2. Contract Title. Ogden Cold Aisle Containment #4 & PDU Install
3. Background.
3.1 Defense Information Systems Agency’s (DISA) datacenters provide routine and mission-critical computer processing resources and support to numerous Government agencies, 24 hours per day, and seven (7) days a week. DISA’s operational goal is to provide high availability and redundancy to all supported programs and workloads at a Tier III redundant datacenter.
3.2 DISA’s datacenters are laid out with a traditional hot aisle/cold aisle equipment rack configuration. The rack aisles are not enclosed with doors or a ceiling. The aisles are open and the rooms are typically kept cool at 72 ºF. This is effective for racks that generate under five (5) kilowatts of heat load. Anything higher and we have to explore different cooling alternatives.
4. Objectives:
4.1 The objective of this project is to install a cold aisle containment system, adjust the overhead cable tray, provide perforated floor tiles, install two (2) existing government 225 kVA Power Distribution Units (PDUs) and remove two (2) 125 kVA PDUs in Room 145.
4.1.1 The contractor shall enclose the cold aisle located per Appendix A as well as provide thirty-six (36) 32% free area perforated tiles.
4.1.2 The contractor shall adjust the height of the cable tray to avoid conflict with the contractor installed cold aisle containment system.
4.1.3 The contractor shall remove PDU_1-A-16 and PDU_1-B-16 located per Appendix A to be maintained in storage.

6.3 Surge Support
6.3.1 An "Installation Surge" is defined as an installation/site condition or issue that cannot reasonably be expected to be accounted for during preparation of the Government's requirement nor the contractor's preparation of their proposal. The nature of completing projects to upgrade the Power Distribution Units (PDU's); Computer Room Air Handlers (CRAH); and other large items of equipment within existing facilities infrastructure contains a certain degree of risk/unknowns in encountering unforeseen site conditions. As a result, it is not feasible for the Government, nor the Contractor, to anticipate all the conditions and/or issues that may arise during installation. Some of these conditions include, but are not limited to:
- Substandard and non-code compliant electrical and mechanical equipment installations found during new or replacement equipment installation. In such cases, these items must be brought into compliance with applicable Life Safety and Federal Government guidelines.
- Existing equipment infrastructure that must be modified in order to accommodate the installation of the new or replacement equipment under contract. This example includes existing conduit, conductors, waterlines, communication cabling that must be relocated or re-routed to allow equipment under contract to be installed in the specified location.
Installation contingencies are anticipated throughout the life of this contract; therefore, the Government intends to issue a contract line item numbers CLIN which will support resolution of the issues in real time. If at any time during the project installation the contractor identifies any work/requirement that falls within the scope of the Installation Surge CLIN, the POC and/or Contracting Officer (KO) (depending on the rough estimate amount) should be notified immediately and prior to work commencing; the contractor shall include a rough estimate of costs to correct the issue within their notification to the COR/ KO. Once an installation surge requirement is identified by the contractor to the appropriate Government POC (identified in paragraph 1), the appropriate surge approval authority (Contracting Officer or COR) will contact the Contractor's Program Manager in writing to authorize performance start immediately under the Installation surge Cost CLIN. The installation surge CLIN may only be authorized for mission-critical repairs/ support as identified by the POC or KO. The POC has the authority to approve work up to $5,000; any work exceeding the amount of $5,000 must be approved by the Contracting Officer.
Surge requirements will be documented and reported. Equipment/Parts under this CLIN shall be reimbursed at unit cost. Performance on this effort will occur to the extent that Government funding is provided. All proposed labor rates under this CLIN shall be in line with current contract rates.
6.4 Personnel Qualifications:

6.7.1 A HAZCON is defined as an operationally (not safety) hazardous condition in which critical or essential loads normally fed by redundant sources (N+1) are limited to one power source (N) or subjected to a single point of failure. It is permissible for the contractor to intentionally place the site in a HAZCON to support the installation sequence with prior DISA coordination and approval. The DISA Technical POC is the final determining authority to determine if an installation activity is classified as a HAZCON or not. The contractor must indicate anticipated activities on the Project Schedule. All work falling into this category must be coordinated via Authorized Service Interruption (ASI).
6.7.2 ASIs shall be submitted to the Government 45 calendar days in advance. ASI requests does not guarantee acceptance by DISA Operations. The 45 calendar day request period should be sufficient but approval is based on DISA Operations acceptance and mission requirements. The possibility always exists that an approved ASI can be canceled at the last minute due to mission requirements. Normally, HAZCONs shall only be allowed to occur after normal duty hours, usually on weekends or at night. ASI requests should include a narrative that describes:
· The beginning/Ending Date(s) /Time(s)
· Sequence of activities that shows the progression of the work to be performed
· Total anticipated HAZCON duration
· Worst-case recovery time to return to an N+1 condition
· The portion of the electrical distribution system that will be de-energized
· The affected electrical distribution equipment
The Government will issue a Period of Non-Disruption (POND) timeframe when HAZCONS will not be allowed. This usually occurs during the months September and October. The Government will make this information available to the contractor as soon as it is available, usually mid-August of the same calendar year.
6.7.3 A method of procedure (MOP) shall be submitted by the Contractor and approved by the Government prior to requesting an ASI. Approved MOPs are subject to further refinement after initial approval is given. Contractor shall use the MOP template in Appendix E as a guide and an expectation of the level of detail the Government is looking for.
6.8 Operation of Critical Equipment:
6.8.1 No unscheduled outages of any equipment shall occur without prior approval from the Government. The Project Schedule shall include all sequencing to permit the existing minimally-required systems “N” to continue operating without interruption of service. Any given “N” condition shall me kept to the absolute minimum timeframe to accomplish installation objectives. Service must be maintained 7-days per week, 24-hours per day (7/24). A sequence of events shall be established to insure that no service interruption to the building critical and essential systems will occur during installation of the new and removal of the existing electrical distribution system.
