STATEMENT OF OBJECTIVES
for
Unique Student Identifier Solution
1. INTRODUCTION: The Department of Defense Education Activity (DoDEA) requires a solution that will provide a unique identifier for each DoDEA student and have the ability to retrieve a previously assigned identifier when provided with particular student characteristics such as name and date of birth.
2. BACKGROUND: DoDEA is an activity of the U.S. Department of Defense. It operates over 200 schools in 12 foreign countries, seven states, Guam and Puerto Rico. All schools within DoDEA are fully accredited by U.S. accreditation agencies. The DoDEA school system offers a typical American education and uses materials and equipment comparable to stateside schools. All of DoDEA currently uses Pearson’s Chancery SMS® software as its student information management system as the primary component of DoDEA’s Student Information System, SIS.
SMS stores student demographic, attendance, discipline, grading, health, and scheduling information; provides for the export of data for various purposes including headquarters program management applications; and provides standardized and ad hoc management reports of student activities and school operations that are used at the school, district, area, and headquarters level for decision-making. To ensure each student’s record is unique SMS provides a “student number” field. The Unique Student Identifier (USI) solution will provide alphanumeric identifiers that will be used as student numbers in SMS and auxiliary student information systems.
3. SCOPE: This document defines the software packages and related services required to provide unique identifiers for DoDEA.
In general, the USI solution must provide a unique identifier for each DoDEA student and be able to retrieve a previously assigned USI when provided with a particular student’s enduring characteristics such as name and date of birth. The solution must provide a sufficient quantity of identifiers to meet DoDEA’s present and future needs and must have a demonstrated ability to perform acceptably in a large, distributed school system. The vendor must provide initial setup, including assigning unique identifiers for each student record in DoDEA’s SMS database; the vendor must also provide ongoing maintenance support for the product as well as provide a capability for DoDEA to contact vendor for telephone or online support. The vendor should provide the option for DoDEA to host the USI application or, at DoDEA’s option, to host it at the vendor’s site.
4. REQUIREMENTS
a.
DoDEA Information Technology Requirement: The Government will examine the online system vis a-vis DodEA’s IT requirements. This factor will be ranked as “Pass/Fail”: The online systems shall:
i. Support a minimum of 500 concurrent users.
ii. Provide access to the software without the use of streaming video, or downloads such as Java applets; access shall not require that users have administrative rights on their workstations.
iii. Accommodate access using Windows 200 based computers with 256 MB RAM as well as newer hardware running Windows XP and 2003 operating systems.
iv. Deliver online material on a web-based platform compatible with the DoDEA minimum hardware and operating system requirements listed below:
Specifications
Minimum
Memory
256 MB
Hard Drive
40 GB
Processor
P4 – 2.4 GHz
Operating System
Windows 2000
v. Be accessible using standard internet browsers including Microsoft Internet Explorer version 6 or later.
vi. Limit access to authorized users. DoDEA prefers the use of Pass- Through authentication from Active Directory, thus allowing for “Single Sign On” to the system. If this cannot be provided, the system shall require an individual authenticated login for each user. The Contractor shall ensure the system enforces the following conventions for user IDs and passwords: user IDs must be a minimum of eight (8) characters and must allow a maximum of sixteen (16) characters; passwords shall require a minimum of nine (9) characters. Additionally passwords must be composed of at least two (2) uppercase and two (2) lowercase letters, two (2) numbers, and two (2) special characters ($,&,*, etc.).
vii. Be Section 508 compliant (evidence provided by Offerer).
viii. Be Schools Interoperability Framework (SIF) compliant, version 2.0 of higher(evidence provided by Offerer).
ix. Provide appropriate security for data at rest and during transmission (evidence provided by Offerer).
b. See Attachment 1 for software functional requirements.
c. See Attachment 2 for DoDEA technology standards.
d. See Attachment 3 for documentation and training requirements.
e. Proposals shall include an evaluation copy of the software proposed.
f. PERIOD OF PERFORMANCE: The period of performance shall be for a base period of 1 year with 4 option years for a total of 5 years.
g. GOVERNMENT FURNISHED RESOURCES: N/A
h. PLACE AND HOURS OF PERFORMANCE:
i. Deliverable Description
· Software
· License: the right to use the software and services for duration of the contract according to the terms of the Performance Work Statement
· Software Documentation: See Attachment 3
· Installation Services: Onsite personnel to install the required software and make it operational Summer 2008
· Training for DoDEA system administrator: Spring /Summer 2008 See Attachment 3
Maintenance & Support, initial year + 4 option years, software maintenance and support will consist of receiving regular software upgrades or patches when the developer fixes software functional faults or security faults and have a way to access the vendor and receive assistance when software, functional or connectivity problems arise.
· Attachment 1 – Software Requirements
General Requirements:
1. A single USI application will serve all DoDEA schools and all DoDEA students, ensuring that students can retain their identifier no matter the DoDEA Area (DoD Dependents Schools (DoDDS) Europe, DoDDS-Pacific, or DoD Domestic Dependent Elementary and Secondary Schools) into which they may enroll. When it is implemented, it must be made available to all DoDEA locations at once.
2. The solution should be Web-based, readily available from any DoDEA location worldwide. If the solution is hosted at the vendor’s site or at a DoDEA location, support must be available to DoDEA schools during their duty day.
3. The USI solution will be a critical first step for registering students in DoDEA schools around the world. It must provide service 24 hours a day, 7 days a week. It must be fault tolerant and service must resume less than an hour after a fault occurs.
4. The ideal solution will interface directly with the DoDEA SIS core product (currently Chancery SMS®), furnishing it with the appropriate student identifier in real or near-real time. At a minimum, the solution must provide the USI in a manner that allows the school clerk to copy and paste it into SMS.
5. The USI solution must be compatible with Chancery SMS. To increase the likelihood that it will be compatible with future core SIS systems, the USI solution should also be compliant with the Schools Interoperability Framework.
6. The USI solution must not be bandwidth intensive.
Identifier Characteristics:
1. A USI will be a string of numeric characters.
2. All identifiers will have the same number of digits
3. To avoid confusing a USI with an SSN, USIs cannot be nine digit numbers.
4. To meet DoDEA’s current and future needs, the solution must supply enough USIs to:
a. Accommodate the present number of student records (~200,000). This is the part of the requirement for the base year of the contract
b. Accommodate the number of new student records that may be created in the future (~35,000 per year). This is part of the requirement for each option year of the contract
c. Ensure that a given student’s USI will be assigned exclusively to that student throughout his educational career (potentially from age 3 to age 22).
d. Ensure that the student retains exclusive use of the USI as needed to satisfy DoDEA record retention policies:
i. Special needs students’ records are retained for 5 years after they leave a DoDEA school.
ii. Students earning high school credit have their transcripts kept in the system for 50 years following the year in which they would have graduated from high school.
Based on these considerations, the DoDEA SIS Branch estimates a need for an initial USI pool of 6 million identifiers.
5. USIs must not be reused, even if the student records with which they are associated are deleted from the SIS.
6. Base year Requirement: Provide the capability to create 200,000 Unique Student Identifiers and support DoDEA’s operations with software maintenance and support.
7. Option year requirement: For each option year provide the capability to create 35,000 Unique Student Identifiers and support DoDEA’s operations with software maintenance and support.
Privacy/Security
1. To provide anonymity, a USI cannot contain data that could be used to discern the student’s identity.
2. Access to the USI application must be restricted to DoDEA authorized users, based on their role in SMS. Users’ privileges will depend on their SMS role and type of access needed (USI system user or system administrator).
3. Data must be securely transmitted and stored. If the solution is housed at the vendor’s site, the vendor must ensure the confidentiality, integrity, and availability of DoDEA student data.
4. Candidate software will be evaluated for security by the DoDEA Information Assurance Branch using the Defense Information Systems Agency Gold Disk and Security Technical Implementation Guide.
5. The USI solution must comply with DoD and DoDEA Information Assurance requirements including the requirement to undergo the DoD Information Assurance Certification and Accreditation Process. Further information is available via the DoDEA Intranet at https://intranet.dodea.edu/intranet/IT/information_assurance/documents/interim-ca-guidance.pdf.
Operational Requirements
1. When a student is registered at a DoDEA school, the USI solution must supply the student’s identifier to the authorized user logged into the SIS
a. The DoDEA user provides a set of enduring student characteristics (such as the student’s name, date of birth, gender and the last DoDEA school attended).
b. The USI solution uses these characteristics to search for and retrieve the student’s USI if one has been previously assigned.
(i.) If there is an explicit match between the characteristics of a student undergoing registration and a student that has already been registered, the USI solution retrieves the student’s USI.
(ii.) If the student characteristics provided are not an exact match to any set of characteristics in the USI system, but are a “possible match” to one or more students, the USI solution provides the SIS user with the possible matches. The SIS user can either select the appropriate identifier or force assignment of a new USI.
(iii.) If the SIS user determines that two or more of the identifiers presented may belong to the student, the user can “flag” these for further investigation by a system administrator.
(iv.) If no match exists between the characteristics of a student undergoing registration and any student already in the USI system, the USI solution uses the enduring characteristics to assign an unused identifier to the student.
2. The Non-DoD Schools program manager at headquarters will access the USI solution to obtain identifiers for students in that program. All of the requirements listed above in (1) apply.
3. When an authorized SIS user requests a student identifier, the USI solution automatically sends the identifier to the SIS for association with the student’s record.
4. The USI solution allows each student to have a unique identifier, even for students with similar characteristics that have been entered into the student information system at different DoDEA locations.
5. Given the same set of student characteristics again, the USI solution must produce the same student identifier.
6. After issuing an identifier, the USI solution stores the identifier with the corresponding student characteristics. It “marks” the identifier as unavailable for future use.
7. When the USI solution cannot make an explicit match between the characteristics associated with one or more student USIs, it presents the USI characteristics to the user, so that he can decide if the USIs represent shared or duplicate records. Duplicate USIs belong to the same student, while shared USIs belong to more than one student. Users can flag USIs that represent these records to identify them to an administrator.
8. The USI solution allows a system administrator to locate situations where a single student has been assigned more than one identifier or where two different students have been assigned the same identifier. In either of these situations, the USI solution allows the system administrator to rectify the situation.
Other Requirements
1. The USI solution must be implemented when school is in recess. The functional manager’s schedule calls for implementation throughout the DoDEA system in June of 2008. This requires that DoDEA conduct successful testing in the spring semester of school year 2007-2008.
2. The USI solution must be implemented so that the SIS can retain both the new USIs and the existing student numbers.
3. The USI solution must comply with Section 508 of the Rehabilitation Act of 1971 (29 U.S.C. 794d) and the Architectural and Transportation Barriers Compliance Board Electronic Information Technology Accessibility Standards (36 CFR Part I 1194). Further information is available via the Internet at http://www.section508.gov.
4. Given a file of students and their enduring characteristics exported from the SIS, the USI solution returns USIs for importing to the SIS, along with listings of possible matches against students records where a positive resolution is not possible.
Attachment 2 – DoDEA Technology Standards
1. The USI solution must be compatible with the existing DoDEA IT infrastructure
a. Desktop: Dell Optiplex 240 or higher, running either Windows 2000 Professional or Windows XP Professional
b. Server (if solution is hosted at DoDEA) running Windows 2003 Server
c. Database: Oracle 9i/10g or Microsoft SQL Server 2000/2005 Enterprise Edition
2. The solution must be compatible with Microsoft Internet Explorer, version 6.0 and later.
3. The solution cannot require that users have administrative rights on their workstations.
Attachment 3 – Documentation and Training Requirements
1. System documentation in PDF format available online or delivered on CD.
2. Administrator training for 2-5 DoDEA personnel; training to be conducted at DoDEA Headquarters in Arlington, VA or via WebEx.

CLAUSES INCORPORATED BY FULL TEXT
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and is determined to represent the overall Best Value to the Government based on an optimal combination of technical factors, past performance and price. Technical and Past Performance are equal. When combined, Technical and Past Performance are significantly more important than price. Price will not be scored, however, to be considered for award, a proposal must be determined to be fair and reasonable.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) The Government intends to evaluate the proposal and award a contract without discussions with offeror (except clarifications as described in FAR 15.306 (a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
(d) The Government intends to award a single Firm Fixed Price contract to the offeror who is determined responsible in accordance with FAR Part 9, and whose proposal and supporting documentation is determined, by an assessment of the evaluation criteria, to meet the requirement at a price that is both fair and reasonable to the Government. The Government will not pay a price it considers to be disproportionate to the benefits associated with the proposed services.
(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are discussions after its receipt, unless a written notice of withdrawal is received before award.
(f) The following factors shall be used to evaluate offers:
