2. Procurement Title: Software Maintenance/Support for Oracle StorageTek, Enterprise
Library Software (ELS)
Funding Document Number: H9827220MPC0017
Purchase Request Number: TBD
Contract Number: TBD
Task/Delivery Order Number: N/A
Estimated Value: $ 10,535.51
3. Statutory Authority: Federal Acquisition Regulation (FAR)
13.106-1(b)(1). (Open Market Purchase Order) Soliciting from a single source (including brand name)
4. Description of Action: This requirement is to procure a Firm-Fixed-Price contract for the renewal of maintenance/support for Oracle StorageTek software used in the mainframe environment in Mechanicsburg, PA. The product’s new name is Oracle
StorageTek ELS and includes Sun Host Software Component. The product consolidates library resources, load-balances them and fully utilizes available storage. This maintenance/support will allow DISA technicians to receive major upgrades and to contact Oracle to resolve software issues concerning Oracle StorageTek should they need to do so. The objective is to obtain annual software maintenance support during the
FY20, 1 October 2019 to 30 September 2020, from the OEM or an authorized reseller.
DISA has developed in-house applications integrating the Oracle Commercial Off the
Shelf (COTS) software products into the existing application systems. DISA has invested substantial man-hours and technical support resources to develop the current environment that relies on Oracle technology and products.
5. Proposed Sole Source Contractor: OEM, Oracle or an authorized reseller. Oracle
StorageTek ELS is proprietary software, manufactured by Oracle. Only Oracle, the rachel.kern Highlight
Original Equipment Manufacturer (OEM), or its authorized resellers will be able to satisfy the program’s requirement for the software licensees and support.
DISA has developed in-house applications integrating the Oracle Commercial Off the
Shelf (COTS) software products into the existing application systems. DISA has invested substantial man-hours and technical support resources to develop the current environment that relies on Oracle technology and products
Introducing new software, other than Oracle, into the existing architecture would result in stoppage of existing work. Considerable time and costs would be expended on technical reviews, removal of existing software, testing, training, and implementation of new products.
Additionally, the time incurred to rewrite applications to function with replacement products throughout the DISA enterprise would also result in substantial work interruptions creating unnecessary restraints, obstacles and losses in efficiency.
6. Market Research: This request is for the maintenance/support of existing Oracle
StorageTek ELS. Market research was conducted for this renewal in February to March
2019 by Susan Wilders, DISA, OCL24.
Based on current market research, dated February to June 2019, it has been determined that only the aforementioned product and/or product support, Oracle StorageTek ELS can fully support the Governments need. This requirement is for proprietary products and/or product support and no competitor functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the market place that would enable future competitive actions, i.e. there are similar products and/or product support in the marketplace that provides the same functionality, the OEM releases ownership rights of product, or it is economically feasible to procure a new system.
7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this limited sources justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the
Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.
Based on the justification provided by Susan Wilders, a determination has been made to solicit brand name Oracle software from authorized resellers only for the above described requirement.
