Consolidated Automated Support System (CASS) is a computer-assisted, multi-functional Automatic Test Equipment (ATE) used to test various electronic components across multiple Navy and Marine Corps types/models/aircraft installed ashore and afloat. The CASS units utilized by FRCSE contain equipment, (M9 and Di-050) series digital instrumentation as part of the Reconfigurable Transportable Consolidated Automated Support System (RTCASS) and electronic Consolidated Automated Support System (eCASS). This equipment utilizes software provided from Teradyne and is proprietary and required by CASS Family of Testers (FoT) for developing digital test patterns generating RTCASS or eCASS Test Program Set (TPS) executable code and implementation in the system applications used for creating TPSs that run on the CASS units.
Teradyne TPS Converter Studio (TCS) software is necessary to convert digital test data from legacy CASS TPSs to work with Teradyne’s M9 and Di-050 series digital instrumentation that are part of RTCASS and eCASS, respectively.
Market research conducted has found Teradyne currently is the only provider for the require software that works with this equipment. Market research will continue to see if any other companies can provide without additional cost/upgrades to the Navy.

Market Research: Market research was conducted and included personal knowledge in procuring supplies/services of this type; contact with knowledgeable persons in Government and industry; review of recent market research results for similar or identical supplies/services; review of Government and/or commercial databases for relevant information; and review of existing DISA-wide and other Government-wide Acquisition Contracts (GWACS). Market research has revealed that the required software is only available through Teradyne, Inc., the OEM.
Based on current market research, it has been determined that only the aforementioned product support provided by Teradyne, Inc., can fully support the Government’s need. This requirement is for proprietary products and/or maintenance support and no competitor functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e., there are similar products and/or product support in the marketplace that provides the same functionality, the original equipment manufacturer

Based on the justification provided by FRCSE, a determination has been made to issue a sole source solicitation for Teradyne software to Teradyne, Inc. for the above-described requirement.
