Amendment 1 Question and Answer Session

Question 1: Is there an existing contract for the same services?

Answer 1: Yes, the existing contract number is HEVAS6-15-F-0015 Question 2: What is the current annual value of the contract?

Answer 2: The last annual option was exercised at approximately $605,000 Question 3: Have there been any changes between the PWS in the existing contract and the PWS in the anticipated contract?

Answer 3: Yes.

Question 4: Do you intend to have site visits for prospective contractors?

Answer 4: No, DoDEA’s market research indicated that this step would not be necessary and that offerors would be able to provide quotes based on the information provided in the solicitation.

Question 5: Can the government confirm that staff are currently being paid under a DOL Wage Determination rather than a Collective Bargaining Agreement?

Answer 5: Yes, staff are currently being paid under a DOL Wage Determination.

Question 6: Can the government provide the current staffing levels?

Answer 6: No, that is proprietary information and it is up to prospective offerors to propose their solution to the government.

Question 7: PWS section 1.2 states that the government will be performing criminal background checks, who pays for these checks?

Answer 7: The government does, there would be a conflick of interest in having the contractor pay for their own checks.

Question 8: How Long do the criminal background checks take?

Answer 8: This depends on too many circumstances to give a simple answer.

Question 9: Will already cleared staff be available if award is not made to the incumbant contractor?

Answer 9: Yes, please see FAR 52.222-17 Question 10: Will the government accept subcontractor past performance?

Answer 10: The government will evaluate past performance as described in the solicitation.

Question 11: Can the government provide the school calendar?

Answer 11: The school calendars can be found here: https://www.dodea.edu/Americas/aboutAm/schools-by-area.cfm Question 12: Can the government provide the student and staff levels at the areas to be serviced?

Answer 12: Please see the appendicies already provided.

Question 13: How many events does the government anticipate for PWS section 2.2.1.20?

Answer 13: The government anticipates approximately 4 total per year.

Question 14: How many events does the government anticipate for PWS section 2.2.1.21?

Answer 14: The government anticipates approximately 20 events per school, per year.

Question 15: How many events does the government anticipate for PWS section 2.2.1.22?

Answer 15: The government anticipates approximately 2 events per school, per year.

Question 16: How should the above events be priced?

Answer 16: The government is not going to dictate how offerors price these events but will consider them to be included in any offeror’s quote.

Question 17: Will there be a single contracted team for this requirement?

Answer 17: The government anticipates awarding a single contract as a result of the solicitation.

Question 18: Do all of the schools have appropriate loading areas for ingress and egress of medium to large equipment?

Answer 18: Diamond ES has a loading dock, the other two schools can receive equipment easily but getting equipment out is more difficult but is possible.

Question 19: Will custodial staff that service the schools also service the Community Superintendent’s Office?

Answer 19: The government expects offerors to address this in their quotes.

Question 20: We did not see a Task & Frequency Chart, is there one?

Answer 20: No, the government expects offerors to address this in their quotes.

Question 21: How may days a year are services to be performed?

Answer 21: The government expects offerors to address this in their quotes.

Question 22: Will the government partner with the winning offeror to ensure that “Green/Environmental” requirements are met?

Answer 22: It will be the responsibility of the winning offeror to ensure that they comply with all applicable regulations including those addressed in the above question.
