TDWS Instructions

TYPICAL DAILY WORK SCHEDULE
INSTRUCTIONS
The purpose of this form is allow offerors to demonstrate their understanding of
labor and staffing needed to fulfill contract requirements. The form shows
the mix of job titles, tours of duty, no. of workers, and anticipated work hours in a
"typical" day. Offerors must provide a narrative that explains how the
“Typical Daily Work Schedule” will vary in response to question II.A.2. of the
Technical Capability and Personnel Proposal. NOTE: Functions with blocks
filled-in in black are not applicable to this solicitation.
1. Offeror. Use the name shown at SF 33, block 15A.
2. Solicitation. Enter the no. from SF 33, block 3.
3. Job Title. List each Job Title, from the contract wage determination,
proposed for a “typical” work day under the associated functions of
Management and Administration; Night Shelf Stocking;
Receiving/Storage/Holding Area; Night Custodial; and Day Shelf
Stocking and Custodial. Repeat Job Titles if workers with the same Job
Title will be working a different Tour of Duty (e.g., different starting
and/or stopping times).
4. Tour of Duty. Fill-in or draw an arrow from the starting time to the
stopping time for each Job Title Tour of Duty. Time span shown must
include unpaid breaks during the Tour of Duty.
5. No. of Employees. Enter the No. of Employees proposed for each
Job Title Tour of Duty. Subtotal each function.
6. Scheduled Hours. Enter the total no. of Scheduled Hours proposed
for all employees in each Job Title Tour of Duty. Scheduled Hours must
include both paid and unpaid breaks during the Tour of Duty and equal
the no. of hours shown for Tour of Duty X No. of Employees (e.g., 4
employees scheduled for 9 hours each = 36 hours). Subtotal each
function.
7. Unpaid Breaks. Enter the total no. of hours for Unpaid Breaks
proposed for all employees in each Job Title Tour of Duty. Unpaid
Breaks are non-work periods where employees are in a non-pay status,
such as "lunch" (e.g., 4 employees X 1 hour lunch each = 4 hours
Unpaid Break). Subtotal each function.
8. Productive Hours. Enter the total no. of Productive Hours for each
Job Title Tour of Duty. Total Productive Hours must equal
Scheduled Hours minus Unpaid Breaks. Subtotal each function.
9. Productive Hours Breakout. (Note: The total of Indirect Hours
and Total Direct Hours must equal the Productive Hours for each Job
Title Tour of Duty.)
a. Indirect Hours. Enter the no. of productive hours proposed for
all employees in each Job Title Tour of Duty used to perform
administrative duties (e.g., preparing work schedules, completing
reports, attending meetings with the commissary officer). Generally
only administrative personnel (e.g., project manager, supervisors)
perform Indirect Hours. Subtotal each function.
b. Direct Hours.
(1) For Management and Administration, break the direct
productive hours down into the appropriate columns (e.g., Shelf
Stocking, Receiving/Storage/Holding Area, Custodial) for each Job Title
Tour of Duty. Subtotal each column for Management and
Administration.
(2) For Night Shelf Stocking, Receiving/Storage/Holding
Area, and Night Custodial functions, enter the direct productive hours
for each Job Title Tour of Duty needed to fulfill contract requirements
(e.g., custodial, shelf stocking). Subtotal the Direct Hours column for
each function.
(3) For Day Shelf Stocking and Custodial, break down the
direct productive hours into the appropriate columns of either Shelf
Stocking or Custodial for each Job Title Tour of Duty. Subtotal the
Shelf Stocking, and Custodial columns.
(4) Show the Total Direct Hours for each Job Title Tour of Duty.
10. Totals. Enter the totals for No. of Employees, Scheduled Hours,
Unpaid Breaks, Productive Hours, Indirect Hours, and each Direct
Hours column including the Total Direct Hours column.

DIRECT LABOR SUMMARY
INSTRUCTIONS
1. Offeror. Use the name shown on the SF 33, block 15A.
2. Solicitation. HDEC08-06-R-0003-0001HDEC08-11-R-0007
3. Work Load. The yearly workload quantities are already shown on the form in
the left-handed column. Do not make any adjustments to the quantities shown.
Offerors are to insert their productivity rates and total direct labor hours for each
function only.
4. Productivity Rate. For shelf stocking and RSHA services, enter the
productivity rate in terms of cases per person per productive hour. For custodial,
enter the productivity rate in terms of square feet per crew per productive hour.
5. Coverage and Supervision. Input direct hours proposed only.
6. Total Productive Hours. Equals the total direct hours for shelf stocking,
RSHA, and custodial services combined.
7. Direct Productive Hours Proposed. Enter the total number of hours
shown for each function on your cost worksheets in this block. (Note: The
numbers shown in this block should match exactly the direct productive hours
shown on your cost worksheets.)
