the SAM website at https://www.sam.gov/portal/public/SAM/ to update, renew or register.
SUBMITTAL REQUIREMENTS:
A. TECHNICAL PROPOSAL SUBMITTAL REQUIREMENTS:
The submission must provide sufficient information in order for the Government to assess the Offeror’s level of experience and capability to successfully perform requirements of the contract. Factor 1 – Technical Capability and Factor 2 - Past Performance submittals must be included in the offer in order to be considered for award. The offer should be tabbed and organized to include the following information as follows:
Factor 1 – Technical Capability
1) The Offeror shall provide a detailed narrative which addresses their technical approach and capabilities in furnishing the SMART products listed at Attachment 1 of the solicitation.. The document shall include a thorough description of the products being proposed and detail the offeror’s approach to providing the as-needed installation of the products and ensuring delivery of the products to any DoDEA Pacific location.
2) The Offeror shall provide a description of their proposed web-site for the ordering of itemized products and detail how ordering procedures shall be conducted from start to finish. The offeror shall explain how they will oversee ordering and management of the contract. Include complete information about their virtual catalog in accordance with Paragraph 2.1 of the Specifications Document. A flow chart or diagram can be included to clarify the information. In addition, the offeror shall certify that the web-site will be fully operational within 60 days of contract award.
3) The Offeror shall provide a written discussion of their warranty service. Describe the equipment’s practicability, reliability and dependability as it meets all of the requirements as stated in the Specifications Document. Include a brief discussion of any anticipated problems, along with potential recommended approaches for item replacement.
Factor 2 – Past Performance.
The Offeror shall provide at least three (3) Past Performance References. These references shall be from relevant contracts, subcontracts and/or task orders accomplished within the past five (5) years.
These efforts should be similar in type, size and complexity as the requirements of this contract.
The following information shall be included as applicable:
1) First and Last Name of Reference
2) Company or Organization of Reference
3) Job Title of Reference
4) Phone Number(s)
5) Email Address of Reference
6) Description of Service Provided to Reference, including location of service and relevancy to the requirements of this solicitation effort, if not obvious
7) Contract/Task Order Number, if any
8) Date(s) or Period of Performance service was provided
9) Total Contract and/or Task Order Value of Services and/or Supplies Provided
*Please note that if an offeror does not have (3) Past Performances references to submit in accordance with the above submittal requirement, the offeror shall note this information in their Technical Offer, or the offer will be found non-responsive for this evaluation factor.
B. PRICE PROPOSAL SUBMITTAL REQUIREMENTS:
1) Completed Section B of the solicitation with the virtual catalog URL and Government discount (if offered) for the base year and 4 option years completed.
2) Completed Attachment 1 ELINs document with complete price proposal for brand name products, to include shipping rates for base year and 4 option years. All items must be priced.
