This is a combined synopsis/solicitation for Teacher Transfer Program Study; in accordance with the format in Subpart FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Request for Quotation (RFQ) Request for Proposal (RFP) Invitation for Bid (IFB)

This solicitation and the incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 Effective 16 May 2016.

This is a Request for Quotation (RFQ) requesting that interested parties submit a quotation as their response to the RFQ. The word “offeror” is synonymously used with the words “quoter” and “vendor” in this RFQ. However, all submissions in response to this RFQ will be considered quotations in accordance with the definition listed in FAR 13.004.

The Department of Defense Education Activity (DoDEA), requires a study of the Agency’s Worldwide Educator Transfer Program in order to maximize the program’s contributions to the improvement of student achievement and employee morale within current program costs. The Teacher Transfer Program Study is to provide solutions for an opportunity for current DoDEA Europe, DoDEA Pacific, Guam and Cuba educator employees to seek positions in other overseas locations within DoDEA. As such, it enhances morale and promotes mobility among our professional educators. DoDEA place educators who are excess to the needs of their districts. DoDEA current Transfer Program is usually announced in December of each year. Educators apply for a transfer online through the transfer program web application. The transfer program placement round is conducted in the DoDEA Staffing Section in January along with representatives from the Federal Education Association and the Overseas Federation of Teachers (OFT), both labor organizations that represent DoDEA overseas teachers. Successful transfer program applicants are relocated over the following summer to start teaching in their new schools in the fall term. Our goal is to conduct the transfer program as early as possible so that we many begin recruiting new educators. This RFQ will result in the award of a single award Firm-Fixed Price (FFP) contract. This will be solicited through FBO.
