About this file
This Quality Assurance Surveillance Plan outlines performance standards and evaluation methods for a firm fixed-price contract to provide continued operational support for the Defense Commissary Agency's Warehouse Management Operating System. Key requirements include sustaining the WMOS software and integration services at European distribution centers, providing maintenance and help desk support, annual software upgrades, and operational sustainment. Performance will be monitored through periodic inspections, customer input, and ensuring technical training sessions receive satisfactory ratings from 85% of attendees. The acceptable quality level is 95% given the critical nature of the WMOS program. All deliverables will be inspected by the Contracting Officer's Representative and must address any deficiencies to ensure regulatory and compliance standards are met.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
1. Contract or Task Order Title Contract (TBD); Warehouse Management Operating System (WMOS) Follow On
2. Work Requirements:
Task 1 – CLIN 0001 - Warehouse Management Solution, Software and Integration Services Task 2 – CLIN 0002 - Warehouse Management Solution, Maintenance and Help Desk Support - (including Supply Chain and Integration Framework) Task 3 – CLIN 0003 - Warehouse Management Solution, Warehouse Management Operating Software Task 4 – CLIN 0004 - Warehouse Management Solution, Operational Sustainment Support Task 5 – CLIN 0005 - Warehouse Management Solution, Major 3rd party software upgrade and execute regression test
3. Primary Method of Surveillance:
Periodic inspections are scheduled for Tasks 1 through 5
Acceptable surveillance methods include:
· 100 Percent Inspection. This is usually only the most appropriate method for infrequent tasks or tasks with stringent performance requirements, e.g., where safety or health is a concern. With this method, performance is inspected/evaluated at each occurrence. One hundred percent inspection is too expensive to be used in most cases.
· Random Sampling. This is usually the most appropriate method for recurring tasks. With random sampling, services are sampled to determine if the level of performance is acceptable. Random sampling works best when the number of instances of the services being performed is very large and a statistically valid sample can be obtained. Computer programs may be available to assist in establishing sampling procedures.
· Periodic Inspection: These services are monitored weekly, monthly, quarterly, semiannually, annually, etc. Periodic types of activities are perfect for periodic inspection because not only are they infrequent, but there is normally a predetermined, specified time frame within which the tasks must be accomplished. Therefore, you know exactly when to conduct the evaluations. Periodic inspections automatically become 100 percent evaluations or "100 percent checks." Inspections should be divided and scheduled by frequency: annual, semiannual, quarterly, monthly, weekly and as required. Sometimes services are required for which the time or frequency cannot be predicted, such as accident investigations, one-time special tasking by higher headquarters, etc. These would be labeled "as required inspections." Others are known and predictable such as the quarterly status report or the monthly travel report currently included in some DISA service contracts.
· Customer Input. Although usually not a primary method, this is a valuable supplement to more systematic methods. For example, in a case where random sampling indicates unsatisfactory service, customer complaints can be used as substantiating evidence. In certain situations where customers can be relied upon to complain consistently when the quality of performance is poor, e.g., dining facilities, building services, customer surveys and customer complaints may be a primary surveillance method, and customer satisfaction an appropriate performance standard. In all cases, complaints should be documented, preferably on a standard form.
4. Scope of Performance:
The Contractor shall provide all personnel, supervision, management, and non-personal technical services required to sustain and maintain the currently WMOS in support of business operations in both European CDCs as required. The contractor will provide technical specifications for additional and upgraded software, including any third-party software needed to be upgraded to continue to support the WMOS solution. DeCA currently owns licenses for the ASL IBM MQ Licenses, Oracle Data Guard and VoCollect Software. Any upgrades to the third party software will need to be included and any required software that is not bundled with the WMOS package. The contractor shall propose a timeline for implementation for required third party software upgrades, if needed.
5. Performance Standards:
Performance Element
PWS Para
Performance Objective
Method of Surveillance
Systems Testing
6.7.2
The Systems Testing covers all WMOS requirements, and has no more than three (3) minor corrections per release.
100% Inspection
Technical Training Sessions
6.4.1
The Technical Training Sessions are delivered and receive a Satisfactory overall rating from at least 85 percent of the attendees completing the training.
Customer Input using survey
Revisions that occur are minor and are resolved in a satisfactory manner. The method of surveillance is routine inspection of the delivered materials.
6. Mandatory or regulatory compliance items:
The contractor will provide initial proof of compliance with regulatory and compliance items contained in the contract. The Contractor shall ensure that all personnel requiring access to any DoD information system meet the minimum criteria specified in DoD 5200.2-R, DoD Personnel Security Program. All Contractor personnel requiring access to the Government workspaces will complete a National Agency Check with Inquiries (NACI). This is a basic background check. Contractor personnel should be aware at all times of any unusual persons or packages in their work area and immediately report those to the building security staff. If Contractor personnel become aware of any person seeking unauthorized access to Controlled Unclassified Information materials, they should immediately report this to the Contracting Officer Representative (COR).
7. Acceptable Quality Level (AQL):
The AQL for this project is 95% due to the critical nature of the Warehouse Management Operating System (WMOS) program.
8. Evaluation Method:
All deliverables shall be inspected and validated for conformance with the terms of this PWS by a COR designated by the contracting officer. The COR will review and approve all technical aspects of the program, including all deliverables prior to final acceptance. The Contractor shall correct all deficiencies identified by the COR and corrective actions taken will be identified to the COR. All deliverables shall be reviewed and signed by the Contractor before delivery to DeCA. DeCA will review all deliverables received and will return any deliverables having deficiencies to the Contractor within fifteen (15) working days of receipt unless otherwise noted in this PWS. The Contractor shall make the corrections and deliver the final revised deliverables to DeCA at no additional cost to the Government within five (5) working days of receipt of the initial draft.
9. Incentives (Positive and/or Negative):
Incentives are not part of this contract. Failure to perform work agreed that is within scope of the contract will result in payment being withheld.
