EBAS questions and answers
1. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A) No. This is a new requirement. The Government is looking to meet the needs using a COTS solution.
2. What data sources will be used to populate personnel data? DCPDS?
A) Currently, the Government plans to use manual and schedule data exports from DoD authoritative systems to include, Defense Civilian Personnel System, Fourth Estate Manpower Tracking System, Defense Travel System, and Automated Time Attendance and Production System. Additionally, approximately 5 in house applications/systems will have data migrated.
3. Are there any legacy systems that will be retired and data migrated to DefenseReady?
A) Yes, the Government expects to stop using several legacy databases, spreadsheets, and systems.
4. There are several lines that mention Surveys? What will we use for survey creation/management? Is there a preferred third party tool already being used by OIG?
A) The DoD IG expects the COTS product to provide survey capability. The Government does not have a preferred third party tool in use.
5. Are all class participants OIG employees?
A) No, the majority of class participants will be OIG, however some class participants maybe outside of the OIG.
6. Are IDP’s produced for OIG employees only?
A) IDPs are a Government-wide requirement. For the purposes of the tool, only OIG employees will create IDPs.
7. Will group SF182’s be submitted for OIG employees only?
A) Yes SF182’s will only be submitted for OIG employees.
8. Is OIG providing hardware and all infrastructure for deploying the solution?
A) The OIG will provide hardware. However, the vendors must provide in the response the minimum and recommended hardware/infrastructure specs for their COTS.
9. DefenseReady software comes bundled with Microsoft CRM. It is our understanding that OIG already owns 1000 Microsoft CRM licenses. Can OIG confirm ownership of MS CRM licenses and that the organization is current on software maintenance? If so, our price quote will reflect a credit for those licenses.
A) The DoD IG currently owns 1,000 DynCRMProCAL Licenses which are under an active software maintenance.
10. Sir, we are bidding on the above referenced solicitation with our own proprietary CRM application. Can you please offer some clarification on a few items for me? We are a strong commercial company working into more DoD work and have the perfect product for your needs just want to make sure we bid what is expected and will apologize in advanced for any silly questions:
0003 Sure Step Implementation - this is a Microsoft process we can use, it is a few years old but is a great process. The Attachment A does not get into on site specifics for onsite in person support, does the customer have an estimated time line for implementing this process onsite? I have attached the process for your quick review if you need it https://technet.microsoft.com/en-us/library/aa496439.aspx
A) Estimated timeline 6 months for full deployment with all modules working to Government requirements.
11. 1001 Annual Maintenance OSE License w/1 year Std Tenant Support Plan - I read this as an on call support contract and 24hr helpdesk for telephonic support. Is this my correct understanding?
A) The 24hr helpdesk requirement is not required. The requirement is for product/vendor support at a minimum during OIG standard operating hour’s 7am – 7pm eastern standard time.
12. Are all 2000 user CALS at one location or distributed? Also is the server at one location or will you deploy in regions with multiple servers all talking to one another?
A) All Licenses and our servers will always be, deployed only at our headquarters location.
