STATEMENT OF WORK (SOW)

Batch Plant Water Conditioning Upgrade

DEFENSE THREAT REDUCTION AGENCY (DTRA)

Dec 2018

SECTION 1 – PURPOSE, BACKGROUND, OBJECTIVE, AND SCHEDULE

1.1 PURPOSE. The DTRA RD-TSF has need for a trailer mounted water conditioning system to be delivered to DTRA concrete batch plant located at White Sands Missile Range (WSMR).

1.2 OBJECTIVE. A new water conditioning system able to easily integrate with the existing concrete batch plant is needed. It should heat and cool water on electricity only, be mounted to a heavy duty trailer, and be portable. More details are listed below.

1.3 SCHEDULE. Complete system needs to be delivered 90 days after award ready for operation.

SECTION 2 – SYSTEM REQUIREMENTS

1. System shall be all electric and capable of operating off of 230v and 460v.

2. System shall include (2) 10 ton heat pumps, each with independent circuits.

3. System shall include compressor crankcase heaters to increase compressor life.

4. System shall be able to operate from 10 degrees Fahrenheit to 120 degrees Fahrenheit.

5. System shall be able to produce 35 degree Fahrenheit water in chilling mode.

6. System shall be able to produce 130 degree Fahrenheit water in heating mode.

7. All water circulation piping shall be heat taped.

8. System shall include automated capability to maintain tank temperature once desired temperature is reached.

9. Entire system shall be trailer mounted for portability. Trailer shall be 53 foot heavy duty trailer and rated for expected system weight.

10. System shall include 12,000 gallon, insulated water storage tank or bigger capacity.

11. System shall be easily switched between cool and heat modes. Easily switched shall be defined as taking 15 minutes or less, and be able to be performed by a non-licensed laborer with minimal training.

12. System shall operate off of electrical power only.

13. System shall not incorporate any propane or other fossil fuels.

14. Water storage tank shall be insulated such that 35 or 130 degree water, once achieved, can be easily maintained.

15. Training of up to ten personnel (within the 90 day delivery schedule), and initial startup.

16. Upon award, the system must be delivered within 90 days to White Sands Missile Range (WSMR).

17. System shall be provided with one year entire system warranty covering labor and parts.

18. System shall be able to operate using extremely hard water without adverse effect such as clogging, long or frequent downtime to clean the system, or reduced performance due to restricted flow.

19. System shall include five year warranty on parts (four additional years to item #18).

SECTION 3 – DELIVERABLES

3.1 DRAWINGS – Government shall receive two hardcopy sets of detailed drawings of the system and electronic PDF version on CD with applicable part numbers for consumable parts. The contractor shall provide two hard copies and one CD of Operating and Maintenance manuals.
