PERFORMANCE WORK STATEMENT

FOR

UNIFIED COMMUNICATIONS INFRASTRUCTURE UPGRADE

1. General Information and Scope of Work.

The Department of Defense, Office of the Inspector General (DoDIG), Mission Support Team (MST), Chief Information Office (CIO), and Unified Communications (UC) requires professional services for the upgrade of the existing telecommunications infrastructure.

1.1 Agency: Our mission is to provide independent, relevant, and timely oversight of the Department of

Defense that:

Supports the warfighter.

Promotes accountability, integrity and efficiency.

Advises the Secretary of Defense and Congress.

Informs the public.

1.2 Background: The DoDIG has a Voice over Internet Protocol (VOIP) infrastructure that requires upgrading from a Private Branch Exchange (PBX-1) Level system to a Department of Defense (DoD) certified secured system. The Architecture requires a secure framework; guidelines provided by Federal Information Processing Standard (FIPS) 140-2, http://www.cisco.com/c/en/us/solutions/industries/government/global-government-certifications/fips- 140.html in accordance with the United States, National Institute of Standards (NIST). This mode provides encryption, the use of DoD signed certificates, and regeneration of keying materials; which provides greater security to the overall system. This will upgrade the UC environment from a PBX-1 level system, to an Enterprise Session Controller (ESC) system, which is certified by Defense Information Systems Agency (DISA). The contractor must be a Cisco Certified Gold Partner. The contractor must provide a Cisco Certified Internet Expert (CCIE), specialized in Unified Collaborations/Voice certificate with their proposal.

1.3 Scope of work: The contractor will provide their design, implementation method, and provide installation to upgrade the current PBX-1 infrastructure to a UC network that meets ESC standards.

2. Requirement (Objectives). The contractor shall provide all labor and supervision to support the design, migration strategy, and project planning. Contractor shall build a UC Infrastructure consisting of four (4) Cisco Unified Communication Manager (CUCM) systems, two (2) Cisco Unity Connection (CUC) servers using the same version of codes as in the production environment. Two (2) UCCX servers, two (2) OPEN AM servers, and two (2) Cisco Unified Presence Servers (CUPS), which will be integrated to the UC infrastructure for Single Sign-On (SSO) capability. Contractor shall configure two (2) Cisco Unified Border Element (CUBE) routers. DoDIG will provide backup files that the Contractor shall restore on the new CUCM and CUC servers.

Upgrade servers from 8.x to 10.5(x) and configure CUCM per ESC specifications. ESC specifications are ONLY to include FIPS, DoD Public Key Infrastructure (PKI), Secure Real Time Protocol (SRTP), and Multilevel Precedence and Preemption (MLPP) dial plan. Contractor shall configure three (3) Media Gateway Control Protocol (MGCP) gateways and three (3) Survivable Remote Site telephony (SRST) for DoD PKI, SRTP, and secure Digital Sound Processing (DSP) conferencing. Create low level design/network implementation plan documents for all above mentioned UC infrastructure servers, routers, and applications.

Government will provide schematic plan (see Attachment A) of the Performance Work Statement (PWS). This project must be completed within 120 days from date of award.

2.1 (Objective 1) Contractor shall build four (4) new CUCM Virtual Machine Ware (VM Ware) servers, Version 8.x servers. DoDIG will provide backup files from the operational system, which the Contractor shall use to restore on the CUCM and CUC servers. The Contractor will then upgrade the servers from 8.x to 10.5(x) and configure

CUCM servers per ESC specification. ESC specifications are ONLY to include FIPS, DoD PKI, SRTP, and MLPP dial plan.

Supporting Tasks (Objective 1) Contractor shall build four (4) new CUCM VM Ware servers, Version 8.x.

Restore configurations for CUCM and CUC from Disaster Recovery Service (DRS) backup files provided by DoDIG.

Rename server hostnames and Re-IP, IP addresses.

Once CUCM servers are built to current 8.x specs, they will be Upgraded to 10.5(x).

Contractor shall configure CUCM per ESC specifications to ONLY include FIPS, DoD PKI, SRTP, and

MLPP dial plan.

Contractor shall then test and deploy the new CUCM VM Ware 10.5(x) servers.

(Deliverable) Contractor shall create Low Level Design/Network Implementation Plan document for

CUCM deployment.

Performance Standards: The Contractor shall install and integrate the CUCM servers as per objective 2.1 within 120 days from date of award.
