Vendor Questions and Government Responses – Questions 1 through 14

Q1. How do we best show a total subscription cost for K-12 that is more budget friendly than separately pricing out K-5 and 6-12?

A1. Vendors are encouraged to provide discounts where applicable and possible for the Government's requirement. Please follow the instructions on (b)(6) Factor 3 Price, when filling out your pricing position.

Q2. What is the best format for providing optional add-on database subscriptions beyond the basic subscription package supporting each user group / content area?

A2. Please include the information for Q2 in your technical capability detailed narrative -see 52.212-1 Addendum.

Q3. Can DODEA please confirm the audience for the Virtual Professional Learning (librarians, teachers, and/or students)?

A3. Audience will consist of DoDEA educators and faculty.

Q4. Can DODEA provide additional clarity on the content for the Virtual Professional Learning requirements. Are the expectations that the training be focused on product knowledge and/or applicability to curriculum requirements?

A4. Please review Section 2.5 of the Specifications Document. Training can be focused on product knowledge and how it has applicability to the curriculum.

Q5. Can DODEA please provide additional clarity on the quote format? Should vendor quotes be organized into one document for Factor 1 and Factor 2? Additionally, regarding the narrative for Factor 1, should vendors follow the outline as presented on pages 22-23 of the solicitation document when organizing their response?

A5. Again, you are directed to the Government's submittal instruction at 52.212-1 - Factor 1 and its sub-factors make up the narrative for Technical Capability. Factor 2 requests Past Performance vendor information. Please submit accordingly.

Q6. If a vendor has a pre-populated VPAT/GPAT for their proposed solution, may that be submitted in place of Attachment 4 (GPAT form)?

A6. Yes, as long as it responds to this RFQ for evaluation.

Q7. Can a single K-12 resource be offered to combine Item 0001 and Item 002 if the proposed resource meets the combined criteria?

A7. Vendors are advised that they need to provide a quote for a single price/resource for a total K-12 requirement but also include quotes for a separate K-5 and a separate 6-12 requirement if they choose to do so.

Q8. Under Section 1449, pricing options, we do not see a pricing option for all grade levels K-

12. May we include a pricing plan for products that are applicable to all grade levels, K-12, in the same format as specified for Grades K-5 and 6-12.

A8. See A7 above for a response to this question.

Q9. Also, please confirm that we are to supply once price point for the package of products we are developing for each group K-5 and K-12.

A9. See A7 above for a response to this question.

Q10. Can you please clarify if the 35-page requirement is just for the Technical Capability (Factor 1), or does this page requirement also include Past Performance (Factor 2) and Pricing (Factor 3)?

A10. The 35-page limitation requirement applies only to the narrative under Factor 1 Technical Capability along with its three subfactors.

Q11. Is the Government looking for a virtual reference library or looking for a curricular platform for the listed areas? Also, can we just submit for 6-12?

A11. Please see Answer for A7. for the submission portion of your question. We are looking for a virtual reference library not a curricular platform.

Q12. Can we strike Clause 52.204-10 Reporting Executive Compensation and First-Tier Subcontract Awards (Page 20)?

A12. No, the clause cannot be stricken. The clause is required.

Q13. Can we strike Clause 252.247-7023 Transportation of Supplies by Sea (Page 21)? This contract is for electronic products and databases, so this is not applicable.

A13. The clause is required. This is an applicable Government clause according to our Federal Acquisition Regulation (FAR) and must remain in the solicitation/resultant contract. This requirement is categorized as a commodity/supply type of procurement and this clause is relevant.

Q14. What line item should be included within the pricing schedule if vendors wish to quote alternative pricing approaches?

A14. Vendors wishing to quote alternative pricing approaches should submit their proposed alternative pricing structure in a separate file. Should the quote win, the Government will work with the vendor to ensure the pricing is set-up in the award to allow for proper payment.
