SOLE SOURCE DETERMINATION
1. Description of Supplies/Services to be acquired: The Defense Threat Reduction Agency contracting activity proposes to procure without using full and open competition an effort entitled Defense Threat Reduction Agency Open Skies Portable Calibration Targets (hereafter referred to as portable calibration targets) Design, Build and Baseline Certification reporting. This acquisition is required to continue Open Skies portable calibration target support for the following types of sensor systems: optical panoramic cameras, optical framing cameras, and video cameras with real-time display.
This effort provides for the design against treaty specifications and manufacture of portable calibration targets for use with the Open Skies treaty. To be compliant, target arrays (black and white “bar groups”) and brightness panels enable sensors on Open Skies aircraft to be tested and resolved for treaty compliance.
Each cloth target will be fabricated with bar groups, consisting of light colored bars on a dark background, using treaty required dimensions of each bar group, as well as treaty-required spacing within and between each bar group. Reflectance specifications spelled out in the treaty must also be adhered to and certified by the manufacturer to meet treaty requirements.
Additionally, the testing of the sensors also require dual level “brightness panels”, which enable further measurement, testing and verification of aircraft sensors for treaty compliance.
2. Estimated Value: $91,100.00 including shipping.
3. Basis for this action: The statutory authority for this non-competitive action is 10 U.S.C.
2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source.
The current portable cloth target, manufactured circa 1998 by Group VIII Technology, Inc.
(1652 West 820 North, Provo, Utah, 84601, (801) 379-0118), no longer meets baseline certification and calibration standards necessary to support the Open Skies Treaty. Additionally, the current portable calibration target has exceeded its life cycle and was degraded/damaged by a leaky fire suppression system when the target had been stored while in courtesy storage provided by government personnel.
Group VIII is the only known source of this target, a Target Array consisting of a minimum of 11 tribar elements per leg - 2 Legs (Lof, XloF), with dual level brightness panel separate from the resolution arrays, constructed using a 5:1 aspect ratio with 2 1/6 bar width progression.

These portable optical calibration photographic target arrays are critical for the support of Data Gathering requirements necessary to prove to the international community and treaty signatories that the US Open Skies Sensor Suite installed or modified for future certification are only capable of producing treaty limited media resolution.
4. Market Research: Defense Threat Reduction Agency conducted an internet search using the Federal Procurement Data System (fpds.gov), on “photographic targets”. None of the vendors listed from the information provided are capable of producing a target of this kind.
5. Actions to be taken: It is anticipated that these targets will be fully functional for five or more years. When another portable cloth target may be required, we will again research for the best value of repair or replacement. Should a future acquisition requirement arise, an extensive market survey of future potential suppliers will be accomplished.
