SIMPLIFIED ACQUISITION PROCEDURES
JUSTIFICATION FOR SOLICITING A SINGLE SOURCE
(ORDER GREATER THAN MICRO-PURCHASE THRESHOLD (CURRENTLY $3,500) BUT LESS THAN SIMPLIFIED ACQUISITION THRESHOLD (CURRENTLY $150,000))
1. Contracting Agency Education Division, Student Support Services, School Psychology Program
2. Description of Supplies and Services:
DoDEA requires the use of a nationally recognized standardized behavioral and emotional assessments that (1) has high test reliability and validity to support special education eligibility decisions as required by DoD and federal special education policies, (2) is recognized by federal courts in special education Due Process cases, (3) is recognized by other US education systems because of the highly transient DoDEA student population, (4) provides an integrated assessment of behavioral and emotional clinical and adaptive scales for ages 3-21 and (5) is based on the most current 2015 census data.
3. Proposed Contractor: Pearson Assessment, P.O. Box 599700, San Antonio, TX 78259
4. Description of Action A firm, fixed price contract is planned with a total estimated value of $80,000.00. The period of performance will be 12 months from the date of award. FY16 Operating and Maintenance (O&M) funds are available for the estimated amount of $79,079.52.
5. Authority FAR 13.106-1(b)(1)(i), Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation.
6. Rationale for Sole Source The BASC-3 assessment is the only clinical assessment that meets the requirements set forth above and the only comprehensive set of rating scales of its kind that provides the following:
1. Measures areas important for both the Individuals with Disabilities Education Act (IDEA) and Diagnostic and Statistical Manual of Mental Disorders 5th edition (DSM-5) classifications;
2. Provides the most extensive view of adaptive and maladaptive behavior. Additionally, it allows the assessor to differentiate between hyperactivity and attention problems, identify behavior problems as required by IDEA, and for developing functional behavioral assessments (FBA), behavior intervention plans (BIP), and individual education plans (IEP);
3. Uses a multidimensional approach for conducting a comprehensive assessment and is a normed based on current US Census population characteristics;
4. Is a multi-method, multi-dimensional approach to evaluating the behavior and self-perceptions of children and provides the most extensive view of adaptive and maladaptive behavior, measuring positive (adaptive) as well as negative (clinical) dimensions;
5. Has five components that can be used individually or in any combination. The three core components are Teacher Rating Scales (TRS), Parent Rating Scales (PRS), and Self-Report of Personality (SRP). Additional components include Structured Developmental History (SDH) and Student Observation System (SOS);
6. Provides the continuity of utilizing the same test to provide year to year comparisons on each child;
7. It is the only comprehensive set of rating scales of its kind that (1) measure areas important for both IDEA and DSM-5 classifications;
8. Used for developing Functional Behavioral Analysis, Behavior Intervention Plans, and Individualized Education Plans;
Use of the BASC-3 assessment provides required test result continuity for DoDEA. The assessment is the only one of its kind that meets DoDEA’s needs and is only available through one vendor, Pearson.
7. Price reasonableness: The test packages of Standardized Behavioral and Emotional Assessments is offered to all customers at the same rate without regard to the type of entity purchasing the packages; thus, it is anticipated that DoDEA will obtain the same pricing as all of Pearson’s current customers. Pearson has a published price list online that will be used to determine price reasonableness. An RFI was posted on Federal Business Opportunities on January 15, 2016. DoDEA received two potential sources. Upon investigation by the School Psychologist, it was determined that neither source could fulfill the requirement.
