Request For Information (RFI)
Gross Margin Report
SPECIAL NOTICE: SOURCES SOUGHT AND REQUEST FOR INFORMATION (RFI). THIS
IS NOT A REQUEST FOR QUOTES. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their proposed approach. Requests for a solicitation will not receive a response. As part of this special notice DeCA will be evaluating for planning purposes if there exist an adequate number of qualified interested business contractors capable of providing the required services and/or products.
ABOUT DeCA
From its headquarters at Fort Lee, VA, the Defense Commissary Agency (DeCA) operates a worldwide commissary system that provides quality grocery products at cost to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. The agency employs more than 15,000 people and its annual sales are approximately $5 billion.
Five area offices provide localized management and support for the agency’s commissaries. Three offices, East, Central, and West, manage stores in the continental United States and Puerto Rico. The other two area offices, Europe and the Pacific, manage stores in Europe, Asia, and Africa. Within the operational areas, zone managers are responsible for eight to twelve stores. Zone managers and assigned store directors jointly provide leadership and direction for their stores, building positive customer service in each commissary.
DeCA also operates central distribution centers in Europe and the Pacific. Field operating activities perform services for an area operating elements and their commissaries, including centralized purchasing of national-brand sales items.
PURPOSE OF THE RFI
The purpose of this RFI is to gather information pertaining to commercially available comprehensive analysis on total store performance of the supermarket industry today, one which will address all key performance indicators. The study will provide key financial data to support category management reviews and plans. The annual update should provide the visibility into the performance of every category, sub-category, and brand in the supermarket channel.
RESPONSES TO THIS RFI
All responses to this RFI should include the follow:
Name of the commercially available publications or tools available for purchase that contain the information below:
o Adjusted gross margin and other profitability data by department, category, sub-category, and brand o Benchmark DeCA products against the category o Analyze the performance of emerging categories and segments o Evaluate manufacturer contribution to retailer profitability
Defense Commissary Agency - Request For Information o Examine trade spending, cash flow, and return on incremental investment across the entire store o Provide rationale for potentially increasing shelf space
RFI RESPONSE SUBMISSION
In addition to the above; each response must contain:
An executive summary describing the content and scope of the proposed Gross Margin Report or a sample of a typical report
