| Q3. Topic CBI-07: Does the Government have an overall list of pathogens with or without prioritization? | A3. An overall list of pathogens is not available. However, researchers are encouraged to develop a suite of models based on different modes of transmission such that a particular model can be applied to a number of different infectious diseases transmitted via a common mode rather than a pathogen specific model in which the one model can only answer questions for one pathogen. Examples include, but are not limited to: |
A model that can be used to predict risks for a waterborne disease should take into account water quality as a risk factor.
A model that can be used to predict risks for a vector borne disease should take into account vector density and distribution when calculating disease risk.
| Q4. Topic CBI-07: Since the result of this effort is a capability to enable routine modeling of new diseases, would DTRA be receptive to the inclusion of one or more option periods providing support for additional disease spirals? | A4. Yes. |

While BAA section 3.4.3.3 states that 12-point Times New Roman should be used for this volume, the Acrobat form has pre-set fonts other than 12-point Times New Roman. Is the offeror allowed to fill in this form using the pre-set fonts? | A9. Yes, use of pre-set fonts is fine. |

| Q14. Topic CBA-01: Is it possible to get more information about the biomarkers discovered by the DTRA funded studies? The topic description alludes to two different panels comprising of less than 40 biomarkers capable of differential diagnosis. Is it possible to get citations for publications from these studies or possibly a list of the biomarkers identified? | A14. DTRA-funded host biomarkers studies focused on early host response that leads to sepsis through characterization of transcriptomes (e.g., host mRNA transcripts and miRNA). Over 500 transcriptome biomarkers were analyzed and compared in two computational models that resulted in two different panels comprising of approximately 40 biomarkers. Two different algorithmic statistical models (i.e., artificial neural networks and decision tree learning algorithm with random forest analysis) were used for assembling the appropriate number of biomarkers and for panel verification. |
Results of DTRA-funded studies have not yet been published and the complete list of biomarkers is currently limited to the Government. However, the following biomarkers have been provided as examples: IL1R1, RPS20, and EBI2.
| Q15. How many awards are anticipated for Topic CBA-01? | A15. There is no specific limit. |
| Q16. Topic CBI-07: Will DTRA confirm that the entire system developed should be ultimately hosted on the BioSurVeillance Ecosystem (BSVE) and that the BSVE will provide the storage, data movement, and data processing required to support the instantiation on BSVE? | A16. Yes, it is intended that the entire system should be ultimately hosted on the Biosurveillance Ecosystem (BSVE) and that the BSVE will provide the storage, data movement, and data processing required to support the instantiation on BSVE. However, during the development phase the contractor will be responsible for data storage, data movement, and data processing. With eventual transition to the BSVE, the contractor should be sure to consider an optimized data management approach that minimizes charges for data storage and ingress and egress within the cloud. |
| Q17. Section 3.5.2.1.2 Basis of Estimate (BOE) specifies on page 20 of the RFP that “Each proposed subcontractor must also provide a BOE…”. Should a subcontractor BOE be a) submitted separately by the subcontractor, b) appended to the prime contractor’s BOE, or C) integrated with the prime’s BOE? | A17. A subcontractor BOE should be appended to the prime contractor's BOE. |
| Q18. Section 3.5.2.2 requests content for the Cost Volume very similar to that required by past CB BAAs. The primary difference is an explicit statement in Section 3.5.2.2.1 that the “Offeror shall prepare the Cost Spreadsheet utilizing Attachment 4 – Cost Spreadsheet.” Is this statement meant to preclude Offerors from utilizing standard company cost spreadsheets previously accepted and approved by the DTRA Contract Office? | A18. Yes. |
