For

BRAND NAME JUSTIFICATION FAR 13 (<SAT)

1. Contracting Agency: Department of Defense Education Activity on behalf of the Department of Defense Office of Inspector General (DoD OIG).

2. Description of Supplies and Services: The Department of Defense Office of Inspector General

(DoD OIG) Defense Criminal Investigative Services (DCIS) division requests the purchase of 16

XRY Office Version complete kits. That contains both the local and physical toolset. In addition, 8 training seats in MSAB’s XRY Intermediate Course are being sought to train and certify the users on this cell phone software.

3. Description of Action: A Firm fixed price contract is planned with a total estimated value of

5. Rationale for Brand Name: The DCIS division currently conducts numerous investigations that involve the recovery/analyzation of information and data from mobile devices such as mobile phones, smartphones, GPS navigation tools and tablet computers. XRY is designed to recover the contents of a device in a forensic manner so that the contents of the data can be relied upon by the investigator. Typically it is used in civil/criminal investigations, intelligence operations, data compliance and electronic discovery cases.

The XRY’s Office Version, permits DCIS investigators the ability to simultaneously image three cell phones at one time. It also allows for the ability to decode the data from the phone and later decode it back at the compute crimes agent’s office. This capability allows for less time on scene and increases the agent’s ability to process evidence in a timely manner. The other comparable mobile forensic software reviewed were limited in the support of mobile devices.

The XRY software was the most compatible forensic recovery software with the DoDIG's current platform. not to mention various comparable mobile forensic software reviewed were limited in support of mobile devices and they It uses a brute force technique which incur a lot of time to complete the process.
