MEMORANDUM FOR MICC-Fort Drum

FROM: Homeland Defense Civil Support Office, MSCoE, ATTN: Daniel L. Holloway, 14010

MSCoE Loop, Suite 3629, Fort Leonard Wood, Missouri 65473

SUBJECT: Brand Name Exact Match Memo for FedBid Buy to purchase Hurst equipment repair parts

1. The Homeland Defense (HD/CSO) office is charged by Department of the Army to train and certify units to take on the CBRNE Response Enterprise (CRE) mission here in the homeland.

One of the course taught by the HD/CSO is Urban Search and Rescue (US&R) course that trains primarily Engineer platoons (active, reserve and National Guard units) to take on the CRE mission. Part of this course teaches extraction to include the cutting and prying of vehicles using

Hurst cutters, jaws of life and splitters. The parts listed on the attached spreadsheet are the OEM parts needed to conduct both services on this equipment and to help with quick repairs in case of failure. Most if not all of these parts have a 3-6 week lead time and if one or more system goes down we cannot afford to wait that long for repair parts; we only have 2 or 3 of each system and training is for 50 students at a time. Due to the design of these systems and the perpriotory nature of this equipment we cannot afford to use other manufactured parts (and we have not been able to find any other manufactured parts for Hurst equipment). If this system were to fail during training due to untested or other manufactured parts in these systems (they work under intense pressure) it could result in the injury or death of students and/or instructors. Furthermore, Hurst during the training that was conducted for maintenance personnel states they cannot nor will they take responsibility if their products are not repaired and serviced per their operators, service and maintenance manuals.

2. We currently hold a BOA contracts for Hurst parts but most of the items listed are primarily for the e-Tools and that listed on the BOA’s are for the hydraulic tools (we received the e-Tools after the BOA’s were awarded. We are working towards added these and other parts from the e-

Tool family to the existing contracts but we need these now and to delay with courses starting up next month may cause lag in training or total training failure.

3. As stated above we have worked with Hurst and their distributors on this matter and the maintenance division has researched other brands of tools but none of them manufacture or supply Hurst parts.
