Seat Licenses for K-8 Virtual School
1 General Information
1.1 Agency
1.1.1 For school year (SY) 2020-21, the Department of Defense Education
Activity (DoDEA) will provide PK-12 instruction to approximately 69,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain and Italy. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
In addition, DoDEA operates fully accredited Virtual High School with teaching hubs in each DoDEA region: Americas, Europe, and Pacific.
1.1.2 DoDEA schools have various grade configurations, with the most common being PK-5, 6-8, and 9-12. Of DoDEA’s 159 brick-and-mortar schools, 100 schools have students in at least three of the grades K-5; 62 schools have at least one grade 6-8; and 40 schools have grades 9-12. Of the 6-8 schools, nine are part of a K-6 or PK-6 school.

* These enrollment figures do not include the roughly 3,330 K-8 students that are served via the Non-DoD Student Program (NDSP), which will be factored into the estimated course numbers in the table, per PWS 1.3.5 below.
1.1.3 DoDEA has adopted College and Career Ready Standards (CCRS) in literacy, mathematics, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), and the C3 Framework for Social Studies State Standards (C3). DoDEA music, art, and physical education courses are also aligned to the national standards for each subject.

1.2 Background
DoDEA has procured seat licenses from various vendors for our Virtual High School. DoDEA has never procured seat licenses for K-8 courses.
1.3 Scope of Work
1.3.1 Overview: DoDEA requires seat-based licenses for K-8 online courses that will be taught by DoDEA teachers in order to (1) provide core elementary and middle school courses and electives during the school year and summer and (2) support blended learning opportunities in DoDEA’s brick-and-mortar schools. For the yearlong courses, DoDEA expects each K-8 student to take the courses listed in 1.3.2 and 1.3.3. For the summer school courses, DoDEA will provide the courses listed in 1.3.4. All courses are expected to be commercial off-the-shelf (COTS). All courses shall be aligned to the appropriate national standards, per PWS 1.1.3 and Technical Exhibit 1, 1.4.2.
1.3.2 Elementary School courses: DoDEA requires six levels (K-5) of English language arts, mathematics, social studies, and science. For the electives, DoDEA also requires at least three electives such as art, music, and physical (health) education courses—offered optimally one per grade level (K-5).
1.3.3 Middle School Courses: DoDEA requires three levels (6-8) of English language arts, mathematics, and science. For social studies, DoDEA requires The Eastern Hemisphere (G6), History of the United States I (G7), and History of the United States II (G8). For the electives, DoDEA also requires of at least three electives such as keyboarding, art, music, and physical (health) education courses—offered optimally one per grade level (6-8).
1.3.4 K-8 Summer School Option: Based on the pandemic situation and other factors, DoDEA may offer 4-week long summer courses in English language arts/reading, mathematics—nine levels each. DoDEA may also offer one elective course for K-5 students and one elective for 6-8 students. These COTS courses will be taught by DoDEA teachers.
1.3.5 Number of DoDEA and NDSP K-8 Students: The numbers are primarily dependent on the status of the COVID-19 pandemic. Twenty percent is the estimate for the base year, although contingency plans are being made for 2%-100% of students requiring virtual schooling. The estimated enrollment is shown below:
